California Couple Arrested After 21 Children Found in Alleged Surrogacy Abuse Case

A wealthy California couple has been arrested on multiple child abuse charges after an investigation uncovered a sprawling surrogacy operation involving at least 21 children, with prosecutors alleging that some of the children were subjected to repeated physical abuse inside the family’s Arcadia mansion.

Guojun Xuan, 66, and Silvia Zhang, 39, were arrested on Tuesday (Oct. 6) following a 17-month investigation into the couple and the children living at their home in Arcadia, about 20km northeast of downtown Los Angeles.

Los Angeles County District Attorney Nathan Hochman described the case as unprecedented and said investigators uncovered what he called a “house of horrors.”

The couple pleaded not guilty in court and have denied the allegations. Their attorneys have disputed the prosecution’s account, meaning the allegations have not been proven in court.

Investigation began after infant suffered serious injury

The investigation began in May 2025, when Zhang brought a two-month-old infant to a Los Angeles hospital with a serious head injury.

According to authorities, hospital staff became concerned about the explanation given for the injury and alerted law enforcement.

Police subsequently searched the couple’s Arcadia residence and found 15 children living there, most of them between one and three years old. Six additional children were later located elsewhere, bringing the total identified by investigators to at least 21. The children ranged in age from two months to 13 years.

A nanny, Chunmei Li, was accused of abusing the infant and remains at large after investigators issued an arrest warrant.

Authorities said the couple were initially arrested in 2025 but were not charged at the time because investigators wanted to conduct a more extensive investigation.

Prosecutors allege abuse was captured on cameras

Investigators say the mansion was equipped with an extensive surveillance system, allowing the couple to monitor the children and their caregivers.

Prosecutors allege that several live-in nannies physically abused the children, including during periods when the youngsters were gathered in rooms described as learning or classroom areas.

Authorities said surveillance footage showed multiple incidents of alleged physical abuse.

Prosecutors further allege that Xuan and Zhang were aware of the abuse and, in some instances, encouraged it. One video allegedly shows Xuan entering a room and instructing a nanny to hit a child harder, while another allegedly shows him participating in the assault.

Investigators also allege that the children were instructed to deny being beaten when police first began investigating the household.

The allegations are among the most serious made against the couple, but they remain accusations that will have to be tested through the criminal court process.

Couple accused of misleading surrogate mothers

The investigation has also expanded beyond the alleged abuse inside the mansion to the way the couple obtained the children.

Authorities believe Zhang gave birth to one or two of the children and that most of the others were born through surrogacy.

Investigators say the couple recruited women across the United States through a surrogacy business and allegedly gave some prospective surrogate mothers an incomplete or misleading picture of their plans to build a very large family.

At least eight women have reportedly come forward to say they were aggressively recruited to serve as surrogates.

One surrogate is seeking custody of a child she gave birth to for the couple, according to the Associated Press.

The investigation is continuing to examine the parentage of the children and the circumstances surrounding the surrogacy arrangements.

California allows surrogacy under strict requirements

Surrogacy itself is legal in California and is regulated through established legal procedures.

Under California’s framework, intended parents and surrogate mothers are required to have independent legal representation, while surrogacy agreements must be put into a written contract and notarised before an embryo transfer takes place.

However, authorities say the investigation is focused on whether the couple misled women they recruited and whether any other laws were violated.

The case has also drawn attention to the broader regulatory landscape for surrogacy in the United States, where there is no single federal framework governing the practice. States instead establish their own rules.

Couple face multiple felony charges

Xuan and Zhang face several charges, including child abuse, conspiracy to commit child abuse, accessory after the fact and dissuading a witness, according to the Los Angeles County district attorney.

Prosecutors initially sought bail of US$100 million for each defendant, citing the seriousness of the allegations, their financial resources and concerns that they could flee.

A judge ultimately set bail at US$20 million each. Both defendants pleaded not guilty during their Oct. 6 court appearance.

If convicted, they could face lengthy prison sentences. Prosecutors are continuing to investigate the case, including the actions of other people who may have been involved in caring for the children.

One nanny accused of abusing the infant, Li, remains at large.

Attorneys deny allegations

Xuan’s attorney, Mitchell Krems, has rejected the accusations against his client and said Xuan is innocent.

The defence has argued that the couple’s decision to have a large family should not itself be treated as evidence of criminal conduct.

Zhang’s legal representation has likewise disputed the allegations.

The couple’s attorneys have also raised concerns about how the investigation has been handled and rejected the prosecution’s portrayal of the household.

Because the case is still at the charging stage, prosecutors must prove each allegation beyond a reasonable doubt in court.

Children removed from the home

The authorities removed 15 children from the Arcadia residence last year following the initial investigation.

Six additional children who were living elsewhere were subsequently located.

Officials have not publicly disclosed the children’s current living arrangements in detail, and questions remain over their legal parentage and custody.

The investigation is expected to examine not only the alleged abuse but also the circumstances surrounding the children’s births, the role of the surrogacy business and the conduct of the adults who cared for them.

The case has therefore developed into a much broader investigation than the original report of an injured infant.

A disturbing case with wider questions

The allegations have shocked authorities because of the number of children involved and the length of time investigators believe the household operated.

What began with a hospital report involving a two-month-old baby ultimately led investigators to a mansion where authorities found a large group of children, multiple caregivers and an extensive surveillance system.

For now, however, the most serious claims remain allegations.

Xuan and Zhang have pleaded not guilty, and the court will ultimately determine whether prosecutors can prove that the couple participated in or facilitated the alleged abuse.

Meanwhile, authorities continue to investigate the surrogacy arrangements, the children’s parentage and the whereabouts and roles of other people connected to the household.
