HDB Reappoints Benny Lim as Chairman for Another Two-Year Term

The Housing and Development Board (HDB) has reappointed former permanent secretary Benny Lim as its chairman for another two-year term, beginning Oct. 1, 2026.

The 69-year-old will serve as chairman until Sept. 30, 2028. Lim first took over the position from Bobby Chin Yoke Choong in April 2023.

Lim retired from Singapore’s Administrative Service in May 2016 after a 37-year public service career. He began as a police officer and later rose to become deputy commissioner before serving as director of the Internal Security Department and permanent secretary for home affairs.

Before his retirement, Lim also served as permanent secretary in the Prime Minister’s Office and at the Ministry of National Development. He is currently a special adviser to the Centre for Liveable Cities and National Security Studies Programme, and chairman of Temasek Life Sciences Laboratory.

For the new HDB board term, 13 existing members have also been reappointed. They include HDB chief executive Tan Meng Dui, PUB chief executive Ong Tze-Ch’in, Monetary Authority of Singapore deputy managing director Ho Hern Shin and NTUC assistant secretary-general Melvin Yong.

Architect Belinda Agnes Huang Wan Jing will join the board as a new member, replacing Rita Soh Siow Lan, whose six-year term has ended. Huang is director of ARC Studio Architecture + Urbanism and was part of the team behind The Pinnacle@Duxton. She was also jointly awarded the President’s Design Award – Designer of the Year in 2020.

The changes come as HDB continues to oversee Singapore’s public housing system, including the planning and development of new homes and the management of the existing HDB estate.

The new board appointments will take effect on Oct. 1 and remain in place through Sept. 30, 2028.
