CEBU CITY — Police Arrest Driver Linked to Fatal Hit-and-Run
A 22-year-old driver has been arrested in Cebu City after allegedly fleeing the scene of a hit-and-run that resulted in the death of a pedestrian, according to the Cebu City Police Office’s Traffic Enforcement Unit.
Police identified the arrested suspect as Billy Tablason, a resident of Barangay Guadalupe. Authorities said he was arrested at about 10:41 a.m. on September 14 in the Ayala area of Barangay Luz following a hot-pursuit operation.
The incident happened in the early hours of September 11 along Gov. M. Cuenco Avenue in Barangay Kasambagan, where the victim, identified as 42-year-old Ralph John Salise, was reportedly crossing at a pedestrian lane when he was struck.
Police Say Driver Fled After Collision
According to the police account cited by SunStar’s SuperBalita Cebu, Tablason was driving a Toyota Vios when the collision occurred.
Police allege that Tablason and another driver, identified as 22-year-old Ralph Acol, had been racing along the road before the crash. After the collision, Tablason and a 17-year-old passenger allegedly left the Vios and got into Acol’s Toyota Raize before leaving the area.
Authorities said Acol later returned to the crash site and was arrested by members of the Traffic Enforcement Unit. Police said he was subsequently facing allegations of obstruction of justice and abandonment. Acol also reportedly tested positive in an alcohol breath test, according to investigators.
Victim Was Crossing at a Pedestrian Lane
The victim, Salise, was reportedly crossing the road at a designated pedestrian lane when he was struck.
The incident triggered a police manhunt, with CCPO Chief Police Colonel Ricky Sumalde ordering the Traffic Enforcement Unit to continue the search for the driver who allegedly fled.
That operation eventually led to Tablason’s arrest three days after the fatal crash.
Charges Being Prepared
Authorities are preparing to file a case for reckless imprudence resulting in homicide and abandonment against Tablason, according to the police report.
Police also placed the license plates of the two vehicles on alert and recommended to the Land Transportation Office that the drivers’ licenses be revoked.
However, the allegations remain subject to the legal process. An arrest and the filing of charges do not by themselves establish criminal guilt, which must ultimately be determined through the appropriate proceedings.
Police Focus on Accountability After Road Death
The case has renewed attention on the consequences of dangerous driving and leaving the scene of a serious road crash.
For traffic investigators, identifying the vehicle and driver quickly can be crucial in cases where a suspect allegedly leaves before authorities arrive. In this case, investigators launched a hot-pursuit operation that ended with the reported arrest three days after the incident.
The investigation is expected to determine the full circumstances surrounding the crash, including the alleged road race and the actions of those involved before and after the collision.
For now, police have one major development: the driver they were searching for has been taken into custody.
But the case is far from over.
The next stage will focus on the evidence, the formal charges and the court proceedings that will determine accountability for the fatal crash.
