MANILA — The Philippines is trying to move Southeast Asia’s space ambitions from scattered national programs into something much bigger: a coordinated ASEAN strategy that could shape how the region uses satellites, protects orbital assets, responds to disasters and competes in the rapidly expanding global space economy.
Under President Ferdinand Marcos Jr. and the Philippines’ 2026 chairmanship of the Association of Southeast Asian Nations, Manila is pushing for an ASEAN Declaration on Space Cooperation, a regional framework designed to deepen cooperation in space science, technology, innovation and the peaceful use of outer space.
The proposal is no longer merely an aspirational Philippine initiative.
ASEAN leaders, during the 48th ASEAN Summit, formally acknowledged the growing importance of space technology for disaster risk reduction, environmental monitoring, connectivity and scientific development, while welcoming continuing work toward the declaration.
That makes the Philippine initiative potentially one of the more consequential technology-related outcomes of its ASEAN chairship.
ASEAN’s Space Push Is About More Than Rockets
The phrase “space cooperation” may sound like a race to launch rockets or send astronauts into orbit.
But much of ASEAN’s immediate interest is far closer to everyday life.
Satellite technology can help governments track typhoons, monitor flooding, map agricultural damage, protect maritime areas, improve communications and assess environmental change.
PhilSA has repeatedly argued that satellite imagery and space-based information are becoming increasingly important to disaster resilience and sustainable development across Southeast Asia.
Those applications carry particular weight in a region regularly exposed to typhoons, earthquakes, floods, rising sea levels and other climate-related risks.
PhilSA has said closer regional cooperation could help ASEAN countries share information, expertise and technology rather than developing expensive capabilities entirely on their own.
Manila Is Also Pushing ASEAN to Deal With Traffic in Space
Another increasingly urgent concern is what happens above Earth as the number of satellites, rocket stages and pieces of orbital debris continues to grow.
In March, the Philippines hosted an ASEAN Space Situational Awareness and Space Traffic Management Seminar-Workshop in Manila together with Thailand’s Geo-Informatics and Space Technology Development Agency and the United Nations Office for Outer Space Affairs.
The meeting focused on how Southeast Asian countries can better track objects in orbit, protect satellites from potential collisions and coordinate responses to growing space-traffic risks.
PhilSA says ASEAN cooperation in this area is especially important because monitoring orbital debris and managing space traffic can exceed the resources of any single emerging space nation.
The ASEAN project has been organized around three broad areas: capability-building, collaborative research and development, and regular regional coordination.
For the Philippines, that problem is not theoretical.
PhilSA has repeatedly raised concerns about falling rocket debris and the risks that uncontrolled re-entry can pose to people, aircraft, shipping and marine environments.
The country has therefore been pushing internationally for stronger mechanisms dealing with space debris and safer long-term activity in orbit.
The Declaration Could Become a Regional Rulebook
The proposed ASEAN declaration could provide a political framework allowing member states to coordinate more systematically on satellite technology, data sharing, space research, regulatory issues, safety and commercial development.
PhilSA has described the proposal as more than a ceremonial statement.
The agency says it is intended to create a common regional vision for cooperation in space science, technology and innovation, including space situational awareness and space traffic management.
ASEAN leaders have likewise said stronger cooperation could encourage responsible and sustainable space activity while allowing countries across Southeast Asia to make greater use of space-based technologies for economic and social development.
That distinction matters because ASEAN countries have sharply different levels of space capability.
Singapore, Indonesia, Thailand, Vietnam, Malaysia and the Philippines, among others, have developed varying satellite, Earth-observation, research and commercial capabilities.
A regional framework could make it easier for countries with less developed programs to participate through shared research, training, satellite data or joint missions rather than building complete national space infrastructures independently.
Marcos Is Expanding the Philippines’ Own Space Ambitions
The ASEAN initiative is also unfolding as the Marcos administration accelerates the Philippines’ domestic space program.
The Philippine Space Council has backed expanded satellite development and greater use of space-derived data.
Among the country’s major projects is the Multispectral Unit for Land Assessment, or MULA, which PhilSA describes as the Philippines’ most advanced satellite yet.
A possible launch is targeted for April 2027 aboard SpaceX’s Transporter-20 mission.
MULA is expected to provide information for agriculture, maritime monitoring, disaster management and national-security applications.
The government is also pursuing something the Philippines has never previously attempted on this scale: developing domestic rocket-launch capabilities.
Marcos announced during his July 27 State of the Nation Address that a liquid-fueled sounding rocket test is planned in Cagayan in 2027.
The planned demonstration would carry a Philippine-developed payload and is intended to build local expertise in launch operations and rocket technology.
PhilSA has also been examining the longer-term possibility of establishing a Philippine spaceport.
Japan Is Becoming a Major Partner
The Philippines’ regional strategy is developing alongside deeper cooperation with established space powers.
During Marcos’ state visit to Japan in May, PhilSA and the Japan Aerospace Exploration Agency signed a declaration supporting continued cooperation in satellite missions, Earth-observation applications, space exploration, human spaceflight and space sustainability.
Marcos and Japanese leaders have increasingly included space alongside artificial intelligence, energy and other strategic technologies in discussions about the future of Philippine-Japanese relations.
Japan is also working with ASEAN on satellite-based agricultural monitoring.
A Japan-ASEAN project involving advanced Earth-observation satellites is examining how satellite information can improve rice-production statistics and damage assessments, particularly for food security and climate resilience.
The Japan-ASEAN Integration Fund said earlier this year that an ASEAN leaders’ declaration on space cooperation was expected to move forward during the Philippines’ 2026 chairship.
The Philippines Is Building Wider International Partnerships
Manila’s space diplomacy extends beyond ASEAN and Japan.
PhilSA signed a memorandum of understanding with the United Nations Office for Outer Space Affairs in March covering international space law, disaster-response applications, institutional capacity-building and the peaceful and sustainable use of space.
Philippine officials have also argued at the United Nations that emerging spacefaring states should have a stronger voice in global debates over orbital safety, space debris and long-term sustainability.
For the Philippines, the diplomatic strategy is straightforward: it may not yet possess the giant launch infrastructure or multibillion-dollar space budgets of the United States, China, Europe or Japan, but it can still position itself as an organizer and rule-shaper among emerging space economies.
Why ASEAN Could Eventually Need a Common Space Strategy
The biggest challenge will be turning declarations into actual cooperation.
ASEAN operates largely through consensus, while its member states differ widely in budgets, technological development and national priorities.
Satellite data also touches sensitive areas including maritime surveillance, security and defense.
That could make deeper information-sharing politically complicated.
Still, ASEAN already has strong incentives to cooperate.
Natural disasters routinely cross borders. Weather systems do not respect national boundaries. Satellite debris does not fall according to political borders. Telecommunications networks and navigation systems increasingly depend on orbital infrastructure.
And the commercial space sector is expanding rapidly.
If Southeast Asian governments coordinate early, they could collectively gain greater bargaining power with satellite operators, launch providers and major space agencies.
If they do not, the technological gap between ASEAN’s most advanced space players and its smaller economies could continue widening.
From Disaster Maps to a Southeast Asian Space Economy
The long-term significance of the Philippine initiative may therefore lie far beyond any single declaration.
A functioning ASEAN space framework could eventually support joint satellite projects, regional data-sharing systems, shared research facilities, common safety protocols and stronger private-sector participation.
It could also give Southeast Asia a more unified voice as rules governing commercial launches, satellite constellations, lunar exploration and space sustainability evolve globally.
For Marcos, that fits a broader effort to position the Philippines around emerging technologies rather than remain primarily a consumer of them.
And for ASEAN, the question is rapidly changing.
It is no longer simply whether Southeast Asia should participate in the space economy.
It is whether the region will enter that economy as ten largely separate players—or begin acting like one increasingly coordinated bloc.
