A powerful cyclone tore across the Baltic region over the weekend, killing two people and leaving roughly half a million residents without electricity as violent winds, torrential rain and falling debris disrupted daily life across Latvia and Lithuania.
The storm struck the region from Saturday, Aug. 22, into Sunday morning, Aug. 23, bringing some of the most severe weather Latvia has experienced in years and causing widespread damage to power networks, transportation infrastructure and communications.
According to reporting by the Associated Press, more than a quarter-million people in Latvia were without electricity, while more than 200,000 residents in neighboring Lithuania were also affected. The combined outages pushed the number of people without power in the two countries to around half a million.
Two People Killed as Winds and Falling Debris Cause Chaos
One person died in Jelgava, central Latvia, after part of a building collapsed during the storm. Several other people were injured across the country.
In Lithuania, another person was killed after being struck by a falling tree, while additional injuries were reported.
The storm also brought powerful winds to Latvia’s capital, Riga, where wind speeds exceeded 107 kph (about 67 mph). Heavy rainfall added to the disruption, with some weather stations recording rainfall equivalent to roughly half of their normal monthly total in a single day.
Latvian meteorologist Andris Viksna of the Latvian Environment, Geology and Meteorology Centre described the event as potentially the country’s most severe storm since 2005 in terms of its overall impact.
Power Outages Spread Across the Region
The storm’s biggest immediate consequence was the widespread loss of electricity.
More than 250,000 people in Latvia were reportedly left without power, while outages affected more than 200,000 people in Lithuania.
Mobile services were also disrupted in Latvia, adding another layer of difficulty for residents and emergency services dealing with damaged infrastructure.
The damage wasn’t limited to electricity networks. Trees and other debris fell onto roads, rail lines and other infrastructure, disrupting public transportation.
Riga’s airport warned that severe weather could cause flights to be delayed or rerouted, while rail services were also affected.
Estonia and Poland Also Feel the Storm’s Impact
Although Latvia and Lithuania suffered the most serious consequences, the cyclone also battered neighboring Estonia.
Western and northern parts of Estonia, along with the country’s islands, experienced strong winds. Ferry services were disrupted, while trains arriving from Latvia and Lithuania were delayed.
The storm also moved into northeastern Poland, where more than 100,000 people were reported to have lost electricity.
The regional impact highlights how quickly a major weather system can overwhelm interconnected infrastructure, with disruptions extending beyond the countries that experienced the strongest winds.
Was Climate Change a Factor?
The storm has also raised questions about the influence of climate change.
However, authorities have cautioned against drawing immediate conclusions.
Andris Viksna said the contribution of climate change could not yet be properly assessed. He nevertheless said it was plausible that human-caused climate change may have intensified the rainfall associated with the cyclone.
That distinction is important: officials have not established that climate change caused the storm. Rather, the available assessment suggests that climate change may have influenced the intensity of its rainfall.
What Happens Next?
Authorities across the affected countries have been working to restore electricity and clear damaged infrastructure as conditions improve.
The initial forecast indicated that the situation should stabilize through Sunday and into Monday. But the scale of the outages means recovery could take longer in some of the hardest-hit areas.
For residents across the Baltic region, the storm was more than a bout of bad weather. It became a major infrastructure disruption—cutting electricity, affecting communications, grounding or delaying transportation and leaving hundreds of thousands dealing with the aftermath.
And with extreme rainfall and increasingly disruptive weather events remaining a growing concern across Europe, the Baltic cyclone is likely to fuel another difficult question: how prepared are critical infrastructure networks for storms of this scale?
