Metro Manila Floods Receding Faster—Is the Government Finally Turning the Tide?

MANILA, Philippines — Metro Manila continues to struggle with heavy monsoon rains, but authorities say one important change is becoming increasingly visible: floodwaters in several areas are now receding faster than they did in the past.

The Metropolitan Manila Development Authority (MMDA) and President Ferdinand Marcos Jr. have pointed to the quicker disappearance of floodwaters as one indication that recent government flood-mitigation measures are beginning to make a difference.

During a situation briefing on August 19, Marcos said some areas that previously experienced extremely deep flooding were seeing significantly lower water levels, while other locations that traditionally flooded were no longer being inundated. He also noted that floodwaters that once took two or three days to disappear could now recede in less than a day in some areas.

But officials stressed that the problem is far from solved.

Floods may be receding faster—but Metro Manila is not flood-free

The recent improvement comes amid a particularly challenging southwest monsoon season.

The MMDA previously reported that many areas that normally experience deep flooding avoided severe inundation, while most Metro Manila roads remained passable during periods of heavy rain. MMDA Chairman Don Artes attributed part of the improvement to continuing waterway dredging under Oplan Kontra Baha, which is intended to increase drainage capacity and improve the movement of rainwater.

The agency also reported that its 73 pumping stations were operational at the time, while mobile pumps had been deployed in flood-prone areas such as Marikina and Manila.

The MMDA had also acquired 11 mobile pumps, each capable of moving about 1.5 cubic meters of water per second, according to Philstar.com.

The developments have led authorities to describe the situation as a “big improvement”—but not a victory.

Severe flooding has continued to hit parts of Metro Manila when rainfall overwhelms drainage systems and waterways.

Why some areas are still flooding badly

Recent flooding has shown that Metro Manila’s problem is not simply a matter of rainfall volume.

The MMDA has identified overwhelmed waterways, drainage limitations, high tide and physical obstructions as factors that can prevent floodwaters from draining quickly.

Parañaque and Las Piñas, for example, continued to experience serious flooding despite other parts of the metropolis seeing improvements. In Las Piñas, the MMDA also raised concerns over non-operational booster pumps and reduced water flow in portions of waterways.

ABS-CBN News likewise reported that MMDA officials attributed severe flooding during recent monsoon rains to extreme rainfall combined with limitations in the drainage system.

The scale of the rainfall has also been extraordinary.

ABS-CBN reported that Metro Manila received 201.7 millimeters of rain in six hours during one episode of intense rainfall on August 17, underscoring how quickly drainage infrastructure can become overwhelmed.

Dredging, pumps and drainage upgrades at the center of the response

The government’s current strategy involves several layers rather than relying on a single flood-control project.

These include:

  • Continued dredging and clearing of waterways;
  • Operation and expansion of pumping facilities;
  • Deployment of mobile pumps in flood-prone locations;
  • Improvements to drainage capacity;
  • Upgrading seawalls and other flood-management infrastructure;
  • Clearing clogged drainage channels; and
  • Development of additional water-retention facilities.

Marcos said the government had identified 30 potential sites in Metro Manila that could be used as cisterns or rainwater-retention facilities, while authorities continue examining short-, medium- and long-term solutions.

The government has since expanded its plans. Recent reports said 13 additional pumping stations are being pursued for Metro Manila, while officials are also considering larger rain-catchment structures to temporarily store excess water during intense rainfall.

The Department of Public Works and Highways is also redesigning drainage inlets along Metro Manila roads as part of efforts to improve how rainwater enters the drainage network.

The numbers suggest progress—but the rain is still winning in some places

Recent developments present a complicated picture.

On one hand, authorities have reported faster flood recession, more passable roads and improvements in areas that historically experienced severe flooding. The MMDA says these changes are consistent with the effects of dredging, pumping and other mitigation measures implemented in recent months.

On the other hand, heavy monsoon rainfall has continued to produce dangerous flooding.

Philstar.com reported that floodwaters had receded in several Metro Manila cities after earlier flooding, while other areas remained affected during subsequent rainfall events.

ABS-CBN also reported that floodwaters in southern Metro Manila had receded after reaching several feet in some locations.

That means the more accurate takeaway is not that “Metro Manila is no longer flooding,” but rather that some flood-control and drainage interventions appear to be helping certain areas recover more quickly.

Government admits there is still a long road ahead

Public Works Secretary Vince Dizon has cautioned against expecting an immediate solution.

Flood-control projects, he said, need to be examined and properly implemented project by project and locality by locality. The government is also facing longstanding infrastructure and drainage problems that cannot be fixed overnight.

San Juan Mayor Francis Zamora has separately called for a Metro Manila-wide drainage master plan, arguing that the metropolis’ interconnected drainage systems require coordinated planning among local governments, the MMDA and DPWH.

That coordination could become increasingly important as extreme rainfall events place greater pressure on Metro Manila’s aging and interconnected drainage network.

The bigger question: Can faster drainage survive the next extreme downpour?

For residents, the most important measure may not simply be how deep the flood gets—but how quickly the water disappears afterward.

If roads that once remained submerged for days become passable within hours, that could represent a meaningful improvement in Metro Manila’s flood resilience.

But the recent monsoon rains have also exposed the limits of existing infrastructure.

The government itself acknowledges that more work is necessary, while recent flooding demonstrates that even improved systems can be overwhelmed when rainfall becomes extreme.

So the latest developments offer a cautiously optimistic picture: Metro Manila may be getting better at draining floodwaters, but it is nowhere near being flood-proof.

And with more intense rainfall capable of overwhelming even upgraded systems, the real test may not have happened yet.

The question now is no longer simply whether the water goes down faster—but whether Metro Manila can keep it from rising so high in the first place.
