MARIKINA CITY, Philippines — A man caught on video throwing a sack reportedly containing a dead dog into the Marikina River has been located and is expected to face an appropriate complaint, according to Marikina City Mayor Maan Teodoro.
The incident quickly drew public outrage after a video of the act circulated online, showing the man carrying what appeared to be a sack containing the animal’s remains before dumping it into the river.
According to the report by INQUIRER.net, the video was uploaded on Facebook on Sunday and showed the uploader pleading with the man not to throw the sack into the water. Despite the appeal, the man proceeded to dump it into the Marikina River before smiling and walking away.
The video gained thousands of reactions and shares, with social media users tagging city officials and animal welfare advocates and calling for authorities to identify the person involved.
Mayor: Man Has Been Located
In a comment posted Monday, Teodoro said authorities had already located the man.
“Sasampahan [siya] ng kaukulang reklamo,” Teodoro said, indicating that an appropriate complaint would be filed.
The mayor, however, did not specify what particular charges would be pursued. She said the matter would be left to the proper authorities to determine the appropriate legal process.
Teodoro also condemned the act, describing the man’s behavior as unacceptable and stressing that the animal was defenseless.
The mayor’s statement is significant because it confirms that the incident has moved beyond social-media outrage and into the process of possible legal action.
