More Than 1 Million HDB Households to Receive Double U-Save and S&CC Rebates in October

More than one million Singaporean households living in HDB flats will receive U-Save and Service & Conservancy Charges (S&CC) rebates in October, including a double U-Save payout designed to help offset household utility and conservancy expenses.

The October disbursement is part of the permanent GST Voucher scheme. Eligible households will receive the regular GSTV-U-Save rebate of up to $95 for 1- and 2-room flats, $85 for 3-room flats, $75 for 4-room flats, $65 for 5-room flats and $55 for executive or multi-generation flats.

For October, the additional support means eligible households will receive double the regular U-Save amount, or up to $190 depending on their flat type. The rebates are credited directly to households’ utilities accounts, so recipients do not need to submit an application.

Eligible households will also receive S&CC rebates in October. Households in 1- and 2-room flats will receive a rebate equivalent to one month of S&CC, while those in 3-room, 4-room, 5-room and executive or multi-generation flats will receive rebates equivalent to half a month.

Eligibility generally requires at least one Singaporean owner or occupier in the HDB household, while households whose members own more than one property are not eligible for U-Save. Additional eligibility conditions apply to households whose entire flat is rented out.

The October rebates are part of the FY2026 support package. Across the full financial year, eligible households can receive up to $570 in U-Save rebates, with the total depending on their HDB flat type. S&CC support for FY2026 can reach up to 3.5 months for eligible 1- and 2-room households.

The latest disbursement comes as households continue to manage utility and other living costs. The government has structured the rebates to provide support at regular intervals throughout the financial year, with further U-Save and S&CC rebates scheduled for January 2027.

Eligible households do not need to take action to receive the U-Save rebates, which are automatically credited to their utilities accounts. S&CC rebates are credited directly to the households’ accounts with their respective Town Councils.
