Singapore to Allow More Assistance Dogs Inside Eateries From November

Singapore will expand access for assistance dogs in food establishments from Nov. 1, allowing trained dogs supporting people with physical and hearing disabilities to enter licensed eateries.

The updated rules expand existing provisions that already allow guide dogs accompanying people with visual impairments. Assistance dogs will be permitted in dining and refreshment areas as well as toilets at licensed food establishments.

Under the new regulations, food operators will not need to apply for a separate licence to admit assistance dogs. The animals are recognised as working animals rather than ordinary pets when accompanying their handlers.

The dogs must remain leashed and under proper control. They must also be prevented from straying, causing nuisance or damaging property. Feeding assistance dogs inside food establishments will not be allowed, except at pet cafes.

Assistance dogs are specially selected and trained to help people with disabilities perform tasks and live more independently. They can generally be identified through a harness, vest or other equipment displaying markings such as “Service Dog” or “Working Dog.”

The expanded access is part of Singapore’s broader efforts to make public spaces more accessible and inclusive for people with disabilities. The move also supports the objectives of the Enabling Masterplan 2030, which seeks to strengthen independence and participation in society.

Singapore has gradually expanded recognition of assistance dogs in other public settings as well. Trained guide dogs accompanying visually impaired commuters are permitted on public buses and MRT trains, while assistance dogs matched with people with disabilities have also been allowed to live with their handlers in public housing under existing arrangements.

The changes mean more people who rely on trained assistance dogs will be able to dine out with their companions, while food establishments retain requirements designed to ensure the animals remain controlled and do not interfere with food safety or other diners.
