South Korea’s ambitious plan to build a massive semiconductor hub in the southwestern Honam region is entering a critical phase, but a German economic official has warned that simply building chip factories will not be enough to make the project globally competitive.
Dennis Bloch, counselor for economic affairs at the German Embassy in Seoul, urged the Jeonnam-Gwangju region to take a long-term approach to its planned semiconductor cluster, drawing lessons from Germany’s Silicon Saxony, one of Europe’s most established microelectronics hubs.
Speaking at a semiconductor and AI forum in Gwangju, Bloch said successful semiconductor clusters are built over decades and require much more than large-scale manufacturing facilities. Research institutions, specialized suppliers, universities, skilled workers and shared infrastructure must develop alongside the fabs.
“Semiconductor clusters are built over decades,” Bloch said, emphasizing the importance of continuity even as governments and political leadership change.
Why Germany’s Silicon Saxony matters
Bloch pointed to Saxony’s Silicon Saxony cluster, centered around Dresden, as an example of how a semiconductor ecosystem can grow beyond individual chip factories.
According to information presented at the forum, the region has developed into a network of roughly 3,650 companies employing more than 82,000 people. The cluster is also attracting another wave of investment, including major projects involving Infineon and the TSMC-led European Semiconductor Manufacturing Co.
The lesson for Honam is clear: large fabs may attract headlines and investment, but the surrounding industrial ecosystem determines whether a semiconductor region can remain competitive over the long term.
Silicon Saxony itself describes its network as bringing together manufacturers, suppliers, universities, research institutions, public-sector organizations and technology startups.
Korea and Germany see room to complement each other
Bloch said Korea and Germany have different but complementary strengths in the semiconductor value chain.
South Korea has strong capabilities in memory chips, high-bandwidth memory, large-scale manufacturing and advanced packaging, while Germany has expertise in automotive and power semiconductors, sensors, industrial applications and specialized equipment.
That creates potential opportunities for cooperation in areas such as AI chips, advanced packaging, future mobility and data-center technologies, according to the Korea Herald report.
Existing cooperation mechanisms between Korea and Germany could also provide a foundation for deeper collaboration. The forum cited Korea-EU digital cooperation, bilateral dialogue and K-Fast, a Korea-Fraunhofer cooperation hub.
Nine joint research-and-development projects approved during 2024 and 2025 were valued at about 35 billion won, according to forum materials.
Honam is already one of Korea’s biggest industrial bets
The German warning comes as Seoul moves aggressively to establish the Honam semiconductor cluster.
In July, the South Korean government selected the Gwangju military airport site for the planned semiconductor industrial complex. The site covers roughly 8.3 million square meters, or about 2.5 million pyeong, and its already leveled terrain was cited as one reason it could shorten preparation time.
Samsung Electronics and SK hynix are central to the government’s broader semiconductor investment strategy. Yonhap reported that the two companies have pledged a combined 800 trillion won in investment connected to the southwestern Honam initiative — an amount equivalent to roughly $522 billion based on the exchange rate cited in the report.
The government has also indicated that the project is intended to support regional development rather than simply expand chip production.
That means infrastructure such as electricity, water, transportation, housing, education and skilled labor will be just as important as the factories themselves.
The biggest challenge may be what surrounds the factories
This is where Bloch’s warning becomes particularly significant.
The Honam project has already faced questions over whether the region can secure the enormous amounts of electricity, water and highly skilled workers required by advanced semiconductor manufacturing.
A July discussion at South Korea’s National Assembly raised concerns over the feasibility of the project, particularly regarding power, water and workforce requirements.
Local officials and business groups have meanwhile been working to build broader support for the project. In August, the Gwangju Chamber of Commerce and Industry launched a pan-civic promotion committee aimed at strengthening cooperation among business, government, education, labor, finance and civil society.
The objective is to create an industrial ecosystem capable of attracting investment and retaining talent rather than simply constructing semiconductor plants.
AI is driving the urgency
The semiconductor race has become increasingly intertwined with the global artificial intelligence boom.
Advanced AI systems require enormous computing power, increasing demand for high-performance processors, memory and advanced packaging technologies.
That has intensified competition among countries to secure semiconductor production capacity, research talent, energy supplies and supply-chain resilience.
For Honam, the opportunity is enormous: establish a new semiconductor center outside the Seoul metropolitan area while connecting chip production with AI, energy and regional industrial development.
But the risks are equally significant.
A semiconductor megaproject can take years or even decades to mature. Building factories without suppliers, researchers, engineers, universities and supporting industries could leave the region with expensive facilities but a weaker ecosystem.
That is precisely the lesson Germany is offering South Korea.
The real test is only beginning
The Honam semiconductor project has already cleared one of its biggest hurdles with the selection of the Gwangju military airport site.
But the next challenge may be much harder: transforming that land into a self-sustaining semiconductor ecosystem.
Bloch said the region should connect research with industrial demand from the beginning and develop the broader network around the fabs rather than trying to add it later.
For South Korea, the stakes go far beyond Gwangju.
If Honam succeeds, it could become a major second semiconductor axis alongside the country’s established industrial centers, help spread high-value technology investment beyond the Seoul metropolitan area and strengthen Korea’s position in the global AI-chip supply chain.
If the supporting ecosystem fails to keep pace, however, the enormous investment could face bottlenecks in talent, power, water, suppliers and infrastructure.
And that may ultimately determine whether Honam becomes Korea’s next Silicon Valley of semiconductors — or simply another collection of massive factories.
