CEBU CITY, Philippines — Cebu Province is stepping up its digital transformation drive as it strengthens its technology infrastructure through a partnership with PLDT Enterprise aimed at making government operations faster, more connected and more responsive to the public.
The initiative brings together connectivity, mobility and workplace collaboration tools as Cebu pushes forward with its broader plan to modernize government services and build a stronger foundation for digital governance.
Under the partnership, the Provincial Government of Cebu is adopting PLDT Enterprise solutions including iGate connectivity, Smart Corporate Lines and Microsoft 365, with the latter deployed and enabled through ePLDT, the PLDT Group’s information and communications technology arm.
The partnership was formally established earlier this year during a ceremonial contract signing led by Cebu Governor Pamela S. Baricuatro and PLDT Enterprise officials, underscoring the province’s growing push to use technology to improve public service delivery.
A Bigger Push for Smarter Governance
For Cebu, the move is about more than simply upgrading internet connections.
The province is working toward a broader digital government framework designed to streamline transactions, improve coordination between offices, strengthen data protection and make public services more accessible to residents.
Governor Pamela Baricuatro said the collaboration reflects Cebu’s continued effort to modernize government systems and adopt technology that can improve how public services are delivered.
As more government processes move online, reliable digital infrastructure is becoming increasingly important—not only for internal operations but also for expanding citizen-facing services.
The province’s digital transformation efforts build on the Cebu Province Digital Services Act of 2025, which established a framework for digitizing and improving government transactions and services.
Cebu has also established a Provincial Information and Communications Technology Council to help guide ICT development and coordinate the province’s digital initiatives.

The technology package is designed to address several key areas of government operations.
iGate connectivity is expected to provide high-speed and reliable internet infrastructure to support digital services and help maintain business continuity.
Microsoft 365 will give government personnel access to cloud-based tools for communication, collaboration and workflow management, allowing teams to coordinate more efficiently across offices.
Meanwhile, Smart Corporate Lines will provide mobility and communication services for government personnel.

Javier Lagdameo, PLDT Enterprise vice president and head of domestic enterprise business for regional and commercial operations, said strong digital infrastructure is critical for a province as economically active and dynamic as Cebu.
The goal, he said, is to provide government teams with the connectivity and collaboration tools needed to work more seamlessly and serve constituents more efficiently.
