Nearly 100 inmates at the Cebu Provincial Detention and Rehabilitation Center have tested positive for illegal drug use after authorities conducted a surprise drug screening involving more than 1,000 persons deprived of liberty.
The screening was carried out as part of intensified efforts to prevent illegal drugs from entering the provincial detention facility and to determine whether prohibited substances remain present among inmates.
1,044 inmates undergo surprise screening
CPDRC authorities conducted the unannounced drug test on 1,044 inmates.
A total of 97 inmates tested positive for illegal drugs.
The results have prompted jail authorities to investigate how prohibited substances may have entered the facility and whether inmates who tested positive obtained them from inside the detention centre.
Those who tested positive may face administrative sanctions while authorities continue reviewing the circumstances surrounding the results.
Security measures tightened
CPDRC jail warden Dr. Felipe Montejo said authorities are strengthening security procedures following the results.
Jail personnel are conducting more intensive inspections and searches inside the facility, including checks of inmate cells for illegal drugs and drug paraphernalia.
Authorities are also examining possible channels through which prohibited substances could have entered the detention centre.
The Philippine Drug Enforcement Agency is expected to assist authorities in determining possible sources and entry points.
Drug-smuggling attempt raises concerns
The surprise drug screening followed an earlier alleged attempt to bring illegal drugs into CPDRC.
Jail personnel reportedly intercepted a visitor who allegedly concealed illegal drugs inside a soft drink container from a fast-food chain.
The visitor was reportedly supposed to meet a 41-year-old inmate who is facing drug-related charges.
The incident raised concerns about whether visitors or other individuals could be exploiting access to the facility to bring prohibited substances inside.
Investigation continues after positive results
Authorities are now working to determine whether the 97 positive results are connected to the alleged smuggling attempt or to other sources within the detention facility.
The investigation may also lead to additional security measures for visitors, inmates and personnel.
CPDRC officials have stressed the importance of preventing illegal drugs from circulating inside the facility, particularly because many of the inmates are themselves facing drug-related cases.
The jail administration is expected to continue random drug testing and intensified inspections as part of its efforts to keep the facility free from illegal substances.
The latest screening has highlighted the continuing challenge faced by authorities in preventing drugs from reaching inmates, despite existing security controls at the provincial detention centre.
