Subic Freeport Landslide Kills 2: Developer Vows Transparency as Probe Turns to Collapsed Slope Protection

SAN ANTONIO, Zambales — The developer of the Tipo High-Tech Eco Park inside the Subic Bay Freeport has pledged full transparency and accountability as authorities investigate a landslide that killed two workers and injured two others during heavy rains on August 29.

Xantheng (Subic) International Corp. (XSIC), the management arm of the Tipo Hightech Eco Park, said Monday that it had coordinated with the Subic Bay Metropolitan Authority (SBMA) and other concerned agencies following the incident.

The company said the cooperation includes site assessment, verification and an investigation intended to establish the facts and circumstances surrounding the tragedy.

The incident occurred along Tipo Road at the Tipo High-Tech Park, where four people were caught in moving soil during the period of persistent rainfall.

Two victims died. They were identified in initial reports as Peng Jiahan, 26, a Chinese national and sales and marketing supervisor of Fubong Environmental Technology, and Ernesto Ramos, a Filipino dump truck driver. Two other Filipino workers survived but were injured.

Retaining wall collapse now part of investigation

While the SBMA initially described the incident as soil erosion associated with nonstop heavy rain, GMA News reported that its initial investigation found a retaining wall in the area collapsed before the landslide.

Authorities are now looking into the circumstances surrounding that failure, including what caused the structure to give way.

That distinction is important.

At this stage, there is no verified finding that assigns responsibility for the collapse to the developer or any particular party. The investigation is expected to determine whether the rainfall alone was responsible or whether other factors involving the slope, retaining structure, site conditions or development also contributed.

Heavy rains had already put Zambales on alert

The tragedy unfolded amid a period of intense monsoon activity across Luzon.

PAGASA had warned before the incident that the Southwest Monsoon, or habagat, would bring monsoon rains over Zambales and Bataan, with the potential for heavy to intense rainfall and possible flash floods or landslides.

PAGASA’s August 30 weather bulletin likewise identified Zambales among areas experiencing monsoon rains and warned of possible flash floods or landslides associated with heavy to intense rainfall.

The weather conditions provide important context for the incident, but they do not by themselves settle the question of why the slope-protection structure failed.

Developer says it is assisting affected families

XSIC said it has been communicating with the affected individuals and families and providing necessary assistance.

The company also said it was monitoring the affected area, including weather and ground conditions, while taking precautionary measures in coordination with authorities.

“We recognize the concerns arising from this incident,” the developer said, reaffirming its commitment to due diligence, transparency and accountability.

The SBMA has separately said it is conducting an investigation and coordinating with the parties involved to establish what happened.

What happens next?

The investigation could become increasingly significant as authorities examine the sequence of events leading to the collapse.

Among the central questions are what happened to the retaining or slope-protection structure, how site and ground conditions changed during the prolonged rainfall, and whether additional safety measures are necessary in the area.

The answers will ultimately have to come from the ongoing investigation rather than speculation.

The Tipo Hightech Eco Park describes itself as a 200-hectare property inside the Subic Bay Freeport Zone, developed and managed by Xantheng (Subic) International Corp. as an industrial and technology-oriented project.

For now, the confirmed facts remain stark: two people are dead, two others were injured, and authorities are investigating the circumstances behind the deadly slope failure.

And as the probe moves forward, the question that remains is perhaps the most important one:

Was this solely a tragedy brought on by extraordinary rainfall—or did other conditions at the site contribute to the collapse?

That is what investigators now have to establish.
