MANILA, Philippines — The government is bringing its affordable-housing drive closer to Filipino families as the Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund roll out simultaneous open houses at 14 housing projects nationwide under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
The nationwide activity, launched Monday, September 14, is aimed at giving prospective homeowners a more direct way to explore available housing units, visit project sites and learn about financing opportunities under the government’s expanded housing program.
The initiative comes as the Marcos administration continues to broaden the Expanded 4PH program beyond its original framework, with greater participation from private developers and a wider range of housing options for Filipino families.
14 housing sites open to prospective homeowners
The simultaneous open houses cover housing developments in different parts of the country.
Among the participating sites are Deca Homes GenSan 2 in General Santos City and an Expanded 4PH Housing Caravan in Panabo City, Davao del Norte, highlighting the program’s reach into Mindanao.
The open-house strategy allows potential beneficiaries to see actual housing developments rather than relying solely on brochures or online information. It also provides an opportunity to understand the requirements and financing process associated with homeownership.
Expanded 4PH takes a broader approach
The government’s Expanded 4PH program has been recalibrated to make housing accessible to a broader segment of Filipinos.
DHSUD Secretary Jose Ramon Aliling previously described the expanded program as a more simplified, people-centered and sustainable approach to addressing the country’s housing needs. The revised framework also encourages stronger participation from private developers.
The approach is not limited to one type of housing. It includes both horizontal and vertical developments, while the government has also been developing other housing interventions for different groups, including informal settler families.
Pag-IBIG financing remains a key component
Pag-IBIG Fund plays a central role by providing housing financing for qualified members.
The fund’s official services list includes the Expanded 4PH Programs, affordable housing loans for socialized homes and other housing-financing options.
Recent developments also show Pag-IBIG expanding its network of private-sector partners. Earlier this month, Pag-IBIG and SM Development Corp. signed a partnership intended to widen the range of SMDC homes available to qualified members under the Expanded 4PH framework.
That growing developer participation is important because the government is seeking to increase the supply and variety of homes available to Filipino workers and families.
From housing projects to actual homeowners
The nationwide open houses build on an expanding pipeline of projects already being delivered.
DHSUD and Pag-IBIG have previously turned over house-and-lot units in Lipa, Batangas, while thousands of additional homes have been inspected and delivered through projects in other parts of the country.
In July, officials inspected and turned over units in Tarlac projects involving more than 8,000 homes, another indication of the scale of the government’s housing rollout.
The program has also expanded into condominium developments, giving qualified beneficiaries access to vertical housing in areas where land availability and urban density make traditional house-and-lot projects more difficult.
Why the latest rollout matters
The nationwide open houses represent more than a promotional event. They are part of an effort to make the homeownership process more accessible by bringing housing projects, developers and financing information closer to potential beneficiaries.
The government has increasingly relied on partnerships with private developers to expand the number of available units. Recent reports indicate that major developers have joined or increased their participation in the Expanded 4PH program, potentially giving qualified Filipino families more choices in terms of location and housing type.
For families currently renting or struggling to find affordable housing, the biggest question is no longer simply whether government housing is available — but whether they can qualify for and sustainably finance a home that fits their needs.
With the DHSUD and Pag-IBIG bringing the Expanded 4PH program directly to housing sites nationwide, the government is betting that easier access to information, financing and actual project locations can turn more housing applications into actual homeownership.
