BACOLOD CITY, Philippines — The Police Regional Office–Negros Island Region (PRO-NIR) has earned a Gold Eagle Award after posting an impressive 96.03 percent rating under the Philippine National Police’s Performance Governance System (PGS), marking a major milestone for the region’s police force.
But behind the high score and prestigious recognition comes an even bigger challenge: turning governance reforms and performance targets into better, faster and more accountable service for the public.
The award was conferred during the PGS Conferment Ceremony held on August 24, 2026, at the PNP Multi-Purpose Center in Camp Crame, Quezon City. PRO-NIR was granted Compliant Status, placing it among three PNP offices that passed the Compliance Stage of the PGS Certification Pathway.
Among the Top Performers in PNP Governance Push
According to the Philippine News Agency, 12 PNP offices were recognized during the ceremony for passing either the Compliance or Institutionalization stages of the PGS pathway.
PRO-NIR stood out among the three offices that passed the Compliance Stage. The other two were the Peace Process and Development Center and the PNP Recruitment and Selection Service. Nine other PNP offices passed the Institutionalization Stage, a more advanced level in the certification pathway.
The 96.03 percent rating reflects PRO-NIR’s performance in areas including strategic management, governance, accountability and performance monitoring, according to reports from local and national news outlets.
PRO-NIR Regional Director Brig. Gen. Romano Cardiño received the recognition alongside members of the regional police office and its advisory group. Reports differed on the ceremonial representative who formally handed over the award: Panay News identified PNP chief Gen. Jose Melencio Nartatez Jr., while other reports and the PNA said Lt. Gen. Bernard Banac represented the PNP chief at the ceremony. The consistent official record across reports is that PRO-NIR received the Gold Eagle Award and a 96.03 percent rating.
“Recognition and Responsibility”
Cardiño said the achievement belongs to the entire PRO-NIR organization, stressing that the high rating should not be viewed as the end of its reform journey.
The regional police office said its governance initiatives are designed to strengthen efficiency, transparency and accountability while aligning strategic goals with measurable results and improved police service delivery.
That message echoes the broader challenge issued by the PNP leadership: high ratings alone are not the ultimate measure of success. Reforms must be sustained and felt by the communities police officers serve, particularly through more responsive and accountable public service.
What the Award Means for Negros Island
The recognition gives PRO-NIR a significant boost as the police organization continues building and strengthening its systems across the Negros Island Region.
The Performance Governance System is part of the PNP’s long-term transformation effort, using measurable goals, strategic planning and performance monitoring to help institutionalize reforms within the police organization. The goal is not simply to collect awards, but to build systems that can sustain improvements over time.
For PRO-NIR, the 96.03 percent score is a major achievement. Yet the bigger test begins after the ceremony.
Can the reforms behind that score translate into police services that ordinary residents can actually see and experience?
That is now the standard the region’s police force will be expected to meet.
The Gold Eagle has been earned. The challenge now is proving that excellence doesn’t end with the award.
