DOST Has a New Plan for Romblon’s Islands—But the Technology Coming Next Could Change How Communities Live

SAN AGUSTIN, Romblon — The Department of Science and Technology (DOST) is pushing a different kind of innovation in Romblon—one that starts not in laboratories, but with the actual problems faced by people living across the province’s islands.

DOST Secretary Renato U. Solidum Jr. said on August 16 that communities must have a direct role in determining what technologies are developed and deployed in their areas.

The approach, which DOST calls “fit-for-purpose innovation,” focuses on creating or adapting science and technology solutions around real community needs rather than introducing technology simply because it is new.

Solidum said local leaders, teachers, farmers, entrepreneurs and residents should be involved in identifying problems and shaping the solutions intended for them.

That message is particularly significant for Romblon, an archipelagic province where geography can make access to education, energy, communications, markets and public services more difficult.

Instead of seeing the province’s islands as isolated communities, Solidum said DOST wants them to become centers of innovation, resilience and opportunity.

From “remote islands” to smart communities

The announcement comes as DOST-MIMAROPA rolls out several technology-based initiatives in San Agustin.

On the same day as Solidum’s remarks, DOST launched projects covering digital connectivity, disaster communication, renewable energy, tourism and fisheries.

One of them is REIIN-LokalFi, or the Resilient Education Information Infrastructure for the New Normal, which is designed to provide access to verified information and communication services even when conventional internet connectivity is disrupted.

The system will be deployed in Barangay Poblacion, with at least 15 LGU personnel, disaster-response personnel, community volunteers and other stakeholders set to receive training in installation, maintenance, content management and emergency communication protocols.

The project has a reported cost of ₱1.053 million and is scheduled for implementation from March 2026 through February 2029.

For an island province vulnerable to disruptions from disasters and connectivity limitations, the technology could serve a practical purpose: keeping communities connected when ordinary communication systems become unreliable.

Solar power moves into the fisheries sector

DOST also awarded a Solar Energy System Mini Ice Plant Facility in Barangay Carmen.

The system includes a 16-kVA solar hybrid energy system with 80-kWh battery storage, designed to reduce dependence on the conventional power grid and lower energy costs for the facility.

DOST estimates that about 2,038 registered fisherfolk in San Agustin could benefit.

The project is particularly important for fishing communities because reliable cold storage can help preserve catches and reduce losses.

Daily Tribune likewise reported that the solar infrastructure is intended to address high electricity costs and help fisherfolk preserve their catch rather than being forced to sell quality fish quickly because of spoilage concerns.

The project carries a total cost of about ₱2.186 million, including ₱2 million allocated for equipment.

Tourism gets a digital upgrade

Another project targets one of Romblon’s major economic opportunities: tourism.

DOST launched the San Agustin Smart Information, Navigation, and Access Gateway (SASINAG) Tourism Kiosk in Barangay Hinugusan.

The interactive kiosk is designed to provide real-time information about destinations, transportation, accommodations, local products, emergency contacts and public services.

DOST said the ₱1.55-million project is intended not only to improve the visitor experience but also to promote local businesses and support data-driven tourism planning.

That makes the technology more than a digital information booth. Properly maintained and updated, it could become a link between tourists and small businesses operating within the community.

AI is also entering Romblon classrooms

The smart-island push is not limited to tourism and infrastructure.

DOST-MIMAROPA and DepEd MIMAROPA have also moved to implement eTURO, an AI-powered learning platform intended to support teachers and education in geographically isolated communities.

According to Daily Tribune, San Agustin Central Elementary School in Romblon and Don Luis Hidalgo Memorial School in Marinduque will serve as pilot schools. Solidum encouraged educators and communities to embrace AI rather than fear the technology.

The education initiative fits into the larger argument behind DOST’s “fit-for-purpose” strategy: technology is valuable only when it addresses a genuine gap.

Romblon’s technology push started before this week

The latest announcements are part of a broader technology drive in the province.

In June, DOST reported the installation of a solar-powered Safe Water Treatment System (SAFEWATRs) in Barangay Budiong, Odiongan.

The compact system can produce up to 2,000 liters of potable water within nine hours of operation, providing an additional source of safe drinking water for communities with limited access and an emergency supply during disasters.

DOST has also been preparing solar-powered electric vehicle charging infrastructure in Romblon.

The Solar-Powered Charging in Minutes (CharM) technology is designed to reduce EV charging time from the conventional four to six hours to approximately 30 minutes. The project forms part of DOST’s Smart and Sustainable Communities Program.

And the province already has an innovation platform of its own.

DOST-MIMAROPA launched the Romblon iHub in 2025 as a pre-incubation platform for startups, students, researchers and MSMEs developing ideas and technologies tailored to local communities and markets.

The bigger challenge: making innovation actually work

The growing list of projects illustrates an important shift in how government technology programs are being framed.

The goal is no longer simply to bring sophisticated equipment or digital platforms into remote areas.

The bigger question is whether those technologies continue working after the launch ceremony, whether communities can operate and maintain them, and whether they solve problems people actually experience.

DOST has emphasized the same principle in other regions.

In July, Solidum said science, technology and innovation must be translated into practical solutions that improve the lives of ordinary Filipinos. DOST also highlighted the importance of helping local industries, farmers and communities use technology to improve productivity, food security and resilience.

For Romblon, that philosophy is being tested on the ground—from solar-powered fisheries facilities and clean-water systems to emergency connectivity, digital tourism services and AI-assisted education.

Why this matters for Romblon

For an island province, development cannot depend solely on technologies designed around the conditions of major urban centers.

Energy costs, transportation, connectivity, disaster risks, access to information and the distance between communities can all change what a “useful” technology actually looks like.

That is why the fit-for-purpose approach could matter.

If DOST’s strategy succeeds, Romblon would not simply become a recipient of government technology.

Its communities could become co-creators of the solutions themselves.

And that may be the most important part of Solidum’s message: the future of Romblon’s islands may not depend on making them look like cities—but on using science and technology to solve the problems that make island life different in the first place.

The technology is already arriving. The bigger question now is what Romblon’s communities will build with it next.
