Pang Kin Keong to Lead NVPC as Singapore Steps Up Focus on Giving and Volunteerism

Former permanent secretary for home affairs Pang Kin Keong will become chairman of the National Volunteer and Philanthropy Council (NVPC) from Oct. 1, taking over as the organisation prepares to deepen Singapore’s culture of volunteerism and giving.

Pang, 60, succeeds Seah Chin Siong, who has chaired the NVPC board since January 2021. His appointment comes after a 35-year career in Singapore’s public service, including senior leadership positions in the ministries of home affairs, law and transport.

Pang retired from the Administrative Service on June 1, 2026. He has since taken on several leadership roles, including chairman of the Land Transport Authority board from Sept. 1. He had previously served as permanent secretary of the Ministry of Transport from 2012 to 2017 and as permanent secretary of the Ministry of Home Affairs from 2017 until his retirement.

At NVPC, Pang will provide strategic leadership as the national agency works to strengthen Singapore’s giving ecosystem and its broader “City of Good” vision.

The council said his experience leading complex, multi-agency initiatives would help it strengthen collaboration between the public, private and community sectors while creating more opportunities for individuals and organisations to contribute.

Pang said Singapore’s continued development should be accompanied by a willingness among citizens to look beyond themselves and contribute to the well-being of others. He said stronger participation in volunteerism and philanthropy could reinforce social ties, resilience and unity.

His appointment also adds another major public-sector leadership role to Pang’s portfolio. He was appointed chairman of the LTA board earlier this month, succeeding Alan Chan Heng Loon. The Ministry of Transport highlighted his extensive experience in public administration and transport policy when announcing the appointment.

Pang has also been involved in NVPC’s board since April 2026, giving him several months of familiarity with the organisation before taking over as chairman. NVPC’s board records list him as a director from April 2, 2026.

His previous public-service responsibilities included chairing the Homefront Crisis Executive Group during the Covid-19 pandemic, coordinating efforts across multiple agencies during one of Singapore’s most challenging national emergencies.

NVPC also paid tribute to outgoing chairman Seah, crediting him with guiding the organisation through the pandemic and strengthening its role in bringing together individuals, businesses, government agencies and community organisations.

During Seah’s tenure, NVPC highlighted initiatives including the City of Good Summit and the Alliance for Action on Corporate Purpose. The organisation also said donations through giving.sg reached S$104.9 million last year, the platform’s highest annual amount since its launch in 2015.

The transition comes as Singapore continues to encourage greater participation in volunteerism and philanthropy, particularly through partnerships connecting government, businesses and community organisations.

For Pang, the new position represents a shift from managing major government portfolios and national systems to helping shape how Singaporeans participate in social and community causes.

His appointment also places renewed attention on NVPC’s role in making giving and volunteering more accessible as Singapore faces changing social needs.

The bigger focus now will be on how Pang uses his public-sector experience to expand partnerships and encourage more Singaporeans and organisations to contribute to the community under NVPC’s City of Good vision.
