China Doubts US “Hellscape” Strategy for Taiwan Strait—But Its Military Experts Are Watching Closely

TAIPEI, Taiwan — China may publicly dismiss the United States’ proposed “Hellscape” strategy for a Taiwan Strait conflict, but behind that rhetoric, Chinese military analysts appear to be taking the concept far more seriously than Beijing’s official messaging suggests.

That is the central finding of a new analysis by Ian Easton, an associate professor at the U.S. Naval War College’s China Maritime Studies Institute (CMSI), who examined Chinese-language military and strategic writings on the U.S. concept.

Easton’s assessment presents a striking contradiction: Chinese officials and state-linked commentators have ridiculed the Hellscape concept, while military professionals appear increasingly interested in the potential of large numbers of relatively inexpensive unmanned systems.

The distinction matters because Hellscape was never simply about drones.

At its core, the concept is about using large numbers of unmanned systems to complicate and delay a potential Chinese military operation against Taiwan, buying time for Taiwan, the United States and partners to respond.

What is the US “Hellscape” strategy?

The term “Hellscape” entered the public debate after U.S. Indo-Pacific Command leadership discussed the idea of creating an environment saturated with unmanned systems in the event of a Chinese attack on Taiwan.

Adm. Samuel Paparo described the concept publicly in 2024, saying the objective would be to make a potential invasion extremely difficult and buy time for additional forces to respond.

The concept involves the use of large numbers of unmanned aerial, surface and underwater systems rather than relying exclusively on expensive conventional platforms.

The idea reflects a broader shift in modern warfare toward relatively inexpensive, expendable and increasingly autonomous systems.

It also draws lessons from the war in Ukraine, where drones have become central to battlefield surveillance, strike operations and battlefield adaptation.

Beijing’s public response was blunt

China’s official response to the Hellscape concept has been anything but cautious.

In June 2024, Chinese Ministry of National Defense spokesperson Wu Qian strongly condemned the proposal, saying those advocating turning another country’s homeland into “hell” should prepare themselves for the consequences.

Beijing also accused the United States of using Taiwan to contain China and insisted that threats and intimidation would not work.

Chinese state-linked commentary subsequently portrayed Hellscape as unrealistic and argued that the United States would struggle to deploy and sustain large numbers of unmanned systems close to Taiwan.

That rhetoric might suggest Beijing simply dismisses the concept.

Easton’s research suggests otherwise.

Chinese military experts appear less dismissive

According to Easton’s CMSI study, Chinese military professionals have examined Hellscape and the Pentagon’s Replicator Initiative in considerably more serious terms than China’s public political messaging might indicate.

Some Chinese analysts reportedly see massed unmanned systems as an important component of future warfare and recognize the potential of using large numbers of relatively inexpensive systems to complicate a much larger military force.

That produces an unusual strategic contradiction.

The political message is “this won’t work.”

But the military discussion increasingly appears to be:

“What if it does?”

China is already thinking about countering drone swarms

Easton points to Chinese military publications that have discussed possible ways of countering large numbers of unmanned systems.

One Chinese defense-industry publication examined directed-energy systems, including shipborne lasers, as a potential response to drone swarms.

Other Chinese military commentary has emphasized electronic warfare and air-defense capabilities as potential ways of reducing the effectiveness of mass unmanned systems.

The significance is not that any particular countermeasure would necessarily work.

Rather, the discussion itself demonstrates that Chinese defense analysts are treating unmanned warfare as a serious technological challenge.

The Replicator connection

Hellscape is closely associated with the Pentagon’s Replicator Initiative, which was announced in 2023 with the objective of rapidly developing and fielding large numbers of relatively inexpensive unmanned systems.

The two concepts are related but should not be treated as identical.

Replicator is a broader U.S. defense technology initiative, while Hellscape describes a potential operational concept for a Taiwan contingency.

Easton says Chinese analysts have studied both initiatives and their implications for a potential conflict.

That matters because the central U.S. argument is not that a swarm of drones alone would defeat China’s military.

The objective is to create enough uncertainty, friction and delay to prevent Beijing from achieving a rapid fait accompli.

A 2026 think-tank report takes the idea further

The debate gained another major boost in February when the Center for a New American Security (CNAS) published “Hellscape for Taiwan: Rethinking Asymmetric Defense.”

The report argued that Taiwan’s traditional “porcupine” defense strategy should evolve toward greater use of large numbers of unmanned systems.

CNAS said relatively inexpensive uncrewed technology could help Taiwan offset China’s significant military advantages and make an invasion substantially more costly and difficult.

CNA similarly reported that the proposal envisioned Taiwan using large numbers of unmanned systems alongside conventional weapons as part of a broader asymmetric defense strategy.

But the report also highlighted a critical issue: Taiwan cannot simply assume that buying more drones automatically creates an effective defense.

Production, logistics, command systems, training, resilience and the ability to replace losses would all matter.

Taiwan is already moving toward more drones

The Hellscape debate is not occurring in a vacuum.

Taiwan has been increasing its emphasis on unmanned systems and domestic defense production as it seeks to strengthen its asymmetric capabilities.

Taipei Times reported in 2025 that Taiwan was working to develop more self-sufficient drone supply chains and considering additional U.S. purchases of unmanned systems.

Reuters has also reported on Taiwan’s growing defense-technology sector and its efforts to expand drone capabilities amid concerns about China’s military pressure.

That makes the Hellscape discussion increasingly relevant to Taiwan’s actual defense planning rather than merely a theoretical American proposal.

But Hellscape has a major weakness

There is a reason Chinese analysts remain skeptical.

Getting thousands of unmanned systems to the right place at the right time is extremely difficult.

The Taiwan Strait is a contested environment in any hypothetical conflict, and the systems would face communications, logistics, electronic warfare and survivability challenges.

Chinese military commentary has questioned whether the United States could move sufficient numbers of unmanned platforms close enough to Taiwan without exposing the supporting infrastructure and logistics needed to sustain them.

That criticism is significant.

A drone strategy based on quantity only works if the force can actually maintain sufficient quantity under wartime conditions.

China’s proximity creates another problem

China’s geographic proximity to Taiwan gives the People’s Liberation Army a major advantage in any Taiwan contingency.

The United States would face the additional challenge of operating across the Pacific and potentially through a heavily contested environment.

That is one reason Hellscape is designed primarily around time.

The objective is not necessarily to win the entire conflict with unmanned systems.

It is to complicate an initial operation enough to prevent China from achieving a rapid victory before the United States and other potential partners can fully respond.

That strategic logic has been repeatedly emphasized by U.S. officials and analysts discussing the concept.

The concept is also evolving in Taiwan

Taiwan’s own military preparations increasingly reflect the broader shift toward unmanned warfare.

Recent military exercises have placed greater emphasis on asymmetric capabilities, distributed operations and the use of drones.

Business Insider’s reporting on Taiwan’s 2026 Han Kuang exercises noted that unmanned systems were incorporated into preparations for a range of possible contingencies, reflecting Taiwan’s broader effort to complicate China’s military advantages.

That does not mean Taiwan has fully implemented the Hellscape concept.

Rather, it indicates that the underlying idea—using large numbers of relatively inexpensive unmanned systems as part of an asymmetric defense—is becoming increasingly embedded in Taiwan’s military thinking.

China may be skeptical—but it is adapting

This is perhaps the most important conclusion from Easton’s analysis.

China does not appear to accept the American assumption that Hellscape would necessarily work.

Chinese analysts have questioned its technological maturity, logistics and survivability.

But at the same time, Chinese defense publications are studying ways to counter the growing use of unmanned systems.

That means the competition is already moving beyond a simple question of whether drones work.

It is becoming a race between unmanned systems and the technologies designed to defeat them.

A rapidly changing military equation

The Hellscape debate also reflects a larger transformation in military technology.

Ukraine’s experience has demonstrated how inexpensive commercial and military drones can change battlefield dynamics.

The United States and Taiwan are attempting to apply some of those lessons to a potential Taiwan Strait conflict.

China, meanwhile, is developing its own unmanned capabilities and studying methods to counter drone-heavy warfare.

CNA previously reported that Chinese researchers had explored scenarios involving drone-only operations around Taiwan, highlighting the fact that Beijing is not simply watching the unmanned-warfare revolution from the sidelines.

The result is an increasingly complex technological contest.

The real question isn’t whether China believes in Hellscape

Easton’s findings suggest that asking whether Beijing “believes” in Hellscape may be the wrong question.

The more important question is whether China believes it has to prepare for it.

The evidence suggests that at least some Chinese military analysts do.

They may doubt that the United States can successfully execute the concept at the scale envisioned.

They may believe China’s own defenses can reduce its effectiveness.

And they may regard the strategy partly as psychological or deterrent messaging.

But serious analysis of how to counter it indicates that the idea has entered China’s strategic calculations.

That alone could make Hellscape consequential.

Because a strategy does not have to be universally accepted to change an opponent’s behavior.

For Taiwan, the ultimate goal is deterrence: making the cost and uncertainty of an attack high enough that Beijing decides the risk is unacceptable.

For the United States, the challenge is proving that the systems behind the concept can actually be produced, deployed and sustained at meaningful scale.

And for China, the question may be whether its own military modernization can stay ahead of a rapidly evolving unmanned battlefield.

Beijing may publicly dismiss America’s “Hellscape.” But if Chinese military planners are already studying how to defeat it, the concept may have achieved something important before a single drone ever enters a Taiwan Strait conflict.
