Cebu Tightens Security for 2026 Bar Exams as 1,300 Examinees Prepare for Three-Day Test

CEBU CITY — Security and traffic controls are being significantly tightened around the University of San Jose-Recoletos (USJ-R) Basak Campus as Cebu prepares to host thousands of aspiring lawyers for the 2026 Bar Examinations.

The Cebu City Police Office (CCPO) will deploy 102 police officers beginning at 4 a.m. on examination days to secure the testing venue, examinees and Bar personnel. The deployment will include personnel from the Explosive Ordnance Disposal unit, Quick Reaction Team, Special Weapons and Tactics unit, and intelligence unit, working with the Supreme Court’s Office of the Judiciary Marshals.

The 2026 Bar examinations will be held on September 6, 9 and 13, with USJ-R Basak serving as Cebu’s designated local testing center. CCPO data indicate that approximately 1,200 to 1,300 examinees are registered at the Cebu venue.

No liquor and no excessive noise near testing site

Authorities are also imposing special restrictions around the examination venue.

A liquor ban and noise restrictions will be enforced within a 100-meter radius of USJ-R beginning at 12:01 a.m. on each examination day and continuing until the evening, after examinees have left the area.

Police said the measures are intended to maintain a quiet and orderly environment for candidates taking one of the country’s most demanding professional examinations.

The restrictions are particularly important because relatives, friends, classmates and supporters are expected to gather around the campus, especially on the final examination day.

Major traffic changes around USJ-R

Cebu City is also preparing for heavier traffic around the Basak area.

According to The Freeman, the outermost southbound lane of N. Bacalso Avenue will be closed, while an examinee-only lane will operate from 2 a.m. to 7 p.m. on September 6, 9 and 13. The Cebu City Transportation Office is warning motorists to expect temporary slowdowns and access restrictions.

The city is advising motorists and commuters to leave earlier, consider alternative routes and follow instructions from traffic personnel and event marshals.

Emergency response teams will also be positioned nearby, with ambulances from the Cebu City Disaster Risk Reduction and Management Office and a Bureau of Fire Protection fire truck on standby.

Cebu is only one of 15 Bar testing centers

The security operation in Cebu is part of a much larger nationwide effort.

The Supreme Court has designated 15 local testing centers nationwide for the 2026 Bar Examinations, including USJ-R in Cebu City, Central Philippine University in Iloilo City, and testing centers in Metro Manila, Luzon and Mindanao.

The Philippine National Police has likewise announced comprehensive security and traffic preparations nationwide for the three examination dates. Police presence will cover not only examination venues but also surrounding areas where examinees, families, law students and Bar operations groups are expected to gather.

So far, authorities have reported no specific security threat connected to the 2026 Bar examinations, but police are maintaining heightened readiness as thousands of people converge around testing centers.

Cebu braces for a busy Bar weekend

The heightened security comes as Cebu prepares for what could be a particularly busy period around USJ-R.

With up to 1,300 Bar examinees expected at the Basak campus, combined with families and supporters arriving in the area, authorities are focusing on three priorities: protecting the integrity of the examinations, keeping traffic moving and ensuring the safety of everyone around the venue.

For motorists, the message is straightforward: expect delays around USJ-R, plan ahead and avoid unnecessary trips through the affected area during examination hours.

For the examinees, however, the focus is much bigger — three examination days that could determine the next chapter of their legal careers.
