Thousands of aspiring homeowners in Mindanao will have an opportunity to explore housing projects and financing options in one place when the Mindanao Housing Fair 2026 opens at the SMX Convention Center Davao on November 12 and 13.
The Pag-IBIG Fund and the Department of Human Settlements and Urban Development (DHSUD) are bringing together more than 40 property developers offering over 20,000 housing units. The free-entry event will feature projects in Davao City, other parts of Mindanao and selected locations elsewhere in the Philippines.
The fair will also showcase homes under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, promotional Pag-IBIG home-loan rates and foreclosed or cancelled properties offered at discounts of up to 30 percent.
The announcement was made by Grace Camaganacan, department manager III of Pag-IBIG Fund’s Mindanao Business Development Department, during a Davao Peace and Security Press Corps briefing on November 4.
For prospective buyers, the event offers a chance to compare properties, ask developers questions and receive assistance in checking their potential housing-loan eligibility before committing to a purchase. SunStar Publishing Inc.+2
More Than 40 Developers to Showcase 20,000 Housing Units
The two-day fair is the third stop of the second National Housing Expo Series organized by DHSUD and Pag-IBIG Fund, following exhibitions in Luzon and the Visayas.
More than 40 developers are expected to participate, including companies offering projects under the Expanded 4PH programme in Davao City, Panabo and Tagum.
Pag-IBIG members can explore the available properties and financing arrangements. Nonmembers may also participate, provided they sign up for Pag-IBIG membership.
Some participating developers will come from Manila, giving visitors access to housing options beyond Davao Region.
The fair will run in morning and afternoon sessions on both November 12 and 13. Walk-in visitors are welcome, and registration assistance will be available at the venue. SunStar Publishing Inc.+1
Qualified 4PH Buyers Can Get a Subsidized 3% Housing Loan
One of the biggest attractions is the Expanded Pambansang Pabahay para sa Pilipino, or Expanded 4PH Program, which offers qualified buyers of socialized housing units a subsidized annual interest rate of 3 percent through Pag-IBIG Fund.
Developers offering eligible 4PH projects in Davao City, Panabo and Tagum are expected to participate.
The programme is intended to help minimum-wage earners and low-income households access home financing at a lower cost than conventional housing loans.
There are signs that the programme is gaining traction. Pag-IBIG financed 10,904 socialized housing units in 2026, compared with 3,987 in 2025. The amount released for these loans reached ₱12.10 billion, representing a 173-percent increase in the number of financed units.
However, the 3-percent rate is not automatically available for every property displayed at the fair. Buyers must qualify under the Expanded 4PH socialized-housing programme and meet the applicable loan and property requirements. Philippine News Agency+2
Pag-IBIG Offers 4.5% and 5.75% Promotional Rates Until December 31
For buyers considering economic and open-market housing rather than eligible socialized housing, Pag-IBIG is offering promotional interest rates through December 31, 2026.
The current financing offers include:
- 4.5 percent annually for qualifying housing loans of up to ₱4.9 million.
- 5.75 percent annually for qualifying loans above ₱4.9 million and up to ₱10 million.
Both promotional rates apply during the first three years of the loan, subject to Pag-IBIG’s requirements and conditions.
The government increased the maximum individual Pag-IBIG housing loan ceiling to ₱10 million in 2026, expanding the financing options available to qualified members.
The promotional rates are particularly relevant to buyers who want to purchase properties outside the socialized-housing category. However, borrowers should remember that the advertised rates are not necessarily fixed throughout the entire repayment period. After the initial three years, the applicable rate may change through repricing under the loan agreement.
The actual amount a member can borrow will also depend on income, repayment capacity, credit evaluation, property appraisal and other lending requirements. Presidential Communications Office+2
Foreclosed Pag-IBIG Properties to Be Offered at Up to 30% Off
The housing fair will also feature Pag-IBIG’s Acquired Assets Super Sale, giving buyers another option beyond newly developed properties.
The programme covers foreclosed and cancelled properties that Pag-IBIG has acquired after borrowers failed to meet their loan obligations or properties were otherwise returned to the fund.
Eligible buyers can receive discounts based on their chosen payment arrangement:
| Payment arrangement | Discount |
|---|---|
| Full payment within 30 days | 30% |
| Short-term installment of up to 12 months | 20% |
| Long-term installment through a Pag-IBIG housing loan | 10% |
These discounts provide an opportunity for buyers who are willing to consider previously acquired properties rather than purchasing directly from a developer.
However, prospective buyers should inspect the property’s condition, verify its title and ownership status, check occupancy and access arrangements, and understand any additional expenses before making a purchase.
Pag-IBIG said there are fewer than 1,000 acquired assets across Davao Region, although the figure is an estimate rather than an exact inventory. Only a few remain in Davao City, while more properties are available in Panabo, other parts of Davao del Norte, Digos City and General Santos City. SunStar Publishing Inc.+1
How to Register and What Buyers Should Bring
Interested participants can pre-register using the QR code on Pag-IBIG’s promotional materials or through the fund’s official website and Facebook page.
Walk-in registration will also be available at the venue, with Pag-IBIG personnel ready to assist visitors.
Pre-registration gives prospective borrowers an opportunity to undergo initial prequalification and estimate how much they may be eligible to borrow.
Julie Ann Deocariza, marketing head of Pag-IBIG Fund’s Davao Bajada Branch, advised attendees to bring proof of income so personnel can help assess their potential loanable amount.
Recommended documents include:
- A recent payslip for employed applicants.
- An income tax return (ITR), where applicable.
- A valid identification document.
- Other income or employment documents that may be requested during the assessment.
A housing-loan calculator will also be available to help visitors understand their potential financing options.
Importantly, an initial assessment at the fair is not the same as final loan approval. Pag-IBIG will still evaluate the applicant and property according to its lending rules. SunStar Publishing Inc.+2
Pag-IBIG’s Housing Push Is Expanding Across the Philippines
The Davao event is part of a wider national effort to connect prospective homeowners with developers and government-backed financing.
In October 2026, the second National Housing Expo in Pasay City brought together more than 80 developers offering approximately 50,000 housing units. The event was also organized by DHSUD and Pag-IBIG Fund under the Expanded 4PH housing initiative.
The expo highlighted the government’s strategy of working with private developers to increase housing choices while providing financing assistance to qualified Filipino workers and families.
The nationwide campaign also reflects the growing importance of private-sector participation in addressing the country’s housing needs. Philippine News Agency+1

More Housing Choices Do Not Automatically Mean Affordable Homes
Despite the large number of units being presented, the biggest question for many Filipino families remains whether they can actually afford to purchase and maintain a home.
A low promotional interest rate can reduce monthly payments during the initial years of a loan, but it does not eliminate the other costs associated with homeownership.
Buyers must also consider:
- The property’s full selling price and required down payment.
- Monthly amortization after the promotional interest period.
- Insurance, taxes and other applicable charges.
- Transportation expenses and access to workplaces, schools and hospitals.
- Maintenance costs and homeowners’ association dues, where applicable.
- Whether the property is completed, ready for occupancy or still under construction.
A home that appears affordable based on its advertised monthly payment may become financially difficult if the buyer does not account for these additional expenses.
The same caution applies to foreclosed properties. A discount of up to 30 percent can be attractive, but buyers must check the property’s condition and legal status before proceeding.
For this reason, prospective homeowners should compare several properties and ask for written details of the total price, financing arrangement and all applicable fees before signing any agreement.
Davao Housing Fair Could Give Mindanao Buyers More Options
The November 12–13 Mindanao Housing Fair gives Davao residents and other home seekers an opportunity to compare thousands of properties and explore government-backed financing without having to visit multiple developers individually.
With more than 40 developers, over 20,000 housing units, qualified 3-percent socialized-housing financing, promotional loan rates and discounted acquired assets, the event brings several homeownership options together under one roof.
But the number of available units is only part of the story.
The real measure of success will be how many families can qualify for financing, find homes in suitable locations and sustain their monthly payments without putting their household finances under excessive pressure.
For many Filipino families, the dream of owning a home may be getting closer. The bigger question is whether the available properties and financing offers will finally match what ordinary workers can afford.
