Davao City Mayor Sebastian “Baste” Duterte has disputed earlier reports that the city government had around ₱14.32 million worth of transactions with GenCorp Industries Inc., saying a review of city records showed 19 contracts totaling ₱33.26 million since 2022.
Duterte issued the clarification on September 21 as the Senate impeachment court prepares to examine government transactions involving GenCorp, a company Vice President Sara Duterte has declared as a business interest in her Statements of Assets, Liabilities and Net Worth.
According to Baste Duterte, 13 of the 19 Davao City contracts have already been completed while six remain ongoing. Four were awarded through competitive public bidding, while 15 went through small-value procurement.
He said GenCorp underwent the required procurement evaluations and submitted the lowest calculated responsive bid or offer in the transactions. He also maintained that the contracts were processed and published through the Philippine Government Electronic Procurement System, or PhilGEPS.
The earlier ₱14.32 million figure had been cited in reports covering GenCorp’s transactions with the Davao City government from 2022 to 2025. Another ₱696,829 in transactions involving PhilHealth’s Davao regional office had also been reported, bringing the previously identified government transactions to about ₱15.02 million.
Baste Duterte’s latest accounting therefore presents a significantly higher total for the Davao City contracts: ₱33,263,161 across 19 transactions.
The issue has become part of the impeachment proceedings involving Vice President Sara Duterte. Prosecutors are examining her declared business interests and government transactions involving companies she has listed in her SALNs.
Baste Duterte has been subpoenaed to testify and provide records involving GenCorp transactions with the Davao City government from 2020 onward. His appearance, initially scheduled for September 23, was later moved to September 28-30 after the impeachment court scheduled oral arguments on the required number of votes for conviction.
Baste Duterte also said he and other Davao City officials were unaware that his sister had declared an interest in GenCorp. He pointed to corporate documents submitted during the procurement process, saying they did not identify Sara Duterte or the Duterte surname.
The prosecution, meanwhile, is examining the relationship between Sara Duterte’s SALN declarations and GenCorp’s corporate records. A Securities and Exchange Commission official has testified about the company’s records, while prosecutors are seeking additional documents and testimony concerning its government contracts.
The constitutional and procurement questions surrounding Sara Duterte’s declared interest remain matters for the impeachment proceedings to determine. The House prosecution has argued that the government transactions are relevant to its allegations, while Duterte and her brother have disputed aspects of the prosecution’s characterization of the GenCorp dealings.
Baste Duterte maintains that all 19 Davao City transactions were above board and has urged those seeking to verify the figures to examine official procurement records.
With the mayor now expected to testify before the impeachment court, the larger issue is no longer simply the difference between ₱14.32 million and ₱33.26 million. The proceedings are set to examine how GenCorp obtained the contracts, what corporate interest Sara Duterte had declared, and whether the documentary records establish any violation of law.
