DAVAO CITY, Philippines — The Police Regional Office-Davao Region (PRO-Davao) has reaffirmed its commitment to the government’s peace and development initiatives, emphasizing cooperation among government agencies, private organizations, civil society groups, and local communities.
In a public advisory released on November 2, 2026, the regional police office reiterated its support for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the government’s whole-of-nation approach.
The framework seeks to address communist insurgency through coordinated government programs and community-based interventions, recognizing that peace efforts involve more than security and law enforcement operations.
PRO-Davao said it remains committed to working with different sectors to promote lasting peace and sustainable development throughout Region 11.
Whole-of-nation approach emphasizes coordinated action
The whole-of-nation approach was institutionalized through Executive Order No. 70, signed by former President Rodrigo Duterte on December 4, 2018.
The executive order established the NTF-ELCAC to coordinate government efforts addressing local communist armed conflict.
Under the framework, government departments, offices, agencies, government-owned and controlled corporations, and state universities and colleges are directed to support the task force’s initiatives.
The approach also encourages participation from private organizations, nongovernment organizations, and other stakeholders in peace-building programs.
Development and public services form part of peace efforts
The government’s framework recognizes that conflict-affected and vulnerable communities may face challenges involving poverty, limited economic opportunities, and inadequate access to basic services.
Through coordinated interventions, the task force seeks to address these concerns alongside security-related issues.
The participation of local governments and community organizations is also intended to help identify local needs and support development programs.
PRO-Davao emphasized that cooperation among institutions and communities remains important in pursuing the government’s peace and development objectives.
PRO-Davao reiterates commitment to Region 11
In its statement, the regional police office said it would continue working with different sectors to support peace and development across the region.
“PRO 11 remains steadfast in working hand-in-hand with all sectors to achieve lasting peace and sustainable development across Region 11,” the office said.
The renewed commitment places emphasis on coordination between the police, government institutions, private groups, civil society, and local communities.
As the government continues implementing its peace framework, the effectiveness of these efforts will depend on how programs respond to community needs, protect people’s rights, and deliver accessible development services.
For Davao Region, PRO-Davao’s announcement signals the police office’s continued participation in the government’s broader peace and development initiatives.
