Worker Dies After Fall at Tanjong Rhu BTO Construction Site as HDB Suspends Work

SINGAPORE — A worker has died after falling from a height at a Build-To-Order (BTO) construction site along Tanjong Rhu Road, prompting the suspension of all work at the site while authorities investigate.

The incident happened on Sept. 28 at the Tanjong Rhu Riverfront II worksite, where concreting activities were underway, according to the Housing & Development Board (HDB).

The Singapore Civil Defence Force (SCDF) said it received a call for assistance at about 4:20 p.m. A paramedic subsequently pronounced the worker dead at the scene.

HDB Suspends Work at Site

HDB said all works at the construction site have been suspended until further notice.

The agency said it was saddened by the fatality and would work with contractor BHCC Construction Singapore to provide support and assistance to the deceased worker’s family.

HDB also said workplace safety remains a priority and that it is cooperating with the authorities’ investigation.

Details surrounding the worker’s fall have not been fully established publicly, and investigations remain ongoing.

Incident Comes Amid Wider Workplace-Safety Focus

The fatality comes weeks after Singapore’s Ministry of Manpower (MOM) released its 1H 2026 Workplace Safety and Health Report.

MOM recorded 21 workplace fatalities in the first half of 2026, while the construction sector’s annualised fatal and major-injury rate improved to 24.1 per 100,000 workers, its lowest level since 2020.

At the same time, MOM said fatal injuries overall remained a concern, with the annualised fatal-injury rate rising to 1.1 per 100,000 workers in the first half of the year. Vehicular incidents accounted for nine of the 21 workplace deaths during that period.

The ministry has said it is reviewing additional measures to strengthen workplace-safety accountability and enforcement.

Tanjong Rhu Project Under Investigation

The Tanjong Rhu Riverfront II project is part of Singapore’s public-housing development program.

For now, the immediate focus is on determining how the fatal incident occurred and whether any workplace-safety measures need to be strengthened.

The suspension of work allows the relevant authorities to conduct their investigations before construction activities resume.

The incident also puts renewed attention on the risks faced by workers carrying out construction activities at height — even as Singapore’s latest official data show improvements in several construction-safety indicators.

Authorities have not announced further details about the deceased worker’s identity or circumstances beyond the information released so far.
