LEGAZPI CITY, Albay — More than 129,000 families across Bicol have already received financial assistance under the government’s expanded Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) program, as the Department of Social Welfare and Development (DSWD) moves toward completing the regional rollout.
As of August 12, 2026, DSWD Field Office 5 had assisted 129,527 families, equivalent to 71% of its target of 181,263 households across the six Bicol provinces. The agency expected to finish the distribution by August 15.
The assistance comes as Filipino households continue to deal with higher fuel, transportation and commodity costs. UPLIFT was established as part of the government’s response to the economic pressures associated with the Middle East conflict and the resulting energy and price concerns.
Who can receive the UPLIFT cash aid?
The program is not a general cash distribution open to everyone. Beneficiaries are divided into specific groups.
The first group consists of households enrolled in the Pantawid Pamilyang Pilipino Program (4Ps) and the Walang Gutom Program. These beneficiaries receive a one-time ₱2,000 assistance.
The second group covers poor and near-poor households identified through the Community-Based Monitoring System (CBMS). These qualified families are set to receive ₱2,000 monthly for six months, from July through December 2026.
The third group consists of qualified low-income Social Security System (SSS) members, who are likewise scheduled to receive ₱2,000 monthly for six months through their SSS-linked accounts.
Nationally, the scale of the program is considerably larger. GMA News reported that more than 4.4 million households had already received their ₱2,000 UPLIFT assistance for July as of August 3.
From manual payouts to digital delivery
For Bicol beneficiaries under the CBMS category, the July distribution was initially conducted through manual payouts as authorities verified identities.
DSWD Bicol said it is now helping beneficiaries establish digital wallets or bank accounts for succeeding releases. The shift is intended to reduce long queues and make future payments faster, safer and more convenient.
The change also reflects the government’s broader effort to move UPLIFT payments toward more direct and digitally enabled delivery.
What if your family did not receive the assistance?
DSWD Bicol clarified that beneficiaries should determine which category they belong to before seeking assistance.
Those enrolled in 4Ps or Walang Gutom may coordinate with DSWD, while SSS members should check directly with the Social Security System. Families identified through the CBMS should coordinate with the Philippine Statistics Authority because eligibility is based on CBMS results and the applicable proximity criteria.
The earlier Bicol rollout began in July, with payout locations established in Legazpi City, Daet, Naga City, Virac, Pilar and Aroroy for various beneficiary groups.
A ₱2,000 payment with a bigger purpose
For families already struggling to stretch their income across food, transportation, electricity and other necessities, the assistance can provide short-term breathing room.
One 4Ps beneficiary from Legazpi City told PIA that the money could help cover several days of food and her children’s transportation expenses.
But the bigger question now is whether the remaining 51,736 families in the Bicol target will receive assistance as the region moves toward the completion of the rollout.
With 129,527 of the targeted 181,263 families already assisted, the DSWD is approaching the final stretch—but for thousands of households still waiting, the timing of the next payout remains the question to watch.
