Singapore Launches 7,964 BTO Flats as Higher Income Ceilings Take Effect — Could More Buyers Finally Qualify for Their First HDB Home?

SINGAPORE — Singapore’s latest Build-To-Order (BTO) housing exercise has officially opened, bringing 7,964 new flats across six towns as higher household income ceilings take effect, potentially allowing more middle-income families and singles to qualify for subsidised public housing.

The Housing and Development Board (HDB) launched the November 2026 sales exercise on November 4, offering seven residential projects across Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun.

The launch marks an important development for aspiring homeowners because the income ceiling for eligible families has increased from S$14,000 to S$16,000 per month, while the limit for eligible singles has risen from S$7,000 to S$8,000.

The revised limits were announced by Prime Minister Lawrence Wong during the National Day Rally in August. They apply to eligible applicants who submitted their HDB Flat Eligibility (HFE) letter applications from August 24, 2026.

Beyond the income changes, the latest BTO exercise introduces new housing options for different household needs. These include flats in the upcoming Bayshore estate, shorter-waiting-time homes in Sembawang, multi-generational units in Tengah and Community Care Apartments in Toa Payoh.

All seven projects have estimated waiting periods of less than four years, while one development offers a waiting time of under three years.

With nearly 8,000 flats available, the November exercise is the final major BTO launch of 2026 and gives prospective buyers another opportunity to secure a subsidised home.

Higher HDB Income Ceilings Open the Door to More Buyers

One of the biggest changes accompanying the November BTO launch is the increase in income ceilings.

Previously, eligible families applying for new subsidised HDB flats were subject to a monthly household income limit of S$14,000. Singles aged 35 and above applying under the relevant eligibility conditions faced a S$7,000 limit.

The revised thresholds are:

Applicant categoryPrevious ceilingNew ceiling
Eligible familiesS$14,000S$16,000
Eligible singles aged 35 and aboveS$7,000S$8,000
New Executive Condominium buyersS$16,000S$18,000

The increase for families is S$2,000 per month, while the limit for eligible singles has increased by S$1,000.

The government said the revision was necessary because household incomes have increased since the previous adjustment in 2019. More aspiring buyers were approaching or exceeding the existing limits despite still seeking affordable public housing options.

The higher ceilings also apply to eligible buyers purchasing resale HDB flats with the CPF Housing Grant and households seeking HDB housing loans, subject to the relevant requirements.

However, the changes do not mean every household earning below the new limits automatically qualifies. Applicants must still satisfy HDB’s citizenship, family-nucleus, age and other eligibility conditions.

The revised income ceiling for new Executive Condominiums is also subject to a separate implementation rule. It applies to new EC units on land-sale sites with tender closing dates on or after August 24, 2026, rather than automatically covering existing projects.

For households that previously exceeded the old limits, the revision could make a significant difference to their housing plans.

Seven BTO Projects Offer 7,964 Flats Across Six Towns

The November sales exercise covers a broad range of locations and housing types.

According to HDB’s launch information, the seven projects are divided among six towns, with Bedok receiving two developments.

The available flats range from two-room Flexi units to larger family homes, including three-generation flats in Tengah and Community Care Apartments in Toa Payoh.

The projects also carry different classifications under HDB’s Standard, Plus and Prime framework.

This classification matters because it affects the resale restrictions, minimum occupation period and subsidy recovery requirements that buyers must consider before applying.

Bedok’s New Bayshore Estate Offers Two Major Projects

Bedok will receive two of the largest developments in the November exercise: Bayshore Sails and Bayshore Oasis.

Together, the projects will provide 2,492 flats in the upcoming Bayshore estate.

Bayshore Sails will offer 1,637 units comprising two-room Flexi, three-room and four-room flats. The estimated waiting time is three years and eight months.

Bayshore Oasis will provide 855 units, comprising two-room Flexi and four-room flats. Its estimated waiting time is three years and two months.

Both developments are classified as Plus projects.

Their location is one of the main attractions. Residents will have access to Bayshore MRT station and the future Bedok South MRT station, while East Coast Park offers nearby recreational opportunities.

A future integrated development is also expected to provide additional retail and dining options.

However, prospective buyers should remember that Plus flats come with additional conditions compared with Standard flats. These include a 10-year minimum occupation period and a subsidy recovery requirement when the property is resold.

For households prioritising location and access to transport, Bayshore could be an attractive option, but buyers must be prepared for the longer commitment.

Geylang’s Merpati Meadow Offers Another City-Fringe Option

The Geylang project, Merpati Meadow, will offer 438 flats along Merpati Road.

The development will consist of two-room Flexi and four-room units, with an estimated waiting time of three years and three months.

It is classified as a Plus project.

One of its main advantages is its proximity to Mattar MRT station on the Downtown Line, providing access to different parts of Singapore.

Residents will also have nearby food and shopping options, including Circuit Road Hawker Centre and MacPherson Market & Food Centre.

Other nearby facilities include Aljunied Park, the Pelton Canal Park Connector and the Singapore Sports Hub.

For buyers interested in living closer to established neighbourhood amenities, Merpati Meadow offers another option in the latest sales exercise.

As with the Bedok Plus projects, however, applicants must consider the longer minimum occupation period and subsidy recovery conditions.

Sembawang Anchor Offers the Shortest Waiting Time

For buyers hoping to move into a new home sooner, Sembawang Anchor may deserve particular attention.

The project will provide 1,310 flats in the new Sembawang North estate, including two-room Flexi, three-room, four-room and five-room units.

Its estimated waiting time is two years and 10 months, making it the shortest among the seven projects in this launch.

Sembawang Anchor is classified as a Standard project, meaning it has fewer resale restrictions than the Plus and Prime developments.

Standard flats generally carry a five-year minimum occupation period and do not have the additional subsidy recovery requirement imposed on Plus and Prime flats.

The development is located near Admiralty Lane and Sembawang Drive, with access to Sembawang MRT station, Sembawang Mart and Sun Plaza.

Residents can also visit Bukit Canberra, Jelutung Harbour Park and nearby recreational facilities.

The shorter waiting time could appeal to couples and families who do not want to wait as long for their new homes.

However, applicants should still consider the surrounding neighbourhood’s development timeline and their own commuting requirements before choosing the project.

Tengah’s Plantation Dew Brings Back BTO Options for the Town

Tengah will receive 710 flats through Plantation Dew, the first BTO project offered in the neighbourhood since October 2023.

The project will include two-room Flexi, three-room, four-room and five-room flats, as well as three-generation units designed for larger or multi-generational households.

It is classified as a Standard project and has an estimated waiting time of three years and two months.

One feature that makes Plantation Dew particularly notable is its flexible interior layout.

Selected three-room, four-room and five-room units will offer an open-concept option known as a white flat, which comes without partition walls separating the living and bedroom spaces.

Buyers who choose this option can customise their interiors according to their needs. Those who prefer a conventional layout can opt for the standard arrangement with walls.

The development is located near Tengah Garden Avenue and Plantation Walk.

Residents can look forward to Plantation Plaza, future neighbourhood amenities and the upcoming Jurong Region Line, which is scheduled to open in stages between 2028 and 2029.

The project could be particularly relevant to families seeking more flexible living arrangements and buyers interested in a developing residential town.

Toa Payoh Hillside Becomes the Only Prime Project

Toa Payoh Hillside is the only Prime project in the November 2026 BTO exercise.

Located near Caldecott MRT station, it will offer 1,176 units of two-room Flexi and four-room flats, alongside 256 Community Care Apartments.

The project has an estimated waiting time of three years and nine months.

Its location provides access to Toa Payoh Town Centre, Toa Payoh West Market & Food Centre and nearby transport connections through the Thomson-East Coast and Circle MRT lines.

Future plans for the Toa Payoh Integrated Development are also expected to bring additional facilities to the area.

However, the Prime classification comes with stricter resale conditions.

These include a 10-year minimum occupation period and an 11 per cent subsidy recovery rate when the flat is resold.

For buyers, this means that the project’s location and additional subsidies must be weighed against a longer commitment and future resale obligations.

The development also introduces an important option for older residents through its Community Care Apartments.

Community Care Apartments Now Available to More Seniors From Age 55

One of the major changes in this launch concerns the eligibility age for Community Care Apartments.

Previously, the minimum age for these flats was 65. From the November 2026 sales exercise, eligible applicants can apply from the age of 55.

The change gives more seniors the opportunity to consider right-sizing their homes while accessing housing designed to support independent living.

Community Care Apartments combine residential units with care and community services.

They feature senior-friendly fittings, including wheelchair-accessible bathrooms, and provide access to support services that can help residents maintain independence.

All residents must subscribe to the Basic Service Package, which provides care and support services.

For Community Care Apartments operating from 2026 onwards, the government has also announced changes intended to make the package more affordable. These include a streamlined scope of services and Ministry of Health subsidies for eligible residents.

Toa Payoh Hillside will offer 256 such apartments, giving older residents another housing option in an established neighbourhood.

The lower eligibility age could be particularly relevant to seniors who want to move into a more manageable home before requiring more intensive care.

Yishun’s Chencharu Acres Adds 1,582 Flats

Yishun will receive 1,582 flats through Chencharu Acres, making it one of the largest projects in the November exercise.

The development will include two-room Flexi, three-room, four-room and five-room flats.

It is classified as a Standard project.

Located near Khatib MRT station, the development will also benefit from plans for a future integrated development that will include a bus interchange, hawker centre and retail facilities.

Nearby schools include Peiying Primary School, Naval Base Primary School, Naval Base Secondary School and Orchid Park Secondary School.

Residents will also have access to Lower Seletar Reservoir Park, Khatib Bongsu Park Connector and other recreational facilities.

For families seeking a larger flat in a developing neighbourhood, Chencharu Acres offers a substantial number of units across different flat types.

What Buyers Need to Know About Standard, Plus and Prime Flats

The November launch includes all three HDB flat classifications.

Understanding the differences is important because a flat’s location and additional subsidies can affect how owners use or eventually sell their homes.

ClassificationProjects in November launchMinimum occupation periodSubsidy recovery
StandardSembawang Anchor, Plantation Dew, Chencharu Acres5 yearsNo additional subsidy recovery
PlusBayshore Sails, Bayshore Oasis, Merpati Meadow10 yearsApplies
PrimeToa Payoh Hillside10 yearsApplies

The subsidy recovery rates reported for the November projects are:

  • Bayshore Sails and Bayshore Oasis: 9 per cent.
  • Merpati Meadow: 8 per cent.
  • Toa Payoh Hillside: 11 per cent.

Subsidy recovery means owners must return a specified percentage of the resale price or valuation, whichever is higher, to HDB when selling the flat, subject to the applicable rules.

These conditions are intended to account for the additional subsidies given to buyers of flats in more desirable locations.

For applicants, the decision should not be based solely on the initial selling price. The length of the occupation period, resale conditions and long-term housing plans are equally important.

Application Deadline and HFE Letter Requirements

Applications for the November 2026 BTO exercise opened on November 4 and will close at 11.59pm on November 11, 2026.

Interested buyers must have a valid HDB Flat Eligibility letter before submitting an application.

The HFE letter assesses whether applicants qualify to purchase an HDB flat, the housing grants they may receive and their financing options.

HDB advises applicants to prepare their documents early because processing can take approximately a month or longer during busy periods.

For this November exercise, applicants were advised to submit their HFE applications and supporting documents by September 15 to allow sufficient processing time.

Applicants who have not secured a valid HFE letter should check directly with HDB about their eligibility and whether their application can be processed in time.

The flat application itself is submitted through the HDB Flat Portal.

HDB also reminds buyers that applications are not processed on a first-come, first-served basis. Applicants are selected through a computer ballot, so submitting an application earlier within the application period does not automatically improve their chances.

Buyers can submit only one application for one flat type and one location during each sales exercise.

More Housing Support for First-Time Buyers

The November launch also takes place against a wider effort to support first-time homeowners.

Eligible first-timer couples purchasing BTO flats may receive an Enhanced CPF Housing Grant of up to S$120,000.

Eligible first-timer singles may receive up to S$60,000.

The actual grant amount depends on the applicant’s circumstances and income.

First-timer families also receive priority in the allocation of flats, with additional support available through HDB’s priority schemes.

Another change announced in August will take effect from the February 2027 sales exercise.

First-timer families with or expecting children will receive one additional ballot chance for each Singapore Citizen child aged 18 and below. The additional chances will apply to BTO and Sale of Balance Flats applications.

The policy is intended to provide further support to families at different stages of their marriage and parenthood journey.

These measures, together with the higher income ceilings, are part of the government’s broader effort to keep public housing accessible as household incomes and housing needs change.

What Comes After the November 2026 BTO Launch?

The November exercise completes HDB’s planned BTO sales programme for 2026.

According to the latest reporting, HDB launched 19,608 BTO flats and 4,320 balance flats during the year, bringing the total number of new flats offered in 2026 to 23,928.

The next BTO exercise is scheduled for February 2027.

Around 4,300 flats are expected to be offered across Bishan, Tampines, Tengah and Toa Payoh.

Approximately 5,000 Sale of Balance Flats will also be available.

For buyers who do not secure a flat in November, the February exercise will provide another opportunity to apply.

However, prospective homeowners should not focus only on the number of flats offered. Location, affordability, eligibility, waiting time and long-term living arrangements will all influence which project is appropriate for their circumstances.

The Bottom Line

Singapore’s November 2026 BTO launch brings 7,964 new flats across seven projects in six towns, while introducing higher income ceilings that could allow more eligible households to enter the subsidised housing market.

The family income ceiling has increased to S$16,000 per month, while the limit for eligible singles aged 35 and above has risen to S$8,000. The changes apply to eligible applicants who submitted their HFE letter applications from August 24, 2026.

The launch also offers different housing options, from the shorter-waiting-time Sembawang Anchor project to the city-fringe developments in Bedok and Geylang. Plantation Dew provides three-generation flats, while Toa Payoh Hillside introduces Community Care Apartments with a lower eligibility age of 55.

Applications close at 11.59pm on November 11, and prospective buyers must have a valid HFE letter to apply.

For households that previously exceeded the old income limits, the policy changes could create a new opportunity. But qualifying for a flat is only the first step. Buyers must also consider their budget, the project’s classification, occupation period and long-term housing needs.

With the income ceiling now higher and nearly 8,000 flats available, will Singapore’s latest BTO launch make homeownership more accessible for middle-income families, or will competition for the most attractive locations remain the biggest challenge?
