COTABATO CITY, Philippines — Four men allegedly operating a drug den in Buluan, Maguindanao del Sur were arrested during an anti-drug entrapment operation, with authorities seizing an estimated ₱54,000 worth of suspected shabu and drug paraphernalia from the site.
The operation was carried out on August 18, 2026, in Purok 1, Barangay Upper Siling, where Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao (PDEA-BARMM) agents, backed by police units, conducted a buy-bust operation against the suspected drug den operators.
According to PDEA-BARMM regional director Edgar Jubay, the suspects were arrested after allegedly selling shabu to undercover agents during the operation.
Authorities said the suspects’ identities were being withheld pending the filing of criminal charges.
Community reports helped trigger the operation
What makes the case notable is that the operation reportedly followed information provided by people close to the suspects.
Local officials told reporters that relatives of the four men had alerted authorities about the alleged drug den, where drug-use sessions were reportedly being facilitated for customers.
Traditional Moro community leaders and officials of the Buluan Municipal Police Station also assisted authorities in the operation.
The development highlights the increasing role of community-based intelligence in anti-drug operations in parts of the Bangsamoro region.
Recent cases show that authorities have continued targeting not only street-level drug sellers but also locations allegedly being used as drug dens.
Earlier this month, PDEA-BARMM also reported the dismantling of another suspected drug den in Buluan. Three suspects were arrested during an August 4 buy-bust operation in Barangay Digal, with authorities reporting the seizure of approximately 7 grams of suspected shabu valued at ₱47,600, along with drug paraphernalia and other evidence.
In another operation in Cotabato City in April, PDEA agents arrested eight alleged drug den operators after a buy-bust operation in Barangay Rosary Heights 10. Authorities said suspected shabu was sold to undercover agents inside the alleged drug den.
Suspects face possible charges under drug law
The four Buluan suspects may face charges under Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, depending on the evidence and specific charges filed by prosecutors.
Section 6 of the law addresses the maintenance of a drug den where dangerous drugs are used or sold. The statute provides severe penalties for a person or group found guilty of maintaining such a place.
However, an arrest or filing of charges does not establish guilt. The suspects remain entitled to due process and the presumption of innocence unless proven guilty in court.
The Supreme Court has also emphasized that a conviction for maintaining a drug den requires the prosecution to establish beyond reasonable doubt both that the location was being maintained as a drug den and that the accused was responsible for maintaining it.
The crackdown continues
The Buluan arrests form part of a wider series of anti-illegal-drug operations reported across Central Mindanao this year.
In February, four alleged drug den operators were arrested in Cotabato City after PDEA agents conducted an entrapment operation inside a suspected drug den in Barangay Bagua 3. Authorities said the operation was also supported by information from community members and relatives of the suspects.
The repeated operations underscore authorities’ focus on dismantling locations allegedly used not only to sell illegal drugs but also to facilitate their use.
For the four men arrested in Buluan, the next step will be the filing and evaluation of criminal charges, with the seized substances and other evidence subject to the appropriate legal proceedings.
