Hong Kong Chief Executive John Lee Ka-chiu’s latest policy address sets out five major development opportunities and 25 measures aimed at improving people’s livelihoods as the city begins implementing its first five-year plan.
The policy blueprint outlines the government’s priorities for the coming years, with particular attention to the development of the Northern Metropolis, economic growth and measures intended to support families.
The Northern Metropolis remains a major focus of the government’s development strategy. Authorities are seeking to advance the large-scale project while strengthening Hong Kong’s links with neighbouring Shenzhen and creating new opportunities in innovation, technology and other industries.
The policy address also places emphasis on attracting investment and strengthening Hong Kong’s role as an international financial and business centre. The government has outlined initiatives designed to deepen links with mainland China and expand opportunities for international companies and investors.
On the livelihood front, the administration has proposed measures covering areas including family support, housing, employment and social development. Family-friendly policies are intended to encourage a more supportive environment for people raising children.
The measures form part of Hong Kong’s first five-year plan, which provides longer-term development targets and seeks to maintain policy continuity across different areas of government.
Lee’s latest address is his final policy address of the current term. The government has presented the plan as a framework for turning longer-term development goals into specific projects and policies.
