SAMAR, Philippines — A massive forest restoration project in Samar is moving from ambitious plans to actual fieldwork, with the Green Samar Project targeting the rehabilitation of 120,000 hectares of degraded rainforest inside the Samar Island Natural Park (SINP).
The scale is enormous: the restoration area is equivalent to nearly 1,900 times the size of Manila’s Rizal Park and represents a major test of whether private investment, government oversight and community participation can work together to restore one of the Philippines’ most important forest landscapes.
The project officially entered its implementation phase on September 4, 2026, when a groundbreaking ceremony was held at the Samar Island Natural Park headquarters. A 500-hectare pilot restoration is already underway in parts of San Jose de Buan, involving the barangays of Hibacaan, Gusa, Aguingayan and San Nicolas.
Green Samar is already planting—not just planning
The first phase is showing early results.
Four community nurseries established in late 2025 have produced more than 300,000 seedlings representing 24 native tree species, with field planting scheduled through October. The project is also developing bamboo-based livelihood opportunities alongside biodiversity protection.
That matters because the initiative is not designed simply as a massive tree-planting campaign.
The restoration strategy includes direct planting of native species, assisted natural regeneration and enrichment planting—approaches intended to help damaged forest areas recover while strengthening existing natural ecosystems.
A 120,000-hectare target inside a much larger protected area
The Samar Island Natural Park covers roughly 335,000 hectares, making it the largest terrestrial protected area in the Philippines. It contains one of the country’s most important remaining old-growth rainforest landscapes and is home to the Philippine eagle, among other wildlife. The park is also on the UNESCO World Heritage tentative list.
The Green Samar Project therefore isn’t attempting to restore all of the protected area.
Instead, its 120,000-hectare target focuses on degraded portions of the park, while the wider initiative also seeks to strengthen protection, surveillance and conservation management throughout the protected landscape.
That distinction is important as the project’s scale circulates online.
Private investment meets environmental restoration
The project is being implemented through a partnership involving the Department of Environment and Natural Resources (DENR), international nature-restoration developer aDryada, local firm Samar Bamboo Corporation and other technical and project partners, including Terraformation, ERM, Audax Global and Conserve Int.
The model is notable because it seeks to use private and climate-related investment to finance long-term forest restoration rather than relying entirely on conventional government appropriations.
The Daily Tribune reported that the project is being positioned as a potential model for large-scale ecosystem restoration that can attract private capital while supporting conservation and rural development.
The project is also designed around carbon finance. Its proponents say internationally certified carbon credits can help support long-term forest management and a permanent protection mechanism beyond the project’s crediting period.
More than 20,000 people are part of the equation
Perhaps the most consequential part of Green Samar is what happens to the communities living inside the protected landscape.
Project documents estimate that more than 20,000 people could benefit from improved livelihoods and related development programs. Planned measures include job creation, agricultural improvements, social infrastructure and a long-term benefit-sharing mechanism.
The project estimates that between 800 and 1,000 jobs could be created during its first seven years, including opportunities connected to restoration activities and community-based operations.
The latest government report shows that those opportunities are already beginning to emerge through nursery management and tree-planting work. Samar officials have also identified bamboo development as a potential source of additional livelihood for local communities.
This community component could ultimately determine whether the ambitious restoration target succeeds.
Why Samar matters to the Philippines
Samar’s forests are not simply valuable because they are green.
Forests provide watershed protection, biodiversity habitat, carbon storage and natural defenses against climate-related impacts. The Green Samar program is therefore being framed as both an environmental and climate-resilience project.
The restoration could also have implications for water security. Daily Tribune reported that project stakeholders see healthy forest cover as important to maintaining watersheds and sustaining water-dependent economic activities in the region.
For DENR, the project could become a blueprint for similar initiatives elsewhere.
The Philippine Information Agency reported that the department sees the possibility of eventually replicating the approach in other protected areas in Eastern Visayas and across the country.
A long-term experiment with big promises
The Green Samar agreement is structured for the long term. aDryada’s project documentation describes an initial 25-year agreement with an option to extend for another 25 years, while the Philippine Information Agency describes the initiative as a 50-year undertaking.
That long horizon reflects the reality of forest restoration: damaged ecosystems cannot be rebuilt overnight.
The bigger challenge will be maintaining the restored forests after seedlings are planted.
That means preventing illegal logging and charcoal production, protecting biodiversity, maintaining community participation, ensuring transparent benefit-sharing and proving that carbon-finance mechanisms actually deliver the environmental outcomes promised.
The real test begins now
The September launch gives Green Samar a powerful headline: 120,000 hectares of degraded forest targeted for restoration.
But the real measure of success will not be the number of seedlings planted or the size of the agreement.
It will be whether those seedlings become functioning forests, whether wildlife populations recover, whether watersheds are protected and whether communities living inside Samar Island Natural Park actually see sustainable economic benefits.
If Green Samar succeeds, Samar could become a major Philippine case study in how forest restoration, biodiversity protection, climate finance and rural livelihoods can operate together.
If it falls short, however, the project’s enormous scale will make the shortcomings impossible to ignore.
For now, the first trees are going into the ground. The much bigger question is whether the Philippines can keep the forest standing for generations.
