SCIENCE CITY OF MUÑOZ, Nueva Ecija — The humble Philippine tricycle could soon get a high-tech makeover as the Department of Science and Technology (DOST) and the Nueva Ecija University of Science and Technology (NEUST) move forward with a ₱2.74-million project to develop a smart hybrid tricycle sidecar system designed to make public transport safer, cleaner and more comfortable.
The project, called ANGELA — Transforming Urban Mobility with Care and Innovation in Science City of Muñoz — is being developed in partnership with the local government of the Science City of Muñoz under the DOST Smart and Sustainable Communities Program.
The funding was formally turned over to NEUST during a ceremony at the university’s Metals and Engineering Innovation Center at its Sumacab Campus, according to the Philippine Information Agency.
But this is not simply about putting a new engine or body on an old tricycle.
The proposed system is designed to bring air conditioning, passenger-focused safety features, emergency response technology and digital transport services into a vehicle that remains closely tied to everyday Filipino mobility.
A tricycle with technology built around the passenger
According to DOST Nueva Ecija, the prototype is expected to include an energy-efficient 12-volt air-conditioning system, ergonomic seating and an air purification system equipped with UV-C sterilization.
The planned safety and smart-mobility features are even more notable.
The prototype is expected to use distance sensors to help improve safety, a GPS-enabled emergency response system, and a digital platform for booking and fare management.
If successfully developed and validated, those features could make the traditional tricycle experience look very different for passengers.
Instead of simply boarding, paying the fare and reaching a destination, commuters could eventually interact with a transport system that incorporates digital booking, electronic fare management and location-based emergency assistance.
Still, it is important to emphasize that these are planned features of a prototype under development, not features that are already available across Muñoz’s tricycle fleet.
The ₱2.74 million comes as Muñoz pushes its smart-city agenda
Project ANGELA did not emerge in isolation.
On April 16, 2026, NEUST, DOST Central Luzon, the Science City of Muñoz government and Central Luzon State University formalized partnerships covering Project ANGELA and another initiative called the SCDI-HUB, or the AI-Driven Smart City Data Integration and Decision Intelligence Hub.
The agreements were signed at Balai ti Muñoz, City Tourism Building, as part of a broader effort to use science, technology and innovation in urban development.
Daily Tribune likewise reported that the partnership involves two major directions: modernizing urban mobility through Project ANGELA and developing an AI-driven system for integrating city data and supporting decision-making through SCDI-HUB.
That broader strategy matters because the tricycle project is not being framed merely as a vehicle upgrade.
It is part of a larger attempt to make the Science City of Muñoz a smarter and more sustainable urban center.
Why the project matters to commuters
For many Filipinos, the tricycle remains one of the most accessible forms of short-distance transportation.
That makes improvements in passenger comfort and safety particularly significant.
Project ANGELA is designed around the idea that local transportation can be improved using technologies developed through cooperation between government, universities and the science sector.
DOST and NEUST say the project seeks to demonstrate how locally developed technology can respond to everyday community needs while supporting cleaner and more sustainable transportation.
The project’s development also reflects NEUST’s broader role in the smart-city partnership.
The university said Project ANGELA is intended to help address transportation challenges and reduce dependence on traditional fossil-fuel-based mobility through science- and technology-based solutions.
More than a “smart tricycle”
The significance of the project may ultimately go beyond the vehicle itself.
The partnership between DOST, NEUST, CLSU and the city government shows how local governments and academic institutions are increasingly being positioned as partners in solving practical urban problems.
The SCDI-HUB component, for example, is intended to integrate data across sectors to support faster response, better planning and more evidence-based governance.
Together, the initiatives point toward a model in which transportation, public services and city planning increasingly rely on technology and data.
And that could be the bigger story behind Muñoz’s new tricycle project.
The question is no longer simply whether a tricycle can take a passenger from one point to another.
The bigger question is whether one of the Philippines’ most familiar forms of transportation can be redesigned to become safer, cleaner, more comfortable and smarter—without losing the accessibility that made tricycles indispensable in the first place.
For now, Project ANGELA remains a development project. But if the prototype succeeds, the familiar tricycle sidecar could become an unlikely showcase for how Philippine-made technology can reshape everyday transportation—starting in the Science City of Muñoz.
