PAMPANGA, Philippines — After days of widespread flooding submerged communities, displaced thousands and inflicted hundreds of millions of pesos in agricultural losses, Pampanga’s provincial government is appealing for national intervention—while raising a more difficult question: Can the province’s recurring flood crisis still be solved by conventional flood-control projects alone?
Pampanga Governor Lilia Pineda has sought assistance from the national government as persistent flooding continues to affect low-lying communities, particularly Macabebe and Masantol, two municipalities near Pampanga Bay that regularly receive water flowing through the Pampanga River system.
Pineda appealed to Social Welfare Secretary Rex Gatchalian to bring Pampanga’s situation to President Ferdinand Marcos Jr., according to Bombo Radyo. Gatchalian said he was coordinating with Public Works Secretary Vince Dizon and indicated that engineering interventions were being worked on.
But Pampanga’s problem goes far beyond emergency relief.
More Than 860,000 People Affected
The scale of the flooding became clearer after Pampanga was officially placed under a state of calamity on August 12.
According to the Philippine Information Agency, provincial disaster officials reported that flooding had affected 297 barangays across 17 local government units, involving approximately 269,775 families or 860,076 people as of August 12.
More than 8,100 people were displaced, while flooding also disrupted essential services in several parts of the province.
The disaster has also dealt a major blow to Pampanga’s agricultural economy.
Initial provincial figures placed crop losses at approximately ₱505.36 million, with another ₱3.4 million in livestock losses, affecting 3,787 farmers and fisherfolk.
Subsequent reporting indicated that agricultural losses continued climbing as the flooding persisted, underscoring how quickly the economic impact was evolving.
Some Communities Remained Under Deep Water
Conditions varied across the province as water levels shifted.
By August 17, the Pampanga Provincial Disaster Risk Reduction and Management Office reported 228 barangays in 16 localities still flooded, according to the Daily Tribune.
Among the hardest-hit areas was Candaba, where 32 barangays were reported flooded. Masantol had 26 flooded barangays, while Guagua and Macabebe each recorded 25.
In some severely affected locations, floodwaters reportedly reached between six and 14 feet.
Those figures should not be confused with the earlier total of 297 flooded barangays. The difference reflects reports taken at different stages of the disaster as conditions changed.
Why Macabebe and Masantol Matter
Pineda argues that Pampanga’s geography is central to understanding why the flooding can become so severe.
Macabebe and Masantol sit in the province’s low-lying southern section near Pampanga Bay. According to the governor, water coming downstream—including flows associated with areas farther north and east—eventually has to move toward the bay.
She said the two municipalities are already below sea level and expressed concern that sedimentation around the downstream waterways and Pampanga Bay could be restricting drainage and contributing to backflow.
Pineda has consequently raised large-scale dredging as one potential intervention, arguing that deeper waterways could help floodwater from the Pampanga River move toward the bay instead of backing up into communities.
The governor also said a feasibility study involving a Japanese firm would be undertaken to examine possible solutions to Pampanga’s longstanding flooding problem.
However, dredging alone is not necessarily a complete solution.
Calls Grow for a Basin-Wide Solution
Business leaders and infrastructure observers are increasingly calling for Pampanga’s flooding problem to be approached as one interconnected river-basin system rather than through isolated projects in individual municipalities.
BusinessMirror reported that Pampanga Chamber of Commerce and Industry chairman Rene Romero has advocated an integrated approach covering the entire Pampanga River Basin.
Among the measures that could be studied are retention and detention basins, reservoirs, wetlands, floodplains and other areas capable of temporarily storing enormous volumes of water during extreme rainfall.
The Candaba Swamp, a major natural flood-storage area, could also play an important role in such an approach.
The underlying concern is straightforward: moving water away from one community does not necessarily eliminate the flood.
It can simply transfer the problem downstream.
A dike protecting one municipality, a drainage channel moving water elsewhere or dredging performed in one section of the river system therefore needs to be evaluated according to its impact on the entire basin.
Governor Questions Existing Flood-Control Approach
Pineda has also called for a review of ongoing and incomplete flood-control projects, questioning whether years of infrastructure construction have adequately addressed the flooding experienced by Pampanga’s low-lying towns.
Recent reporting said she wanted authorities to consider temporarily stopping some flood-control works while their effectiveness is reassessed.
That debate could become increasingly important because Pampanga’s vulnerability is not theoretical.
A 2023 Climate Disaster Risk Assessment identified 515,673 people in Pampanga as moderately to highly susceptible to flooding, according to government information released with the state-of-calamity declaration.
The current disaster therefore highlights a problem that has been developing for years: Pampanga sits within one of Luzon’s most complicated river and floodplain systems, and extreme rainfall can expose weaknesses across the entire drainage network.
State of Calamity Opens Emergency Resources
Declaring Pampanga under a state of calamity allows local governments to mobilize emergency resources more quickly.
The declaration enables affected LGUs to tap quick-response funds, facilitates faster emergency procurement and activates other disaster-response mechanisms and price controls while rehabilitation efforts continue.
The Inquirer reported that 125 evacuation centers were operating as of August 12, sheltering 2,129 families or 7,727 individuals.
But relief packs, evacuation centers and emergency funds address only the immediate humanitarian crisis.
The larger challenge is preventing the same communities from repeatedly returning to deep water whenever prolonged monsoon rains overwhelm the basin.
Pampanga’s Next Battle Is Engineering, Not Just Evacuation
The province’s appeal to Malacañang could therefore mark the beginning of a much broader debate over Pampanga’s flood-management strategy.
Large-scale dredging may eventually form part of the answer. So could improved waterways, retention basins, wetlands, pumping systems, stronger drainage infrastructure and carefully designed dikes.
But experts and local leaders are increasingly pointing toward the same fundamental requirement: Pampanga’s water must be managed as one interconnected system from upstream areas to Pampanga Bay.
Otherwise, billions of pesos spent protecting one community could simply push the same floodwater toward another.
For families in Macabebe, Masantol, Candaba and other repeatedly inundated communities, that distinction is no longer an abstract engineering debate.
It could determine whether the next stretch of extreme rain once again turns streets, farms and neighborhoods into waterways.
