A 61-year-old man has been charged with two counts of obscene acts in public after allegedly exposing himself while wearing female undergarments and a wig along an HDB corridor in Chai Chee.
According to court documents, Ng Chong Teck allegedly bought female undergarments and a wig online before retrieving additional undergarments from a recycling bin. He allegedly modified a pair of pantyhose and, in the early hours of Aug. 15, went to the 14th floor of an HDB block along Chai Chee Road.
The documents state that Ng allegedly wore the wig, bra and modified pantyhose while exposing his genitals. He then allegedly attached several female undergarments around his body and walked along the corridor. A resident’s security camera reportedly captured the incident, after which a police report was made.
The latest case followed an earlier alleged incident in September 2025, when Ng was accused of committing an obscene act at a staircase landing at another Chai Chee block. He was given a 12-month conditional warning on Sept. 4, 2025, but prosecutors said he breached the warning through the latest alleged offence.
Ng had also previously been sentenced to four weeks’ imprisonment for a similar offence committed in May 2025, according to the prosecution. For the latest case, prosecutors are seeking a jail term of between eight and 10 weeks.
If convicted of the current charges, Ng could face up to three months’ imprisonment and a fine for each charge.
