CEBU CITY, Philippines — Motorists across Central Visayas are facing stricter license plate enforcement, but drivers still using the familiar old green license plates are not automatically violating the rules.
The Land Transportation Office in Central Visayas (LTO-7) began tighter implementation of its plate guidelines on September 1, 2026, urging vehicle owners to check whether their replacement or official plates are already available and to claim them without unnecessary delay.
The clarification is important for thousands of motorists who continue to see old green plates on vehicles across Cebu and other parts of Central Visayas.
Old green plates can still be used—but motorists have responsibilities
LTO-7’s current enforcement drive does not mean every vehicle carrying an old green plate will immediately be apprehended.
Instead, the agency is encouraging owners whose replacement plates are already available to claim them and comply with the prescribed plate requirements.
The Freeman previously reported that LTO-7 launched an aggressive plate replacement campaign in June, with personnel identifying vehicles still carrying old green plates and leaving notices informing owners that their replacement plates could already be ready for release.
The campaign reflects a shift in strategy: rather than waiting for motorists to visit LTO offices, the agency has been actively locating vehicle owners whose replacement plates are already available.
LTO-7 gives motorists a way to check their plate status online
One of the biggest changes for motorists is the introduction of the LTO-7 Plate Spotter Website, which allows vehicle owners to check whether their plates are available and where they can be claimed.
The online system was launched in August 2026 and allows motorists registered under LTO Region 7 to search using their existing plate number or motor vehicle file number.
For certain records, the system covers MV file numbers beginning with 0701 or 0716. Motorists can use the information to determine which LTO office has their plate before making a trip.
For brand-new vehicles, LTO-7’s Plate Spotter information also provides specific identifiers for checking plate availability, while replacement-plate searches cover vehicles that meet the agency’s replacement criteria.
This means motorists no longer have to rely solely on physically visiting an LTO office just to find out whether their plate is ready.
The bigger issue: unauthorized temporary and improvised plates
While old green plates remain an important part of the current discussion, LTO-7’s stricter enforcement also focuses heavily on temporary, provisional and improvised plates.
Under LTO Memorandum Circular No. JDM-2025-4674, which took effect on October 15, 2025, the use of provisional, improvised and temporary plates is generally prohibited.
There is, however, an exception for certain motorists who are waiting for replacement plates. An improvised plate may be used when the concerned LTO office has issued the required authorization after processing a duplicate-plate request. The improvised plate must carry the vehicle’s assigned plate number and the words “Improvised Plate.”
LTO’s earlier 2024 guidelines likewise provided limited circumstances for the use of authorized improvised plates, particularly while waiting for replacement of a lost or mutilated plate.
What happens if a motorist uses an unauthorized plate?
This is where the stricter enforcement could become costly.
Under the applicable rules cited by LTO-7, failure to properly attach an authorized license plate, improper attachment, or the use of an unauthorized plate can result in a ₱5,000 fine. Unauthorized plates, accessories or devices may also be removed and confiscated.
LTO-7 is therefore urging motorists not to wait until they are stopped during an inspection.
Instead, vehicle owners should verify their plate status, claim available official plates and make sure any permitted improvised plate is supported by the required authorization and vehicle documents.
What motorists should do now
For Cebu and other Central Visayas motorists, the safest approach is straightforward:
1. Check your plate status.
Use the LTO-7 Plate Spotter system before visiting an LTO office.
2. Claim your official plate if it is already available.
Motorists with plates ready for release are being encouraged to claim them promptly.
3. Do not use unauthorized temporary or improvised plates.
If an improvised plate is legally permitted in your situation, make sure you have the authorization issued by the appropriate LTO office.
4. Keep your vehicle documents with you.
Authorized improvised-plate users may be required to present the authorization together with the appropriate vehicle documents during inspection.
5. If the Plate Spotter shows “no record found,” don’t panic.
LTO-7 has advised motorists to submit a copy of their Certificate of Registration to the regional office’s Plate Spotter contact for verification and assistance.
LTO’s crackdown comes as the national plate system changes
The intensified enforcement in Central Visayas is also happening alongside broader national changes to motor vehicle plate regulations.
The implementing rules for Republic Act No. 12209 provided LTO until June 30, 2026 to produce, release and issue the required number plates. The IRR further provides that after that date, the law’s penal provisions concerning bigger, readable and color-coded number plates would take effect.
That national transition helps explain why LTO offices are now pushing harder to get available physical plates into the hands of vehicle owners.
Bottom line for Cebu motorists
The message from LTO-7 is not simply “old green plates are illegal.”
Rather, motorists should determine whether their replacement plate is already available and make the necessary transition when required.
At the same time, motorists should be particularly careful with unauthorized temporary or improvised plates, which are a major target of the stricter enforcement.
With LTO-7 now actively checking vehicles and making plate-status verification available online, motorists have fewer reasons to remain unaware of whether their official plate is ready.
For drivers still carrying an old green plate, the most important question is no longer simply whether the plate is green—it is whether LTO-7 has already made the replacement plate available for your vehicle.
