MANILA, Philippines — One of the Philippines’ most historic sporting landmarks is headed for a major transformation.
The Philippine Sports Commission (PSC), City Government of Manila and SM Prime Holdings have formally joined forces to redevelop the Rizal Memorial Sports Complex (RMSC) into a modern sports, culture and lifestyle district while preserving its historic identity.
The three parties signed a Memorandum of Agreement on Thursday, September 3, setting the framework for the next phase of the redevelopment.
The timing is significant: the Philippines is preparing to host the 2027 Southeast Asian Plus Youth Games, with Rizal Memorial expected to play a major role. Officials say the goal is to have the redevelopment ready ahead of the December 2027 event.
From aging sports complex to a new Manila destination
The redevelopment is designed to do more than renovate individual sporting facilities.
The broader vision is to create a world-class sports and lifestyle district that connects the historic RMSC with surrounding developments while maintaining the site’s cultural and sporting heritage.
At the center of the plan is the proposed PSC Plaza, which would transform two lanes of Adriatico Street into a more pedestrian-friendly public pathway.
The conversion would require a city ordinance and be supported by a usufruct agreement to ensure the PSC can continue using and developing the area.
An elevated walkway is also planned to connect Rizal Memorial with the redeveloped Harrison Plaza, creating a more seamless link between sports facilities, retail establishments and public spaces.
Heritage remains part of the blueprint
Officials are stressing that modernization does not mean erasing Rizal Memorial’s past.
The complex has hosted generations of Filipino athletes and major sporting and cultural events, making preservation a central part of the redevelopment strategy.
One proposal involves relocating the P. Ocampo statue to make room for a new Dr. Jose Rizal fencing monument.
However, that change is not yet final and remains subject to approval by the National Historical Commission of the Philippines (NHCP).
That distinction is important: the project is moving forward, but some specific heritage-related components still require regulatory approval.
SM Prime brings private-sector muscle
SM Prime’s involvement gives the redevelopment a major private-sector partner.
SM Prime Chairman Hans T. Sy said the company views sports as a force for discipline, unity and national pride and intends to support events that bring athletes and communities together.
The company’s role also connects the sports complex to the redevelopment of Harrison Plaza, which is expected to complement the Rizal Memorial transformation and create a larger sports, retail and lifestyle destination in the area.
The partnership follows months of discussions between the PSC, Manila and SM Prime.
Earlier this year, the parties were already discussing ways to combine heritage preservation with modern sports development, including improvements to the RMSC’s facilities and pedestrian connectivity.
Bigger sports upgrades are already underway
The Rizal Memorial transformation is not limited to the latest agreement.
The PSC has been working on improvements throughout the complex, including the rehabilitation of the Rizal Memorial Baseball Stadium and upgrades to the football facilities.
Previous plans also envisioned a FIFA-standard natural-grass football field and expanded stadium capacity for international competitions. Philippine News Agency reported earlier this year that the PSC was looking at increasing the Rizal Memorial Stadium’s seating capacity from its existing level toward 25,000.
The wider redevelopment is therefore being positioned as a long-term sports infrastructure project rather than simply a cosmetic facelift.
Why 2027 is the deadline that matters
The Philippines’ hosting of the Southeast Asian Plus Youth Games in December 2027 is providing a major deadline for the project.
PSC Chairman Patrick Gregorio has framed the redevelopment as part of a broader effort to elevate Manila’s position as a sports-tourism destination and provide athletes, spectators and international visitors with improved facilities.
SM Supermalls President Steven Tan said the Harrison Plaza and Rizal Memorial projects are on track for completion before the 2027 event.
That puts considerable attention on the coming months as detailed engineering, construction and legal arrangements move forward.
More than a renovation
The Rizal Memorial project represents an unusual combination of sports infrastructure, heritage conservation and private-sector urban development.
For the PSC, it is an opportunity to upgrade one of the country’s most recognizable sports complexes.
For Manila, it could transform a strategically located historic district into a more walkable and connected destination.
For SM Prime, the project creates an opportunity to integrate its Harrison Plaza redevelopment with a major national sports landmark.
And for Filipino athletes and sports fans, the ultimate test will be whether the transformation delivers facilities capable of hosting major international competitions while preserving the character that made Rizal Memorial historically important.
The old Rizal Memorial is not simply being renovated. Manila is attempting to turn the entire district around it into a new sports destination — while keeping its history alive.
The real test now is whether the ambitious plans can be completed before the 2027 Southeast Asian Plus Youth Games and deliver the world-class sporting hub officials are promising.
