Taiwan has disclosed new technical details about its domestically developed Chiang Kung, or “Strong Bow,” missile, highlighting the system’s importance to the island’s planned multi-layered T-Dome air defense network—even as a political fight over defense funding threatens to delay the program.
The National Chungshan Institute of Science and Technology (NCSIST), Taiwan’s state-run defense research and development organization, released specifications for the interceptor on Saturday, putting a spotlight on a weapon designed to counter ballistic-missile threats at high altitude.
According to the latest Taipei Times report, the Chiang Kung system is designed around a land-based vertical launch system and a two-stage solid-propellant interceptor. NCSIST says the missile uses thrust-vectoring technology to improve maneuverability in the thin atmosphere encountered at high altitudes.
The system is expected to become a critical high-altitude layer of Taiwan’s emerging integrated air-defense architecture.
But there is a major complication: the missile’s future deployment is now tied to Taiwan’s unresolved defense-budget battle.
A 70-kilometer shield against ballistic missiles
The Chiang Kung interceptor is designed to engage tactical ballistic missiles at altitudes of up to 70 kilometers, according to Taiwan’s defense authorities and NCSIST.
That capability would give Taiwan a high-altitude interception layer above systems such as the Tien Kung III, while other weapons—including Patriot and lower-altitude systems—would handle threats at different portions of the engagement envelope.
Earlier reporting from Taipei Times described the Chiang Kung program as a key component of T-Dome, with the system intended to form the outermost layer of a broader missile-defense network.
Taiwan’s Ministry of National Defense has said the broader architecture is intended to integrate multiple interceptor systems rather than rely on a single missile type.
The radar could be just as important as the missile
One of the most significant elements of the Chiang Kung system is its radar.
NCSIST says the system’s radar is capable of identifying different types of targets, engaging multiple tactical ballistic missiles and operating with protection against electronic-warfare countermeasures.
Earlier reporting also described the system’s radar as an active electronically scanned array (AESA) design developed with US technical assistance. The radar is intended to maintain detection and tracking capabilities even in environments affected by electromagnetic interference and GPS jamming.
Taiwanese defense reporting has previously put the radar’s detection range at more than 500 kilometers, although that figure should be treated as a reported system capability rather than a guaranteed engagement range for the missile itself.
That distinction matters: detecting a target hundreds of kilometers away does not mean the interceptor can destroy that target at the same distance.
T-Dome is designed as a layered defense—not a single “Iron Dome”
Taiwan’s T-Dome concept is significantly broader than simply deploying another missile battery.
The proposed network is designed to connect different sensors, command systems and interceptors into an integrated architecture capable of responding to threats ranging from ballistic missiles and aircraft to drones and long-range rocket attacks.
Previous Defense Ministry reporting described plans to connect domestically developed Tien Kung and Tien Chien systems with US-made Patriot and NASAMS systems through an integrated command-and-control architecture.
A June Taipei Times report said the digital backbone of the system is intended to link missile batteries, radar installations and command centers across Taiwan, with an AI-assisted decision-support component designed to help determine which interceptor should be used against a particular threat.
In simple terms, the objective is to create multiple opportunities to detect, track and intercept an incoming threat rather than depend on one defensive line.
The biggest threat to T-Dome may now be inside Taiwan’s legislature
The technical progress comes as Taiwan faces a political problem.
The Chiang Kung program was not included in the version of the special defense budget approved by lawmakers, prompting the Ministry of National Defense to seek alternative funding through a supplementary budget.
Taipei Times reported that officials are concerned that delays in funding could affect the timetable for acquiring and deploying the system—and potentially create a gap in the larger T-Dome architecture.
That concern follows months of debate over President Lai Ching-te’s proposed NT$1.25 trillion special defense budget.
Earlier reports indicated that the government’s proposal included funding for Chiang Kung missiles, alongside other major defense capabilities such as drones and unmanned systems. Taipei Times previously reported an allocation of about NT$36.1 billion for the Chiang Kung system in the government’s version of the proposal.
Taiwan’s parliament ultimately approved a much smaller supplemental defense package, according to Breaking Defense, leaving several proposed capabilities outside the approved funding framework.
Taiwan is simultaneously preparing for a much larger defense buildup
The Chiang Kung funding dispute comes as Taiwan prepares a record defense budget for 2027.
Reuters reported that Taiwan has proposed increasing defense spending by 18 percent to NT$1.1225 trillion, taking defense expenditure above 3 percent of GDP. The proposed spending includes investments in missiles, drones, submarines and other military modernization programs.
The proposal reflects growing concern in Taipei over China’s expanding military capabilities and increasingly frequent activity around Taiwan.
President Lai reiterated Taiwan’s commitment to maintaining peace through strength during a commemoration of the 1958 Taiwan Strait crisis on Sunday, while emphasizing Taiwan’s right to determine its own future. Reuters reported that Lai also backed higher defense spending as part of Taiwan’s effort to strengthen deterrence.
Why the Chiang Kung matters
For Taiwan, the importance of Chiang Kung is not simply that it is a newer missile.
Its significance lies in the role it is expected to play within a networked, multi-layered defense system.
Taiwan already operates multiple air-defense weapons, but the T-Dome concept seeks to make those systems work together through shared sensors, command networks and coordinated interception.
Earlier Taipei Times reporting estimated the broader T-Dome initiative could cost roughly NT$400 billion, including Chiang Kung systems, Patriot PAC-3 MSE interceptors, additional Tien Kung III missiles, NASAMS and an integrated battle-command system.
The Chiang Kung system therefore represents one piece of a much larger defensive puzzle.
What happens next?
NCSIST’s latest disclosure shows that Taiwan has continued advancing the technology behind its high-altitude missile-defense plans.
But the next decisive step may not happen at a missile test range.
It could happen inside Taiwan’s Legislative Yuan.
If funding delays prevent Chiang Kung from being deployed on schedule, defense officials warn that the consequences could extend beyond one weapons program because the interceptor is intended to form a critical layer of the wider T-Dome architecture.
And with Taiwan simultaneously preparing for record defense spending amid growing pressure from Beijing, the question is no longer simply whether Taiwan can develop the missile.
The bigger question is whether Taiwan’s political system can provide the money quickly enough to turn the Chiang Kung’s promised capabilities into a fully operational shield.
Bottom Line
Taiwan’s newly disclosed Chiang Kung specifications underscore the island’s push toward a more sophisticated, layered air- and missile-defense network.
The system’s reported 70-kilometer interception altitude, advanced radar, electronic-warfare resilience and integration into T-Dome could give Taiwan an important additional layer against ballistic-missile threats.
But technology alone will not complete the shield.
The missile may be ready. The bigger test now is whether Taiwan’s lawmakers can agree on the funding needed to put it into the defense network.
