WASHINGTON — A communication breakdown involving President Donald Trump’s Marine One helicopter allowed a passenger jet to begin taking off from Ronald Reagan Washington National Airport at almost the same time as the presidential helicopter departed nearby Washington — and investigators have now revealed that warning signs had emerged days before the incident.
A preliminary report released by the US National Transportation Safety Board says the Marine One crew tried at least twice to contact air traffic controllers before taking off from the Ellipse on Aug. 4, but the required message never successfully reached the tower.
The first radio transmission was not received at all.
The second came through broken and unreadable.
The crew then tried another route, attempting to relay the required departure warning through the helicopter facility at Joint Base Anacostia-Bolling. That effort also failed.
The breakdown mattered because presidential helicopter operations require Marine One crews to contact the Reagan National tower three minutes before departure when the president is aboard.
Once that notification is received, departures from Reagan National are supposed to be stopped while the presidential helicopter operates nearby.
But controllers never received the required three-minute call.
As a result, Envoy Air Flight 3742 — an Embraer E170 regional passenger jet heading to Pensacola, Florida — was cleared for takeoff from Runway 1.
According to the NTSB, the Envoy aircraft was becoming airborne at almost the same time Marine One finally reached the tower after climbing high enough for radio communications to work properly.
The Radio Problem May Have Been Building for Days
Perhaps the most significant new detail in the NTSB report is that communication problems involving Marine One operations had already been discussed before the Aug. 4 incident.
Officials from Reagan National’s air traffic control tower and Marine Helicopter Squadron One, or HMX-1, met on July 30 — just five days earlier.
During that meeting, controllers raised concerns about recent cases in which they had not received the required three-minute departure notification from Marine helicopter crews.
HMX-1 personnel reportedly told controllers that communications had been “spotty.”
The two sides agreed that crews should attempt alternative methods of reaching the tower whenever normal radio communications failed, including relaying the message through another aircraft.
Investigators said the Marine One crew appears to have followed that backup strategy on Aug. 4 by trying to relay the message through Joint Base Anacostia-Bolling — but that attempt failed as well.
That detail is likely to become a central part of the continuing investigation: if communication difficulties were already known, investigators will want to understand whether sufficient safeguards were in place before presidential helicopter operations continued from the temporary departure location.
Why Marine One Was Flying From the Ellipse
Marine One operations had been moved from the White House South Lawn to the nearby Ellipse while construction was taking place at the White House.
After the Aug. 4 incident, FAA technicians examined radio coverage around the temporary operating location.
They discovered what investigators described as inadequate line-of-sight between the radio transmitter and receiver equipment serving Reagan National controllers and helicopters operating from the Ellipse.
That meant radio signals from the presidential helicopter could be unreliable while the aircraft remained low to the ground.
The FAA subsequently moved the helicopter-frequency radio equipment from a nearby residential area to the top of Reagan National’s air traffic control tower.
Tests conducted afterward using HMX-1 helicopters operating around the Ellipse reportedly found no further communications deficiencies.
FAA Administrator Bryan Bedford has also said the agency changed procedures following the incident.
How Close Did Marine One and the Passenger Jet Actually Get?
The preliminary FAA estimate placed the aircraft approximately 0.82 nautical miles apart horizontally and 700 feet apart vertically at their closest point.
The Envoy Air pilots told investigators that their aircraft’s Traffic Collision Avoidance System, or TCAS, issued a traffic advisory after takeoff.
Neither pilot was able to visually identify the helicopter.
However, the system did not issue the more serious resolution advisory that would have instructed the pilots to climb, descend or otherwise maneuver to avoid another aircraft.
There is also an important distinction that should not be lost in headlines describing the event.
The NTSB’s preliminary report says the FAA’s estimated distances would meet the applicable minimum radar-separation requirement, which calls for either 1.5 nautical miles of horizontal separation or 500 feet of vertical separation in the circumstances described in the report.
Marine One and the Envoy aircraft were estimated to have around 700 feet of vertical separation.
The NTSB nevertheless continues to investigate what it describes as a reported loss-of-separation event and says it is reviewing surveillance information to establish the aircraft’s closest proximity more precisely.
That makes terms such as “near-crash” or “almost collided” stronger than the available evidence currently supports.
A Second Passenger Flight Was Also Affected
Another regional passenger flight, Republic Airways Flight 4700, was roughly three miles from Reagan National during the presidential helicopter operation and was rerouted as a precaution, according to Reuters and CNA.
Marine One and Envoy Flight 3742 both completed their flights without injury or aircraft damage.
The FAA initially said the incident did not appear to have been a dangerous close call and that the two aircraft did not appear to be converging toward one another.
Washington Aviation Safety Already Under Intense Scrutiny
The episode has attracted additional attention because of the deadly January 2025 midair collision near Reagan National involving an American Airlines regional jet and a US Army Black Hawk helicopter.
All 67 people aboard the two aircraft were killed.
That disaster triggered major changes to helicopter operations around Reagan National, including tighter restrictions on mixing helicopter and commercial airline traffic in the crowded Washington airspace.
The Aug. 4 Marine One incident exposed a different vulnerability: even when procedures exist to keep presidential helicopters and passenger aircraft separated operationally, those procedures depend on the required warning reaching controllers.
In this case, investigators say it didn’t.
What Investigators Still Need to Determine
The NTSB investigation remains open, and its findings are explicitly preliminary.
Among the questions likely to receive further scrutiny are why Marine One departed without successfully establishing the required three-minute communication, whether officials sufficiently addressed the previously reported radio problems, how White House construction and the temporary Ellipse operating location were assessed for communications risk, and whether additional backup systems are needed for presidential flights.
For now, the investigation points less toward a dramatic airborne near-collision and more toward something aviation safety specialists may find equally troubling: a known weakness in a critical communication chain that failed precisely when the system was designed to prevent two high-profile aircraft operations from overlapping.
