MANILA, Philippines — Interior and Local Government Secretary Jonvic Remulla said investigators have found no evidence of a conspiracy behind the deadly shooting at Ateneo de Zamboanga University, saying the young shooter appeared to have planned and carried out the attack on his own.
But while authorities have ruled out an organized plot based on their initial findings, the investigation is far from over.
Officials are still examining the student’s online activities, gaming and messaging history, access to firearms, and other digital evidence as investigators work to determine what drove the attack.
The shooting happened on August 18 at the Ateneo de Zamboanga University Junior High School in Zamboanga City, leaving two students dead — the Grade 10 victim and the Grade 8 shooter, who also died in the incident. Several others were injured amid the attack and the ensuing panic.
Remulla said authorities’ investigation so far points to the student acting independently rather than as part of a group.
“There was no conspiracy,” Remulla said, according to The Manila Times, adding that the student planned and executed the attack himself.
Digital trail becomes key part of investigation
Despite the finding that there was no apparent conspiracy, authorities are not closing the door on questions surrounding the student’s online activity.
The Philippine National Police has been examining digital evidence recovered from the student, including his cellphone and other personal effects, to determine whether his online interactions or activities played a role in the attack.
The Department of Justice has likewise been looking into reports involving the possible online recruitment or mentoring of minors into violent activities. Officials said investigators are checking whether the student had been exposed to violent online communities or had contact with people who may have influenced him.
That distinction is important: acting alone does not necessarily mean investigators have established that the shooter had no outside influences.
Authorities are still trying to determine what may have shaped his behavior before the shooting.
How did the student get the guns?
Another major question concerns how a student was able to bring firearms inside the school.
Investigators found that the shooter entered the campus in his father’s vehicle, allowing him to bypass the pedestrian entrance where students were subjected to bag inspections.
GMA News reported that DILG officials said only people entering through the pedestrian gate were subject to the school’s regular bag inspection procedures.
The issue has placed renewed attention on firearm storage and the responsibility of gun owners, particularly when weapons can be accessed by minors.
The father of the alleged shooter has been cooperating with authorities, and Remulla said there was no indication at that point that he was criminally responsible for the incident.
The case has nevertheless prompted renewed calls for tougher accountability for negligent firearm owners.
Remulla has urged Congress to revisit existing firearms legislation, arguing that the law should impose stronger consequences in cases involving irresponsible gun possession or access to firearms.
Online gaming and social media under scrutiny
The investigation has also intensified the debate over the influence of social media, online communities and violent games on young people.
Remulla has publicly pointed to online gaming as a possible influence in the case and has supported stronger restrictions on platforms such as Roblox. However, such claims remain part of the investigation and should not be treated as a definitive explanation for the shooting.
GMA News reported that authorities were examining the student’s gaming and messaging history as investigators sought to understand what preceded the attack.
Senate President Sherwin Gatchalian, meanwhile, renewed his call for restrictions on social media use by children below 16 following the incident.
The issue gained further urgency because the attack was livestreamed, with investigators and police subsequently moving to stop the spread of graphic photographs and videos from the scene.
The PNP Anti-Cybercrime Group was ordered to coordinate with social media platforms to remove materials connected to the shooting.
Marcos orders thorough investigation
President Ferdinand Marcos Jr. ordered a thorough investigation into the shooting and expressed condolences to the families of the victims and the Ateneo de Zamboanga community.
The incident has also prompted renewed discussions about school security, firearm control, mental health support and the need for communities to identify warning signs before violence occurs.
Education Secretary Sonny Angara stressed that protecting students cannot rely solely on physical security measures such as guards, cameras and access controls.
He called for stronger engagement among schools, families and communities so that students experiencing difficulties can be identified and supported earlier.
The Department of Social Welfare and Development has also begun providing psychological first aid to learners affected by the shooting, underscoring the continuing impact of the tragedy beyond the immediate victims.
Second deadly school shooting in less than two months
The Ateneo de Zamboanga shooting has generated national concern partly because it came less than two months after another deadly school shooting in Tacloban City.
Reuters reported that the Zamboanga attack was the second such incident in the Philippines in less than two months, intensifying calls for stronger firearm safeguards and greater attention to youth exposure to harmful online content.
The latest developments therefore leave authorities with two separate but connected questions.
First: Was the shooter part of a larger conspiracy?
Based on the investigation cited by Remulla, authorities say no.
Second: What influenced a young student to plan and carry out such an attack, and how did he gain access to the weapons?
Those questions remain under investigation.
For now, authorities say the evidence points to a lone perpetrator — but the search for the circumstances and influences behind the tragedy continues.
