Iloilo City Flooded Again Despite Ongoing Flood Projects—What the Latest Deluge Revealed Could Change Everything

ILOILO CITY — Iloilo City is facing renewed pressure to address its long-running flooding problem after an intense southwest monsoon downpour overwhelmed communities across the city on Aug. 17, prompting calls for stronger drainage infrastructure and long-term engineering solutions.

Panay News reported that as much as 197 millimeters of rain fell within six hours, flooding 70 barangays and affecting more than 3,000 people. The report said the rainfall was the highest recorded in the city since January, according to the City Disaster Risk Reduction and Management Office (CDRRMO).

However, figures released separately by the Iloilo City CDRRMO show that its hazard sensors recorded a six-hour maximum of 166.5 millimeters at the San Isidro Barangay Hall in La Paz, followed by 164.5 mm at the Mandurriao BFP station and 162.5 mm at the Jaro Health Center.

The difference underscores that rainfall measurements can vary depending on the monitoring station and reporting methodology.

Flooding Hits Dozens of Barangays

The Aug. 17 rainfall produced widespread flooding and triggered rescue operations involving city responders and volunteer groups.

The CDRRMO said the rain began at around 8:10 p.m. and became torrential. Its monitoring stations recorded rapidly increasing rainfall levels across several parts of the city.

The Philippine News Agency, meanwhile, reported that flooding affected 65 barangays and 1,056 families, with 517 families or 1,679 individuals still staying in evacuation centers as of Aug. 18.

The variation in the number of affected barangays reflects the different reporting snapshots as authorities continued assessing the extent of the flooding.

For residents, however, the message was unmistakable: even without a direct typhoon strike, extremely heavy rainfall can quickly overwhelm vulnerable communities.

Why Iloilo City Is Looking Beyond Declogging

City officials are now pushing for a shift from primarily responding to floods toward addressing the infrastructure weaknesses that allow flooding to recur.

CDRRMO head Donna Magno said some barangays need engineering solutions, particularly communities already identified as vulnerable through the city’s hydrologic studies and risk assessments.

The city is moving toward a comprehensive drainage master plan, with a feasibility study entering the procurement process. The goal is to determine what larger-scale drainage and flood-control interventions are needed across flood-prone areas.

In the meantime, authorities are considering measures such as continued drainage declogging, creek dredging and improved waste management.

But officials acknowledge these are temporary measures while longer-term infrastructure solutions are being developed.

Old Drainage, Blocked Waterways Add to the Problem

The latest flooding also echoes concerns raised by other local reports about the city’s drainage and waterway systems.

The Daily Guardian reported that the Aug. 17 flooding was worsened by factors including submerged outfalls, aging drainage lines, clogged waterways and structures obstructing creeks. The report said rainfall averaged around 70 mm per hour and accumulated to as much as 165 mm within six hours based on Iloilo City’s Emergency Operations Center data.

The city has already been pursuing flood-mitigation programs.

Earlier this year, the Iloilo City government, together with the Department of Public Works and Highways (DPWH) and Department of Labor and Employment (DOLE), launched Oplan Kontra Baha to clear waterways and improve water flow around the Jaro River and nearby creeks.

By June, DPWH Western Visayas reported substantial progress in desilting and drainage declogging activities under the program, including work along waterways leading toward the Batiano River.

The Bigger Question: Can Iloilo’s Flood Infrastructure Keep Up?

Iloilo City has dealt with recurring flooding despite years of drainage and flood-control projects.

In 2025, the city government sought outside technical expertise to determine whether some flood-control projects could be contributing to flooding in parts of Iloilo City and neighboring Oton.

The issue became especially contentious after widespread flooding in July 2025, when the city temporarily ordered a halt to DPWH waterway projects following flooding that affected 68 barangays.

The continuing concern is therefore no longer simply how quickly floodwaters can be removed.

It is whether the city’s drainage network, waterways, flood-control structures and future development plans are designed to handle increasingly intense rainfall events.

Extreme Rain May Become a Bigger Challenge

The Aug. 17 flooding was associated with the southwest monsoon, or habagat, rather than a direct typhoon.

That distinction matters because it demonstrates that Iloilo City can experience serious flooding even without a tropical cyclone making landfall nearby. The CDRRMO’s Aug. 18 weather update likewise identified the southwest monsoon as the weather system affecting Western Visayas.

City disaster officials have warned that similar flooding could happen again if the city receives another rainfall event of comparable intensity.

For Iloilo, the challenge now extends beyond emergency response.

The city must determine whether its existing drainage and flood-control systems can keep pace with extreme rainfall—and whether future infrastructure projects will reduce flood risk or unintentionally create new vulnerabilities.

And that may be the most important lesson from the latest flooding: the next major downpour could test not only Iloilo City’s emergency response, but the very infrastructure designed to keep its communities dry.
