Singapore Tests Construction Robots That Could Hit Worksites by 2028

SINGAPORE — Construction sites in Singapore could soon see more machines working with limited human intervention as the country trials autonomous heavy equipment that may be deployed on selected projects as early as 2028.

The pilot, led by JTC Corporation and Japanese construction giant Kajima, is testing autonomous excavators and compactors at the Bulim autonomous yard in the Jurong Innovation District under real construction-site conditions.

The technology is being tested as Singapore looks for ways to improve construction productivity, address manpower constraints and reduce workers’ exposure to certain on-site hazards.

Robots Take on Heavy Construction Tasks

The first phase of the trial began in January 2026 and involves four machines—two excavators and two compactors. The equipment can perform assigned tasks autonomously while human operators supervise the machines remotely from a nearby control room.

The system uses technologies such as virtual boundaries and sensors designed to detect people and obstacles. Emergency-stop controls are also being developed for both the worksite and control room.

JTC said the trial is targeting a 20% to 30% improvement in construction speed compared with conventional equipment, although the results will depend on how the technology performs throughout the pilot.

Why Singapore Is Turning to Construction Robotics

The push comes as Singapore’s construction industry faces persistent manpower and productivity challenges.

The country’s Building and Construction Authority says robotics and automation are increasingly being used to reduce labour reliance and improve construction processes. More than 20 ready-to-deploy robotics and automation solutions are currently available across areas including structural, architectural, mechanical, electrical and plumbing work.

Government initiatives are also being expanded to help companies move promising technologies beyond small-scale experiments.

In September, the BCA announced that Singapore was exploring another run of its Built Environment Accelerate to Market Programme, while also providing support that could allow robotics providers to offer discounted leasing to contractors.

Workers Could Be Upskilled, Not Simply Replaced

Despite the growing use of automation, Singapore’s approach is not necessarily about removing people from construction sites altogether.

JTC has emphasized that robotics and automation can empower workers rather than replace them, with employees potentially taking on higher-skilled roles involving the operation, supervision and maintenance of automated equipment.

The current trial’s remote-control model illustrates that shift. Instead of physically operating an excavator inside the work zone, trained personnel can supervise and issue commands from a control room.

JTC said foreign workers make up nearly 90% of Singapore’s manual semi-skilled construction workforce, and robotics could create opportunities for some workers to develop new technical skills.

Japan-Singapore Partnership Pushes the Technology Further

Kajima’s involvement also gives the Singapore project access to technology already tested in Japan.

The autonomous compactor uses Kajima’s A4CSEL automated construction system, marking its first deployment outside Japan. The excavator system incorporates technology from Zurich-based Gravis Robotics, while Kajima is working with local contractor KTC and equipment provider Tractors Singapore on retrofitting the machines.

In July, JTC and Obayashi Corporation also signed a memorandum of understanding focused on construction robotics, including autonomous site inspection, monitoring and feasibility studies for autonomous and remotely operated heavy equipment.

That broader collaboration suggests Singapore is developing an ecosystem around construction automation rather than relying on a single robotics project.

What Happens After the Trial?

The current pilot is scheduled to end in early 2027. If the technology proves successful, JTC says autonomous heavy construction equipment could then be deployed across suitable projects in its pipeline and potentially support wider industry adoption.

That means 2028 should be viewed as a potential deployment timeframe rather than a guaranteed launch date.

Singapore is also developing other robotics testbeds. A government-backed physical-AI testbed in Punggol Digital District is expected to launch later in 2026, with planned applications including delivery, cleaning and security services.

Taken together, these initiatives show how Singapore is increasingly testing robots in real-world environments rather than keeping them confined to laboratories.

If the construction trials deliver the productivity and safety improvements expected, the next generation of Singapore worksites could look very different—with humans supervising increasingly autonomous machines from the sidelines.
