MANILA, Philippines — Philippine National Police (PNP) personnel are set to receive another 5% increase in base pay in 2027, a move expected to improve police morale as the government expands funding not only for salaries but also for personnel welfare, additional manpower, healthcare and operational capabilities.
The salary adjustment is part of the second tranche of the compensation increase for military and uniformed personnel (MUPs) under Executive Order No. 107, which takes effect on January 1, 2027. More than 583,000 MUPs nationwide are covered by the next round of adjustments.
PNP chief Gen. Jose Melencio Nartatez Jr. welcomed the increase, describing it as recognition of the sacrifices and responsibilities carried by police officers in protecting Filipino communities.
“The increase in the salary of police officers is a fitting recognition of their selfless service to the Filipino people,” Nartatez said.
He added that continued government support could help strengthen the morale of police personnel who perform demanding duties across the country.
More than just a salary increase
The 5% adjustment is only one part of the government’s broader compensation and welfare program for uniformed personnel.
For 2027, the proposed national budget sets aside P73.67 billion for the subsistence requirements of MUPs. The P350 daily subsistence allowance will continue, more than double the previous P150 rate.
For the PNP specifically, the proposed 2027 budget is P242.53 billion, up from P226.55 billion in 2026.
Of that amount, P210.55 billion is earmarked for Personnel Services, including:
- P100.55 billion for adjusted PNP base pay
- P28.67 billion for the P350 daily subsistence allowance
- P697.18 million to hire 2,000 additional patrolmen and patrolwomen
- P2.186 billion to fill existing vacant uniformed positions
The proposed spending signals that the government is pairing higher compensation with efforts to increase police manpower and improve the conditions under which officers work.
PNP personnel and families to receive additional support
The proposed 2027 budget also includes measures intended to provide assistance beyond monthly salaries.
Around P1.74 billion is proposed for the PNP rice subsidy, while P280.67 million is allocated for hospitalization and healthcare of police personnel and their dependents.
Another P125.11 million is proposed for the Bantay Kaisipan Health Program.
These allocations underscore that the government’s personnel-welfare program is not limited to increasing basic pay but also includes support for the families and health needs of police officers.
More manpower, equipment and technology
The proposed budget also seeks to strengthen the PNP’s operational capacity.
The government has proposed P2 billion for the PNP Capability Enhancement Program, covering areas such as mobility, communications, firepower and anti-terrorism equipment.
Another P3.12 billion is proposed for information and communications technology, while P1.499 billion is earmarked for infrastructure projects.
The PNP’s Maintenance and Other Operating Expenses (MOOE) are also expected to rise from about P23 billion in 2026 to P25.7 billion in 2027, according to the Department of Budget and Management.
PNP chief urges officers to match higher pay with better service
While welcoming the salary adjustment, Nartatez has also emphasized that improved compensation should come with renewed commitment to public service.
The PNP chief said the increase should motivate officers to continue serving with honor, integrity and dedication, particularly in maintaining peace and order and protecting communities.
The message comes as the government seeks to improve both the welfare and effectiveness of uniformed personnel.
The proposed 2027 spending package therefore goes beyond a simple salary increase: it combines higher base pay, a continued P350 daily subsistence allowance, additional police recruitment, healthcare support, rice subsidies and investments in equipment and infrastructure.
For police officers, the 5% increase may mean a larger paycheck beginning next year. But for the government, the larger challenge will be ensuring that the additional investment translates into better police services, stronger personnel welfare and greater public trust.
