BACOLOD CITY — Bacolod is preparing for one of its biggest annual gatherings as authorities ramp up security, traffic control and emergency response measures ahead of the 47th MassKara Festival, with about 1,800 police officers expected to help secure the celebration.

The festival is scheduled to run from October 1 to 18, 2026, with the biggest crowds expected during the highlight period from October 16 to 18.
According to the Bacolod City Police Office (BCPO), around 800 local police personnel, or roughly 80 percent of its force, are expected to be deployed. The city is also seeking an additional 1,000 police personnel from the Police Regional Office–Negros Island Region to reinforce security operations.
Police preparations include additional security control points, deployment at major festival locations and heightened monitoring as thousands of Bacolod residents and visitors converge on the city.
BCPO deputy city director Lt. Col. Lester Leada said police would remain on heightened alert throughout the festivities. Authorities have also emphasized rapid response to emergency calls and continued intelligence monitoring.
Recent reports indicate that no active specific threat to the festival has been identified, but authorities are maintaining heightened vigilance because of the expected volume of people during the major events.
Gun Ban, Signal Jamming Still Subject to Approval
Security measures could become even stricter during the festival.
The BCPO has recommended a gun ban during the MassKara period and has also raised the possibility of temporarily suspending cellular signals during selected festival highlights.
However, these measures are not yet automatically in effect. Reports say implementation would depend on approval by the Bacolod City government and the submission of the necessary formal requests.
Leada said the proposed measures are intended to strengthen security and help prevent serious incidents as large crowds gather at festival venues.
Major Road Closures Could Affect Motorists
Security will not be the only major concern for people heading to Bacolod.
The Bacolod Gugma Foundation Inc. (BGFI), which is coordinating the festival, has worked with the Bacolod Traffic and Transport Management Department (BTTMD) on proposed road closures and traffic adjustments.
The proposed measures are still subject to final recommendations by the BTTMD and approval by the Bacolod City Council.
Among the proposed traffic measures are:
- Sept. 28–30: Partial road closures near the Bacolod Public Plaza and Bacolod City Government Center for food-kiosk setup.
- Oct. 1–18: Proposed festival-site operations from 3 p.m. to 3 a.m.
- Oct. 16–18: During the three major highlight days, operations could extend from 3 p.m. to 5 a.m.
- Oct. 10: Traffic restrictions for the Drum and Lyre Competition around Lizares and Araneta streets.
- Oct. 16: Full road closure along the proposed route of the Electric MassKara Float Parade.
- Oct. 17–18: Full road closure proposed in areas around Hernaez and Araneta streets for the arena and street dance competitions.
- Oct. 7–14: Traffic adjustments, including one-way arrangements and roadblocks, are proposed around the SM City Bacolod area.
- Oct. 12–14: A partial road closure is proposed along the Lacson Tourism Strip to accommodate festival operations.
Authorities said the public will be informed of the final closure schedules and alternative routes once the plans receive the necessary approvals.
Emergency Teams to Be Positioned Around Festival Sites
The security plan extends beyond police deployment.
The MassKara interagency team is coordinating with the Bacolod City Disaster Risk Reduction and Management Office, BCPO, Bureau of Fire Protection, BTTMD, City Health Office, Bacolod Environment and Natural Resources Office, Department of Social Services and Development, as well as rescue and volunteer groups.
Emergency response teams are expected to include:
- Police personnel
- Fire responders
- Medical teams
- Ambulances
- Rescue personnel
- Volunteer emergency groups
Regular inspections of festival and food-concession areas are also expected beginning October 1, covering health, sanitation, environmental and security requirements.
New Venue Adds Another Layer to Festival Preparations
This year’s MassKara preparations also include changes to some event venues.
The arena dance competition is set to move from the Paglaum Sports Complex to an area in front of SM City Bacolod after organizers and city officials considered concerns involving the safety and structural capacity of the previous venue. Officials have also addressed concerns over possible flooding at the new location, saying measures are being prepared to manage water accumulation.
The move comes as organizers prepare for large crowds during the festival’s final week.
MassKara 2026 Expected to Draw Huge Crowds
The 47th MassKara Festival carries the theme “Share The Smile. Celebrate Gugma.”
The Philippine News Agency reported earlier this year that the festival would feature activities beginning October 1, with major events concentrated during the latter part of the celebration. The festival is one of Bacolod’s biggest annual cultural and tourism events in the Philippines.
The city government and festival organizers have urged residents, tourists, motorists, businesses and festival participants to cooperate with security and traffic personnel.
For festivalgoers, authorities are reminding the public to follow security instructions, safeguard personal belongings, avoid bringing prohibited or hazardous items into event areas, and immediately report suspicious activity or emergencies.
Parents and guardians are also being urged to keep children within sight and establish a meeting point in case family members become separated.

With about 1,800 police personnel potentially mobilized, additional emergency responders, proposed road closures and possible enhanced firearm and communications restrictions, Bacolod is preparing for a tightly coordinated security operation during MassKara 2026.
The most intensive period is expected to be October 16–18, when the Electric MassKara and the arena and street-dancing competitions are scheduled.
But motorists and festivalgoers should keep watching for the final traffic and security advisories, because several of the proposed measures remain subject to approval and final coordination with city authorities.
