LEGAZPI CITY, Albay — Thousands of PhilHealth members in Albay are gaining access to expanded primary healthcare services, diagnostic tests and essential medicines through the agency’s YAKAP and GAMOT programs—but beneficiaries must first follow PhilHealth’s enrollment and prescription requirements to unlock the benefits.
As of July 2026, PhilHealth Bicol reported 54 accredited YAKAP clinics and 30 accredited GAMOT providers in Albay, giving residents more options for accessing healthcare closer to their communities.
The development comes as healthcare costs continue to put pressure on Filipino families, particularly those who depend on regular maintenance medicines for chronic conditions.
The ₱20,000 benefit is for medicines—not checkups
One of the biggest points patients should understand is that the ₱20,000 annual benefit applies to medicines under PhilHealth GAMOT, or the Guaranteed and Accessible Medications for Outpatient Treatment program.
PhilHealth says the expanded GAMOT package covers 75 essential medicines, with each qualified beneficiary entitled to up to ₱20,000 in medicine benefits per year. Medicines covered by the benefit are provided without a co-payment as long as the beneficiary remains within the annual limit and the prescribed medicines are included in the program.
This means the commonly shared description of the program as “₱20,000 worth of free medical checkups and drugs” can be misleading.
The ₱20,000 is specifically the annual medicine benefit. YAKAP, meanwhile, provides the primary-care component, including consultations and selected diagnostic services.
What can YAKAP cover?
Under YAKAP, PhilHealth members can receive primary-care consultations and selected laboratory and diagnostic services when medically indicated.
These include tests such as:
- Complete blood count
- Lipid profile
- Fasting blood sugar
- Creatinine
- Chest X-ray
- Electrocardiogram
- Urinalysis
- Fecalysis
The program is designed to emphasize prevention and early detection rather than waiting until an illness becomes severe.
PhilHealth launched YAKAP as an expanded primary-care program that evolved from its previous Konsulta package, bringing consultations, diagnostics, preventive services and outpatient medicines into a broader healthcare framework.
Albay has already recorded hundreds of thousands of YAKAP encounters
The scale of the program in Albay is significant.
PhilHealth reported 270,781 first patient encounters in Albay under YAKAP as of July 31, contributing to more than 1.8 million encounters across the Bicol region. Fifteen municipalities and cities in Albay have accredited YAKAP clinics.
Tabaco City has the highest number with 10 accredited clinics, followed by Legazpi City with eight and Bacacay with four.
For members who choose accredited private YAKAP clinics, PhilHealth says YAKAP services are covered subject to a maximum ₱900 annual co-payment.
How to get the free medicines
Patients cannot simply walk into any drugstore and request ₱20,000 worth of medicines.
There is a process.
First, the member or qualified dependent needs to be registered or empaneled with an accredited YAKAP clinic.
The patient then undergoes a consultation and medical assessment. If medicines are medically necessary, the YAKAP physician issues the appropriate prescription.
For GAMOT medicines dispensed through accredited GAMOT providers, PhilHealth’s guidelines require beneficiaries to use participating facilities and comply with the prescription requirements.
PhilHealth’s 2026 guidance also states that beneficiaries should obtain GAMOT medicines only from accredited GAMOT providers. The agency’s official list of accredited providers is updated periodically, so patients should verify the facility before traveling.
Albay’s GAMOT network continues to grow
The expansion is a major change from the early stages of GAMOT implementation in Bicol.
When YAKAP was launched in Albay in October 2025, PhilHealth reported 31 accredited YAKAP facilities in the province and said the GAMOT pharmacy network was still being developed.
By July 2026, PhilHealth Bicol reported 54 YAKAP clinics and 30 GAMOT providers in Albay, indicating a substantial expansion of the network.

Patients should check both lists because a YAKAP clinic and a GAMOT dispensing provider are not necessarily the same facility.
Nearly ₱18 million in GAMOT claims processed in Albay
The financial impact is already measurable.
PhilHealth Bicol said it had processed nearly ₱18 million in GAMOT claims involving more than 1,000 beneficiaries in Albay. Across the entire Bicol region, GAMOT payments reached ₱29.77 million.
PhilHealth Bicol Regional Vice President Alberto Manduriao said the figures represent more than government reimbursements, emphasizing that each payment corresponds to a patient requiring care, a family seeking financial protection and a healthcare provider delivering services.
Patients report savings on maintenance medicines
For Albay residents who regularly purchase medicines, the benefit can translate into substantial household savings.
Legazpi resident and senior citizen Justina Orbe said she was able to undergo fasting blood sugar and creatinine testing during her regular health monitoring and obtain maintenance medicine for high blood pressure through the program.
Another Albay resident, Andrea Camba, sought YAKAP assistance after experiencing a persistent cough that did not improve with home remedies and over-the-counter medicines. She said the program allowed her to receive medical attention and covered medication without additional cost for the services she accessed.
But there is an important warning for patients
PhilHealth itself has acknowledged that some members experienced difficulty accessing GAMOT prescriptions because some YAKAP clinics were still completing administrative and readiness requirements.
In a 2026 advisory, PhilHealth said some clinics were fully prepared while others still needed to finalize processes before they could provide GAMOT prescriptions. The agency said it was providing technical assistance and conducting validation to address the gaps.
That means patients should not assume that every PhilHealth-accredited clinic can immediately process every GAMOT prescription.
Before making a trip, beneficiaries should verify:
- Whether they are registered with the YAKAP clinic.
- Whether the clinic is currently authorized to issue GAMOT prescriptions.
- Whether the prescribed medicine is included in the current GAMOT list.
- Whether the dispensing facility is an accredited GAMOT provider.
- Whether they still have an available balance under the ₱20,000 annual medicine benefit.

For Albay residents, PhilHealth YAKAP and GAMOT could mean significantly lower healthcare expenses—but the benefit is not an automatic ₱20,000 cash grant or a ₱20,000 free-checkup package.
The ₱20,000 annual ceiling is for covered outpatient medicines under GAMOT. YAKAP provides the consultation and preventive-care side of the program, including selected laboratory and diagnostic services.
And there is one step patients should not skip: make sure they are registered with an accredited YAKAP clinic and verify that the clinic and pharmacy are currently authorized to provide the specific GAMOT service they need.
With 54 YAKAP clinics and 30 GAMOT providers reported in Albay as of July, access is broader than when the program first rolled out—but checking the latest official provider list remains essential before heading out.
