MANILA, PHILIPPINES — Thousands of Filipino drivers, motorcycle riders and delivery workers could soon gain easier access to healthcare as Grab Philippines and MOVE IT team up with Maxicare to provide free, unlimited doctor consultations under an expanded social protection program.

But behind the promising announcement is a critical condition.

The medical benefit will not automatically cover every driver every month. Workers must meet monthly eligibility requirements to qualify for consultations during the following month.

The partnership, announced October 8, strengthens the platforms’ Kaagapay Social Protection Program, a welfare initiative designed to address healthcare and financial protection gaps among workers who depend on daily trips and deliveries to support their families.

Starting November 2026, eligible Grab driver-partners, delivery-partners and MOVE IT rider-partners will be able to receive unlimited consultations at Maxicare Clinics nationwide during their qualifying coverage period.

The initiative is initially being piloted in Metro Manila, with plans to expand to other cities.

The expanded program also offers optional coverage for family members, insurance benefits and annual physical examinations.

Grab Philippines Managing Director Ronald Roda said the initiative addresses a growing need to protect the health and long-term security of platform-based workers.

The announcement was reported by Bilyonaryo, Context.ph, Daily Tribune and SPEED, while Grab’s official Kaagapay program materials confirm the consultation benefits and monthly qualification system.

The benefit structure creates a distinction between free consultations, optional paid benefits, and existing insurance protections.

Unlimited consultations do not mean that all medical treatments, prescriptions, diagnostic tests, hospital stays or emergency procedures are automatically free.

How drivers and riders can qualify for free healthcare

Grab’s official program guidelines describe a monthly performance-based qualification system.

Grab’s published four-wheel Kaagapay guidelines establish this monthly framework. Specific conditions may differ for motorcycle and delivery partners.

The arrangement gives active workers recurring opportunities to qualify.

However, it also means the benefit is not necessarily permanent or unconditional.

A worker who qualifies one month should not assume they will automatically have identical benefits in every subsequent month.

Grab has advised partners to check their assigned tiers and benefits through their driver applications.

For drivers supporting households, understanding these conditions matters just as much as knowing that free consultations are available.

Grab: The people keeping Filipinos moving also need protection

Grab Philippines Managing Director Ronald Roda said the partnership reflects growing demand for social protection among people earning their livelihoods through digital platforms.

Many drivers and riders serve as breadwinners, spending long hours transporting passengers, delivering food and helping businesses reach customers.

But healthcare needs can compete with essential household expenses.

A medical consultation can mean paying for treatment while also losing potential income from time away from work.

Roda said the initiative was designed to give partners greater confidence about their health and financial security.

In remarks reported by Context.ph, he emphasized that Grab wants to look after workers who spend their days looking after others.

The collaboration also responds to consultations with driver communities that identified accessible healthcare as a significant concern.

Maxicare wants medical consultations to be easier to access

Maxicare Healthcare Corporation is one of the Philippines’ established health maintenance organizations.

Maxicare Group Chief Customer Officer Raymond Hernandez emphasized that people working long hours on the road should be able to obtain healthcare without unnecessary difficulty.

The partnership aims to make medical consultations more accessible through Maxicare’s clinic network.

For drivers who frequently postpone healthcare appointments, easier access to doctors could support earlier detection of health conditions and better management of existing illnesses.

However, the number of workers who will actually use the benefit and any resulting improvement in health outcomes have not yet been disclosed.

The program’s effectiveness will depend on eligibility, geographic access, appointment availability and how consistently partners are able to use the services.

More than medical consultations: Grab expands its social protection network

The Maxicare agreement builds on earlier welfare programs involving Grab and MOVE IT.

Maxicare — Preventive and primary healthcare

Free consultations for qualified partners, selected diagnostic discounts and optional additional health benefits.

AXA — Life insurance

Life insurance benefits available to eligible partners under Kaagapay’s existing protection arrangements.

Pag-IBIG — Savings and housing-related support

Subsidized contributions and assistance with access to government social protection services.

Cocolife and AIG — Accident protection

Existing emergency and accident insurance arrangements for eligible platform-related incidents, subject to policy conditions.

These programs address different risks. Maxicare’s consultation benefits are primarily concerned with routine healthcare, while accident coverage responds to specific emergencies and insured incidents.

The distinction matters because a driver receiving free consultations may still face costs from hospitalization, medications or procedures excluded from the applicable plan.

Grab and MOVE IT have been expanding healthcare assistance for years

The latest partnership is not the platforms’ first healthcare initiative.

In September 2024, Grab and MOVE IT organized their Health & Wheelness Driver Care Event, attended by more than 4,000 partners and family members.

The event provided access to medical, dental and eye examinations, alongside health education, financial literacy programs and assistance with government social protection registration.

Grab’s earlier Partner Cover Plus program, introduced in 2023, also revealed the financial vulnerability of platform workers.

In a company survey cited during that launch, only 7% of participating driver- and delivery-partners reported owning an insurance plan, while eight in 10 expressed interest in obtaining coverage.

Those findings came from Grab’s earlier surveyed partners and should not be treated as a current nationwide estimate for all Filipino gig workers.

Health & Wheelness event brings services directly to workers

The Maxicare expansion was introduced alongside the platforms’ annual Health & Wheelness activities.

The event offered free medical, dental and optical examinations, as well as access to services and information from PhilHealth, Pag-IBIG and the Social Security System.

Participants also received education on nutrition, mental health, personal finance and road safety.

These activities recognize that driver welfare involves more than responding to accidents.

Workers need preventive care, regular health assessments and opportunities to access social protection programs before emergencies occur.

The bigger issue: Gig workers need affordable healthcare without losing income

Grab and MOVE IT operate in an employment landscape where flexible platform work provides income opportunities but can also expose workers to financial uncertainty.

Drivers typically depend on their ability to complete trips or deliveries to maintain earnings.

Illness can therefore create two financial pressures at the same time: treatment expenses and lost income.

Providing access to doctors could reduce one of those pressures, particularly for minor illnesses and preventive consultations.

However, the new program also raises important questions about how performance-based eligibility affects workers experiencing health problems.

Someone unable to complete enough trips because of illness may have difficulty meeting the criteria needed to qualify for the next month’s benefits.

This is a potential program-design concern, not evidence that Grab or MOVE IT has denied coverage to particular workers.

It highlights why accessibility should be measured not only by the number of available clinics but also by whether workers can maintain benefits when their health or circumstances change.

A wider shift toward primary healthcare protection

The announcement also comes amid a broader Philippine effort to strengthen access to primary healthcare.

On October 1, the Department of Finance announced that PhilHealth and several health maintenance organizations, including Maxicare, had agreed to coordinate benefits under the PhilHealth YAKAP–HMO/PHI Benefit Complementation initiative.

The agreement aims to make primary care more affordable by combining applicable PhilHealth benefits with complementary private coverage.

That national initiative is separate from the Grab–MOVE IT partnership. It nevertheless reflects a wider movement toward improving access to preventive healthcare and reducing unnecessary out-of-pocket expenses.
