MAKATI CITY, Philippines — Thousands of students in Makati are set to receive expanded assistance as the city government rolls out a package combining monthly rice aid, cash incentives and school meal programs designed to ease the financial burden on families while improving student nutrition.
The initiative, announced by the Makati city government on September 2, covers learners from daycare through Grade 12, including students under the Special Needs Education (SNED) program.
At the center of the program is a new rice subsidy under City Ordinance No. 2025-A-024, which provides eligible students with five kilograms of rice every month for 10 months during the school year.
According to the city, the program is the first time Makati has specifically provided free rice assistance for students.
The potential reach is significant. The Makati Schools Division currently has 34,631 enrollees from pre-kindergarten through senior high school, according to figures cited by the city.
Students Will Also Receive Cash Incentives
The assistance does not stop at food.
Under the same ordinance, Makati will introduce voucher-based cash incentives for students.
Learners from pre-kindergarten through Grade 6 are set to receive ₱3,500, while students from Grade 7 through Grade 12 will receive ₱7,000.
Earlier reporting by the Manila Bulletin said the incentives were scheduled for implementation in 2026, with the benefits intended to help families cover school-related and household expenses. Philippine Tribune likewise reported that the ordinance provides ₱3,500 for younger learners and ₱7,000 for junior and senior high school students.
This means the program is more than a rice subsidy: it combines direct financial assistance with food and nutrition support.
Healthy Meals Become Part of the Bigger Push
Makati is also expanding its Healthy Baon initiative, which provides learners with prepared food on alternating weeks.
Students from kindergarten through Grade 12, including SNED learners and students of the University of Makati, may receive either a Healthy Baon Bento Meal or a Healthy Baon Pastry Set, according to the city government.
The push comes as Makati officials raise concerns about the nutritional health of schoolchildren.
The Department of Education-Makati Schools Division reported a 4-percent increase in overweight students in public high schools during School Year 2025–2026.
For city officials, the issue is not simply about feeding students during school hours. The broader goal is to improve nutrition while helping children remain healthy and ready to learn.
A Bigger Student Welfare Package
The new benefits are being added to other forms of assistance already provided by the city.
Makati says it will continue supporting students through programs involving school uniforms, school supplies, footwear, health and wellness kits, and rain gear.
The approach reflects a broader effort to address some of the expenses families face throughout the school year—not only tuition or classroom requirements, but also food and basic necessities.
Mayor Nancy Binay said the city views nutrition as closely connected to education, emphasizing that children need adequate food and support to participate effectively in school.
Not the Same as Nationwide Student Cash Aid
Parents should also take note of an important distinction.
The ₱3,500 and ₱7,000 incentives discussed in this program are Makati City benefits created under the local ordinance. They should not be confused with claims circulating online about supposed nationwide student cash assistance.
In May 2026, VERA Files fact-checked social media posts claiming that students nationwide could receive ₱8,000 or ₱10,000 in school incentives simply by registering online. The fact-check found those offers to be fake and warned that some were designed to collect users’ personal information.
For Makati families, the relevant program is the one established by City Ordinance No. 2025-A-024 and implemented by the local government.
Why the Program Matters
The cost of sending children to school extends far beyond classroom materials.
Families also have to contend with food, transportation, uniforms, footwear and other daily expenses. By combining rice assistance with cash incentives and meal programs, Makati is attempting to tackle several of those pressures at once.
The rice component alone provides up to 50 kilograms per student over 10 months, assuming the full monthly allocation is received throughout the school year.
With tens of thousands of learners potentially covered, the initiative could become one of the city’s most extensive student-focused assistance programs.
The next question for families, however, is just as important as the announcement itself: how and when will each benefit actually be distributed?
The city has begun the rollout, starting with daycare learners, while implementation details for the various components will determine how quickly the assistance reaches students across Makati.
For parents watching household budgets closely, the promise is straightforward: less pressure on food and school expenses, while children receive greater nutritional support during the school year.
