Yoon & Yang Makes a Major Finance-Law Move—And Its Latest Hire Knows the Regulator From the Inside

SEOUL — South Korean law firm Yoon & Yang LLC is strengthening its financial regulatory practice with the recruitment of Ma Sun, a former Financial Services Commission (FSC) assistant director, as a partner attorney.

The appointment gives the firm another lawyer with direct experience inside South Korea’s financial regulatory system at a time when financial technology, digital assets, consumer protection and capital-market enforcement are creating increasingly complex legal challenges.

Yoon & Yang announced the appointment on September 8, according to ChosunBiz.

From financial regulator to private-practice partner

Ma brings nearly two decades of experience across South Korea’s financial-policy and regulatory system.

After completing the Judicial Research and Training Institute in 2007, he began public service as an administrative officer at the Financial Intelligence Unit, then part of the Ministry of Finance and Economy.

Following the creation of the Financial Services Commission in 2008, Ma worked across several areas of financial policy, including banking, insurance, small and medium-sized business finance and inclusive finance. His responsibilities included licensing and sanctions involving banks, insurers and specialized credit-finance companies.

His experience also covered several major pieces of financial legislation, including laws dealing with suspicious financial transactions, real-name financial transactions, electronic finance, credit information and financial consumer protection.

That regulatory background is likely to be particularly valuable for financial companies facing increasingly complicated compliance requirements.

A career spanning regulation, fintech and enforcement

Ma’s career has extended beyond traditional financial supervision.

While working at the Financial Intelligence Unit, he was involved in preparing Korea’s mutual evaluation report and responding to on-site inspections connected with the country’s participation in the Financial Action Task Force (FATF) process.

He was promoted to assistant director in 2020 and subsequently worked on subordinate regulations related to the Financial Consumer Protection Act.

He also headed a financial regulatory sandbox team, overseeing the designation of innovative financial services and the development of guidelines governing exclusive operating rights for certain innovative services.

That combination of policy-making and hands-on regulatory experience gives Ma a background that stretches from drafting rules to supervising how financial businesses operate under them.

His latest role involved capital-market investigations

Before moving to Yoon & Yang, Ma served as deputy head of Compulsory Investigation Team 2 within a joint response unit established to combat stock-price manipulation.

In that role, he conducted field investigations involving unfair trading in South Korea’s capital markets, according to the firm’s announcement reported by ChosunBiz.

The experience is significant because financial enforcement has become an increasingly important part of the regulatory landscape, particularly as authorities step up scrutiny of market misconduct and investor protection.

Yoon & Yang’s financial-regulation expansion

Ma’s arrival also fits into a broader strategy at Yoon & Yang.

The firm already has a substantial banking and finance practice combining transactional work with regulatory advice. Chambers’ 2025 South Korea guide describes Yoon & Yang’s Banking & Finance Practice as having approximately 55 lawyers, with expertise spanning banking and finance transactions as well as regulatory matters. The firm has also recruited lawyers with backgrounds at South Korea’s Financial Supervisory Service.

Yoon & Yang has previously strengthened its financial-regulatory bench with former senior government officials. In 2022, former FSC Chairman Jong-Ku Choi joined the firm as a special adviser to its Banking & Finance Practice.

The latest recruitment therefore adds to an established effort to combine private-sector legal expertise with experience from Korea’s financial authorities.

Where Ma could make the biggest impact

According to Yoon & Yang’s announcement, Ma will focus on several areas where financial regulation is rapidly evolving.

These include:

  • Digital finance
  • Capital-market unfair-trading investigations

Ma’s career gives him experience across those different stages—from policy development and legislative work to licensing, supervision and investigations.

Yoon & Yang managing partner Lee Myung-su said Ma had experienced the “full spectrum” of financial regulation at the FSC, from policy planning and legislation to on-site investigations.

The firm said it expects his experience to strengthen its ability to provide advice that combines practical regulatory knowledge with a policy perspective.

The bigger picture for Korea’s financial sector

The appointment comes as South Korea’s financial industry navigates a regulatory environment increasingly shaped by digital finance, fintech innovation, financial-data rules and stronger market oversight.

Yoon & Yang’s existing roster illustrates the firm’s emphasis on regulatory expertise. Its partner Young Jin Kim, for example, joined the firm in 2026 after working at the FSC and another Korean law firm, with experience covering digital finance, capital markets and financial regulation.

The firm also has lawyers with previous Financial Supervisory Service experience, reinforcing its positioning in financial compliance and regulatory disputes.

What comes next

Ma’s recruitment signals that financial-regulatory expertise remains a major competitive battleground among Korea’s leading law firms.

As banks, fintech companies and other financial businesses develop new products and services, they face a regulatory landscape that can change as quickly as the technology itself.

For Yoon & Yang, bringing in a former FSC official with experience ranging from financial legislation and regulatory sandboxes to capital-market investigations represents another step toward positioning the firm at the intersection of finance, technology and enforcement.

And that may be the most important part of this appointment: Ma isn’t joining with experience in just one corner of financial regulation—his career has touched almost the entire regulatory chain.
