MANILA, Philippines — President Ferdinand R. Marcos Jr. has conferred one of the Philippines’ highest diplomatic honors on outgoing Japanese Ambassador Endo Kazuya, recognizing his role in deepening ties between Manila and Tokyo at a time when cooperation between the two longtime partners continues to expand.
During Endo’s farewell call at Malacañang Palace, Marcos awarded him the Order of Sikatuna, Grand Cross with Distinction, in recognition of his efforts to strengthen Philippines-Japan relations and promote closer cooperation across key sectors.
The recognition comes as the Philippines and Japan mark 70 years of normalized diplomatic relations in 2026, underscoring the significance of a partnership that has grown beyond traditional diplomacy into broader cooperation involving security, infrastructure, economic development and people-to-people exchanges.
Endo was credited with helping promote stronger bilateral exchanges and deepen cooperation in defense, security and development, while supporting Philippine priorities in infrastructure, transportation, education, maritime domain awareness and human resource development.
His citation also recognized Japan’s continuing support for peace and development efforts in Mindanao, including assistance for the peace process, grassroots initiatives and the transition in the Bangsamoro region. Humanitarian and development assistance extended during natural disasters and regional crises were also among the areas highlighted during his recognition.
More Than a Farewell Ceremony
Endo’s departure comes at a significant moment for Philippines-Japan relations.
During his more than two-year diplomatic posting, Manila and Tokyo continued to strengthen cooperation across a growing range of strategic areas. At his farewell reception, Endo expressed confidence in the future of the relationship, pointing to expanding engagement in defense, trade, infrastructure, disaster response and education.
He is expected to return to Tokyo to take up a new role as Senior Deputy Minister for Foreign Affairs beginning September 1, according to reports on his farewell activities.
The ambassador’s departure, however, does not signal a slowdown in relations. Instead, the diplomatic transition comes as both countries continue to build on a partnership that has become increasingly important to their economic and strategic interests.
What Is the Order of Sikatuna?
The Order of Sikatuna is a Philippine state honor associated with exceptional contributions to international relations and the strengthening of friendly ties between the Philippines and other countries. It traces its symbolism to the historic Pacto de Sangre, or blood compact, commemorating an early treaty between the Philippines and a foreign country.
Under Philippine rules governing the honor, diplomats and foreign nationals who have rendered exceptional or meritorious service in advancing relations with the Philippines may be recognized with the Order of Sikatuna.
For Endo, the award serves as a formal acknowledgment of a diplomatic tenure that coincided with a period of increasingly close engagement between Manila and Tokyo.
A Partnership Built to Continue
As Endo closes his chapter in Manila, the message from Malacañang is clear: the relationship he helped strengthen is expected to outlast any single diplomatic posting.
From infrastructure and development cooperation to security and people-to-people ties, the Philippines and Japan have continued to broaden the scope of their engagement. With both nations celebrating seven decades of normalized relations this year, Marcos’ tribute to the outgoing envoy also serves as a reminder that the next chapter of the Philippines-Japan partnership may be just as consequential as the one Endo is leaving behind.
For Ambassador Endo, it was a farewell marked by one of the Philippines’ highest diplomatic honors. For Manila and Tokyo, however, the bigger story may be what comes next.
