Tokyo Was Jolted by a 5.9 Earthquake Before Dawn—But What Happened to the Capital’s Train Network Came Next

TOKYO, Japan — A magnitude 5.9 earthquake jolted eastern Japan before dawn on Sunday, August 23, shaking buildings across the Tokyo metropolitan region, injuring at least five people and forcing railway operators to suspend services while crews inspected tracks and infrastructure for damage.

The earthquake struck at around 2 a.m. local time, with its epicenter in southern Ibaraki Prefecture, northeast of central Tokyo. Japan’s Meteorological Agency said the quake originated roughly 70 kilometers underground and measured magnitude 5.9. No tsunami threat was issued.

Strong shaking was recorded across Ibaraki, Saitama, Chiba and parts of Tokyo. Several locations experienced lower 5 on Japan’s seven-level seismic intensity scale, a level strong enough to make many people struggle to move normally and potentially knock unsecured objects from shelves. Other parts of Tokyo and surrounding prefectures recorded intensity 4 shaking.

The tremor was powerful enough to trigger emergency earthquake alerts on mobile phones across the capital region.

At Least Five People Injured

Although authorities reported no widespread structural destruction in the first hours after the quake, at least five people were injured in Ibaraki, Chiba and Saitama prefectures, according to Associated Press reporting.

Officials continued checking reports of people falling or being hurt during the sudden overnight shaking.

The quake also damaged some local infrastructure.

In Tokyo’s Koto Ward, emergency services received a report that an underground water pipe had burst after the shaking. Separately, approximately 460 homes temporarily lost electricity, with power later restored, according to reports cited by AP and Japanese broadcasters.

Tokyo Commuters Face Train Suspensions

One of the biggest immediate effects was on the capital region’s enormous railway network.

JR East temporarily suspended or restricted operations on several lines while workers inspected tracks and equipment.

Affected sections included portions of the:

  • Keihin-Tohoku Line
  • Shonan-Shinjuku Line
  • Utsunomiya Line
  • Takasaki Line
  • Joban Line
  • Musashino Line

Some limited express Hitachi and Tokiwa services were also cancelled or disrupted.

Several lines gradually resumed operations after inspections, while passengers were warned to expect delays.

Japan’s major JR East Shinkansen services—including the Tohoku, Joetsu and Hokuriku bullet train lines—were operating normally from the start of service, according to Japanese transport reports.

Government Activates Emergency Response

Japan’s government established a liaison office at the Prime Minister’s Office crisis-management center following the earthquake as authorities began gathering information about injuries and infrastructure damage.

Officials also checked nuclear-related facilities in Ibaraki Prefecture. No abnormalities or radioactive impact outside the facilities were initially reported.

Why the Shaking Felt So Strong in Tokyo

The earthquake originated relatively deep beneath southern Ibaraki, but its energy was felt across a wide area of the Kanto region.

Japan’s Meteorological Agency also detected long-period ground motion reaching Category 2 in southern Saitama, northwestern Chiba and Tokyo’s 23 wards.

Long-period seismic waves can be especially noticeable in high-rise buildings because they cause tall structures to sway slowly for longer periods than ordinary ground shaking.

For residents of one of the world’s largest metropolitan areas, the overnight quake was another reminder that even moderate earthquakes outside central Tokyo can quickly affect transportation, utilities and high-rise buildings across the capital.

No Tsunami Threat

Despite the strong shaking, authorities repeatedly stressed that there was no danger of a tsunami from the earthquake.

The Japan Meteorological Agency placed the epicenter at approximately 36.0 degrees north latitude and 140.1 degrees east longitude, about 70 kilometers below southern Ibaraki.

Its detailed seismic analysis estimated the earthquake at magnitude 5.9, while its moment-magnitude calculation was approximately 5.8.

Tokyo’s Latest Earthquake Highlights Japan’s Constant Seismic Risk

Earthquakes are a routine but closely monitored threat in Japan because the country sits along several interacting tectonic plates.

What made Sunday’s quake particularly disruptive was not catastrophic destruction but its location beneath the heavily populated Greater Tokyo–Kanto region, where even temporary railway shutdowns can affect huge numbers of passengers.

Sunday’s event also demonstrated how quickly Japan’s earthquake-response infrastructure moves into action: emergency alerts were issued within seconds, railway inspections began immediately, government crisis officials assembled and nuclear facilities were checked for abnormalities.

For millions who woke to phones sounding emergency warnings and buildings swaying in the middle of the night, however, the earthquake was far more than another seismic statistic.

It was another reminder that Tokyo’s next significant quake does not necessarily have to strike directly beneath the city to bring one of the world’s busiest metropolitan regions to an abrupt halt.
