MANILA, Philippines — A predawn fire damaged the kitchen area inside the Office of Manila Vice Mayor Angela Lei “Chi” Atienza at Manila City Hall on Wednesday, September 2, triggering an emergency response before most government workers had arrived for the day.
The blaze struck the vice mayor’s office on the second floor of the historic city government building, according to reports from ABS-CBN News and other local media outlets. ABS-CBN reported that the kitchen inside the office sustained damage.
Firefighters rushed to Manila City Hall shortly before 6 a.m., preventing the flames from spreading further through the government complex.
Initial reports differed slightly on the exact timeline, but authorities and news organizations consistently reported that the fire was already under control at around 6:15 to 6:16 a.m. and was officially extinguished at approximately 6:21 a.m.
Firefighters stop flames from spreading
RMN, citing the Manila Fire District, reported that the incident began at around 5:44 a.m. and that personnel from the Intramuros Fire Station, Manila firefighters and volunteers responded to the scene.
The Philippine Daily Inquirer, citing information from the Manila Disaster Risk Reduction and Management Department shared by the city government, reported that the fire reached first alarm at 5:57 a.m., was placed under control at 6:15 a.m. and was declared out at 6:21 a.m.
GMA News separately reported that the affected section was the Office of the Vice Mayor on Manila City Hall’s second floor and placed the under-control declaration at around 6:16 a.m.
Despite the variations of a few minutes in the initial reports — common during fast-moving emergency coverage — all accounts indicate firefighters contained the blaze relatively quickly.
RMN reported that neighboring offices were spared from the fire, crediting the rapid response of firefighters.
That may prove significant considering the location of the fire inside one of Manila City Hall’s key government offices.
What caused the Manila City Hall fire?
That remains the biggest unanswered question.
As of the latest available reports Wednesday morning, authorities had not announced an official cause of the fire.
The Manila Fire District was still investigating where and how the blaze began, while the total amount of property damage had also yet to be determined.

The city council’s official website identifies Atienza as the head of the Office of the Vice Mayor, which is based in Room 210 of Manila City Hall.
Images and early videos of Wednesday’s incident showed emergency personnel responding to the second-floor section of City Hall as smoke was reported from the building.
The fire came before normal office activity had fully begun, potentially limiting the number of people in the affected area when the incident occurred.
Authorities, however, had not yet released a complete assessment of the damaged property or whether government records, equipment or other materials inside the office were affected.

The focus now shifts to the Bureau of Fire Protection and Manila fire investigators.
