A major anti-smuggling operation in Agno, Pangasinan has resulted in the seizure of an estimated ₱17.65 million worth of suspected smuggled cigarettes, with investigators now looking into how the shipment entered the province and who may have been behind its movement.
Police intercepted a vehicle carrying the cigarettes in Agno on Thursday, according to the Philippine Daily Inquirer. The shipment was estimated at ₱17.65 million, making it one of the significant cigarette-smuggling seizures reported in Pangasinan this year.
But authorities say the discovery may reveal more than just an illegal shipment.
According to a report by Bombo Radyo Dagupan, the operation involved the Agno Municipal Police Station under Police Major Noeralyn Tamayo, following a tip from a member of the public. Authorities reportedly recovered 278 boxes of suspected smuggled cigarettes. Initial police findings indicated that the cigarettes may have passed through the coastline of Barangay Tupa before being loaded for transport.
That possible coastal route has become a key part of the investigation.
Police said the operation is believed to be the first case of this scale in Agno involving a coastal smuggling route, according to Bombo Radyo. Pangasinan police are now examining whether other contraband shipments may have used the same route.
Driver and companion face possible charges
The driver and his companion were apprehended in connection with the shipment, while authorities prepare the filing of appropriate cases.
Pangasinan police said the case may involve violations of Republic Act No. 12022, or the Anti-Agricultural Economic Sabotage Act, alongside other applicable laws depending on the results of the investigation. Authorities have emphasized that the investigation is continuing and that allegations remain subject to the proper legal process.
The seized cigarettes are being secured while authorities await further legal directives concerning their disposition.
Pangasinan sees another major cigarette seizure
The Agno operation also comes amid intensified efforts against illicit tobacco products in Pangasinan.
According to Pangasinan police officials cited by Bombo Radyo, the Agno seizure was the second major cigarette-smuggling interception recorded in the province this year, following an earlier operation in Labrador involving cigarettes valued at around ₱8 million.
Authorities have also recently stepped up inspections of cigarette sellers in parts of Pangasinan. In August, a joint team conducted inspections and an information campaign in Batang and Infanta, checking for tobacco products lacking required BIR tax stamps, graphic health warnings and other regulatory requirements. That operation did not result in violations requiring criminal charges.
The bigger picture: cigarette smuggling remains a nationwide problem
The Pangasinan seizure comes as national authorities continue a broader crackdown on illicit cigarettes.
The Bureau of Customs reported that it conducted 523 enforcement operations from January to April 2026, seizing an estimated ₱9.534 billion worth of smuggled goods. Illicit cigarettes accounted for approximately ₱3.294 billion of that total, according to BusinessMirror.
In June, an even larger joint operation involving the BOC, NBI, BIR and Philippine Coast Guard resulted in the seizure of 23 containers of suspected smuggled cigarettes valued at about ₱1.7 billion. Authorities said the cigarettes had allegedly been misdeclared as consumer goods and were being moved through private wharves.
More recently, the BOC said the PNP intercepted 15 container trucks carrying nearly ₱960 million worth of suspected smuggled cigarettes in Bataan and Pampanga, underscoring the scale of the government’s ongoing campaign against illicit tobacco trade.
The BOC’s records also show that nine cigarette-related criminal cases had been filed from January through June 2, 2026, as part of its broader anti-smuggling enforcement campaign.
For Pangasinan, however, investigators are now focused on a more immediate question: How did nearly ₱18 million worth of suspected smuggled cigarettes make their way through the province—and where was the shipment ultimately headed?
The answer could determine whether the Agno seizure was an isolated operation or a breakthrough into a larger distribution network.
