MANILA, Philippines — Vice Ganda once again turned a viral political controversy into comedy after taking a swipe at Sen. Robin Padilla during an episode of It’s Showtime.
The comedian-host made the remark on the show’s Aug. 15 episode while joking around with fellow hosts Vhong Navarro and Jhong Hilario. What started as a reference to Robin’s classic movie image quickly turned into a punchline about the senator’s controversial Bilibid claim.
Vice noticed Vhong Navarro’s outfit and compared it to the look worn by Padilla in the 1991 film Maging Sino Ka Man, which also starred Sharon Cuneta.
After Vhong continued singing the movie’s theme, Vice delivered the punchline:
“Ang galing. Magaling talaga ’to, idol ko ‘to eh! Nakakapagpasa ’yan ng batas sa Bilibid.”
The joke immediately drew laughter, screams and applause from the studio audience.
Why Vice Ganda Brought Up Bilibid
Vice’s punchline was a reference to a statement made by Padilla’s wife, television host Mariel Rodriguez-Padilla, in a 2022 vlog that resurfaced online this month.
In the old video, Mariel was defending her husband’s qualifications amid criticism over his educational background and his ability to serve as a senator.
She said Robin had been able to “pass a law” while he was still incarcerated at New Bilibid Prison — a statement that subsequently became a subject of renewed online discussion.
The resurfaced clip gained traction on social media, eventually becoming the material for Vice Ganda’s joke on It’s Showtime.
But there is an important distinction that has been largely lost in the viral discussion: the claim should not be interpreted literally as saying that Robin Padilla enacted a law while he was a prisoner.
Mariel Padilla Later Clarified Her Remark
Following the renewed attention, Mariel addressed the controversy and explained what she intended to say in the 2022 vlog.
She acknowledged that a person has to be a legislator to actually make and pass a law, saying the original discussion was about critics questioning whether Robin was qualified to become a senator.
Her clarification came as the resurfaced video triggered renewed debate over Padilla’s education, criminal past and qualifications as a lawmaker.
That clarification is significant because it separates the viral punchline from the actual legislative process.
Robin Padilla’s Bilibid History
Padilla did spend time at New Bilibid Prison.
According to reports documenting his own account of his imprisonment, Padilla was convicted in 1994 for illegal possession of firearms and was initially sentenced to a lengthy prison term. He was later granted conditional pardon by then-President Fidel V. Ramos and subsequently received an absolute pardon in 2016 from President Rodrigo Duterte.
Padilla has also spoken publicly about his years in prison and his experiences inside Bilibid.
His official Senate biography, however, identifies him as a legislator whose legislative work began after he entered politics. The Senate record lists among his early legislative priorities amendments to the Rice Tariffication Law, civil-service eligibility for certain government workers and the use of Filipino in official government documents.
The Senate also records Padilla’s involvement in legislation after he became a senator, including his advocacy surrounding the expansion of the Shari’ah court system. Republic Act No. 12018, which created additional Shari’ah judicial districts and circuit courts, was signed into law in 2024.
The Joke Comes as Padilla Remains a Frequent Political Target
Vice Ganda’s latest joke is not the first time Padilla’s name has been dragged into It’s Showtime banter.
In July, Padilla was also mentioned during the show’s Miss Q and A segment. That incident likewise generated online discussion, although there was no immediate public response from the senator’s camp at the time.
Padilla has also remained a highly visible political figure, with his positions on national issues frequently attracting both support and criticism.
His presence in entertainment and politics has made him particularly susceptible to crossover commentary from comedians and showbiz personalities — a dynamic that has repeatedly turned his political controversies into viral social-media content.
More Than Just a Joke
For many viewers, Vice Ganda’s line was simply another comedic jab delivered during the show’s trademark banter.
But the joke has also revived a broader conversation about how statements made in old videos can resurface years later and take on a life of their own once they circulate on social media.
In this case, the viral phrase about “passing a law in Bilibid” has become shorthand for a much more complicated story involving Padilla’s imprisonment, his eventual entry into politics and the 2022 defense of his qualifications by his wife.
What is clear is that Vice Ganda was making a joke based on Mariel Padilla’s resurfaced statement — not reporting that Robin Padilla literally enacted legislation from inside prison.
And that distinction may be the most important part of the story behind the viral punchline.
