Metro Manila commuters affected by heavy rain and flooding can take advantage of government-provided free rides today, August 18, as authorities move to ease transport problems caused by the southwest monsoon, or Habagat.
The Department of Transportation (DOTr), together with several government agencies, has deployed 43 government vehicle assets to help commuters who have been stranded or are having difficulty finding transportation amid the persistent rains.
The free-ride program is scheduled to run from 6 a.m. to 8 p.m. on Tuesday, with the possibility of extending the service if conditions require it, according to the Philippine Information Agency and GMA News.
Transportation Secretary Banoy Lopez said the government vehicles are being deployed specifically to assist commuters affected by the severe weather.
The initiative follows a directive from President Ferdinand Marcos Jr. to ensure that commuters have access to transportation, particularly in parts of Metro Manila experiencing flooding because of the heavy rains.
14 FREE-RIDE ROUTES TO WATCH
According to the Philippine Information Agency, the government-listed routes, operating in both directions, are:
- Quiapo–Fairview
- Lawton–PITX
- Divisoria–Cubao via Nagtahan
- Baclaran–Monumento via Taft
- Lawton–Muntinlupa/Starmall
- Heritage–Market Market
- Monumento–PITX via the Busway
- Kalentong–Pasig
- Buendia–Makati Avenue
- Quiapo–Commonwealth
- Marikina–Cubao
- Sta. Mesa–Quezon Avenue via Araneta
- Baclaran–Sucat
- Divisoria–Monumento
The PIA report says the routes are available vice versa, meaning commuters can use the service in either direction.
GMA News also confirmed the free-ride operation and reported 13 of the routes in its early-morning update. The discrepancy appears to be that GMA’s initial list did not include the Divisoria–Monumento route, while the later government information carried by PIA lists 14 routes.
WHY THE FREE RIDES ARE BEING PROVIDED
The move comes as Metro Manila and surrounding areas deal with difficult travel conditions brought by the southwest monsoon.
GMA News reported that several parts of Metro Manila were experiencing flooding due to heavy rainfall, prompting the government to mobilize additional transportation resources.
The situation is part of a wider weather disturbance affecting the country. GMA’s August 18 weather updates reported heavy rains associated with Habagat, along with rainfall warnings in several areas of Luzon.
The Metropolitan Manila Development Authority has also announced free towing services for vehicles stranded in floodwaters, underscoring the severity of the transport disruption in parts of the capital.
MORE THAN JUST A FREE RIDE
The government response involves multiple agencies, not the DOTr alone.
The participating agencies identified by PIA and GMA include the Office of the President, Philippine Coast Guard, Philippine Ports Authority, Civil Aviation Authority of the Philippines, Land Transportation Office, Land Transportation Franchising and Regulatory Board, Department of Energy, Department of Labor and Employment, and the Philippine Army.
The immediate objective is straightforward: help commuters get to work or return home safely despite the weather-related disruption.
For commuters, however, the most important detail is timing. The free rides are not necessarily an all-day permanent transport arrangement—they are a weather-response measure currently scheduled for August 18, from 6 a.m. to 8 p.m., subject to possible extension.
As heavy rains continue, commuters are advised to check current road, flood and transport conditions before traveling, since routes and travel times can change rapidly during severe weather.
